This research aims to provide additional qualitative evidence of the logical relationship between governance innovation and public policy in public services in Indonesia with adopting the logic model. The logic model is often not adopting in the formulation of policies that resulted in the implementation of public sector innovation such as cannot show more significant results. Also this model is believed to contribute in planning and evaluation of government programs. Most of this article based on the literature study and direct observation. The study also refers to some cases were chosen deliberately and treated as evidence by using a descriptive qualitative approach for developing an argument and conceptual framework accordingly. This research resulted in some information. First, governance innovation will provide multi-benefits, not only for the government but will involve a range of other institutions. Second, public policy is treated as a formal legal basis to keep programs planning and evaluation. That way this article is expected to contribute to the knowledge development of logical relationships among governance innovation and public policy in the different local contexts Indonesia from countries which often becomes a reference in managing public service innovation.

Pelayanan yang efektif dan efisien adalah tuntutan dari masyarakat kepada instansi pemerintah dalam memberikan pelayanannya. DPMPTSP Kabupaten Blitar merupakan salah satu instansi pemerintah yang meluncurkan inovasi pelayanan publik. Inovasi yang diluncurkan oleh DPMPTSP adalah Pelayanan Joss Banget Mas, yaitu Jemput Online Single Submission Bersama Instansi Terkait dan Malam Hari Bisa. Inovasi ini merupakan bukti bahwa DPMPTSP Kabupaten Blitar telah melakukan percepatan pelayanan dan sekaligus menjawab permasalahan yang dihadapi oleh masyarakat. Jauhnya lokasi kantor yang berada di tengah kota serta persyaratan yang belum diketahui banyak masyarakat menjadi dasar diluncurkannya inovasi Joss Banget Mas. Tujuan dari penelitian ini guna mendeskripsikan terkait pelayanan Joss Banget Mas. Penelitian deskriptif dengan pendekatan kualitatif merupakan jenis penelitian yang dipilih oleh peneliti dengan pengumpulan datanya menggunakan observasi, wawancara, dokumentasi dan studi kepustakaan. Hasil penelitian menunjukan bahwa inovasi pelayanan Joss Banget Mas telah beroperasi dengan baik dan sesuai dengan kebijakan PP No. 24 Tahun 2018. Selanjutnya sumber ide-ide inovasi mendapatkan masukan dari pegawai maupun masyarakat. Budaya inovasi pada inovasi Joss Banget Mas adalah penyederhanaan syarat-syarat sehingga memudahkan masyarakat dalam mendaftarkan perizinan usahanya. Selanjutnya kemampuan dan alat inovasi Joss Banget Mas cukup memadahi tetapi terdapat kekurangan pada bagian alat yang digunakan. Kemudian tujuan, hasil, pendorong dan hambatan adalah untuk mempermudah pelaku usaha dalam memperoleh perizinan berusaha, hambatannya yaitu sering terjadi error dan down pada server OSS. Terakhir, DPMPTSP Kabupaten Blitar mengadakan pelayanan mandiri kepada masyarakat guna mengumpulkan data inovasi untuk inovasi tunggal. Kata Kunci: Inovasi, Pelayanan Publik, Pelayanan Joss Banget Mas, Online Single Submission (OSS).   Effective and efficient services are demands from the community on government agencies in providing their services. DPMPTSP Blitar regency of the government agencies that has launched public service innovations. The innovation launched by the DPMPTSP Blitar Regency call as Joss Banget Mas Service with Online Single Submission Delivery with Related Agencies and Can Night. This innovation is proof that the DPMPTSP Blitar Regency and at the same time answers the problems faced by the community. The remote location of the launch of the Joss Banget Mas innovation. The purpose of this research is to describe the services related to Joss Banget Mas. Descriptive research with a qualitative approach is the type with the data collection techniques using observation, interviews, documentation and literature study. The results showed that the Joss Banget Mas service innovation had operated well and was in accordance with applicable policies. The second indicator of governance and innovation in its implementation is in accordance with PP. 24 of 2018. Furthermore, sources of innovative ideas get input from employees and the public. The culture of innovation in Joss Banget Mas innovation is the simplification of the requirements so that it makes it easier for the public to register business licenses. Furthermore, the capabilities and innovation tools of Joss Banget Mas were sufficient but there were shortcoming in the parts of the tools used. Then the objectives, results, drivers and obstacles are to make it easier for business actors to obtain business licenses, there are also obstacles, namely frequent errors and downs on the OSS server. Finally, DPMPTSP Blitar Regency provides independent services to the community to collect innovation data for a single innovation.   In the Indonesian economy, Micro, Small and Medium Enterprises (MSMEs) are the business groups that have the largest number. In addition, this group has proven to be resistant to various kinds of shocks to the economic crisis. So it is imperative to strengthen the UMKM group which involves many groups because the UMKM sector has a big contribution to workforce absorption, developing the UMKM sector will be able to absorb more existing workers and of course it will be able to improve the welfare of the workers involved in the workforce. In it so that it can reduce the unemployment rate and in the end it will be used to reduce poverty. The criteria for businesses that are included in MSMEs have been regulated in a legal umbrella based on law. This study aims to determine the role of Islamic Banking in Encouraging Micro, Small and Medium Enterprises (MSMEs) in Indonesian Sharia Banks (BSI) kc. Ahmad Yani Kota Bogor during the Covid Pandemic 19. This study used a descriptive qualitative method and the data used in this study were primary data. This study uses data collection techniques through literature study and interviews. The instrument used in the primary data is an interview with a source from Bank Syaria Indonesia Kc Ahmad Yani, Bogor City. Respondents revealed that the Role of Islamic Banking, especially Islamic Bank Indonesia Kc. Ahmad Yani played an important role in maintaining MSMEs during the Covid-19 pandemic as now because he helped distribute government programs, namely KUR (People's Business Credit), Providing.relaxation or relief to entrepreneurs affected by Covid-19 and facilitating the financing process for entrepreneurs. This study aims to discuss issues regarding what is the role and authority of the Ombudsman of the Republic of Indonesia ? What is the process for examining complaints at the Ombudsman of the Republic of Indonesia ? How is the strength of the Ombudsman Recommendation of the Republic of Indonesia in the effort to realize good governance ? The research method used in this research is normative juridical , using secondary legal data obtained through literature study. The results showed that The Ombudsman is a state institution that has the authority to supervise the implementation of public services externally, both those organized by state administrators and the government. The adjudication process by the Ombudsman in resolving public service disputes is only one of several possibilities for resolving public service disputes. The imposition of administrative sanctions for those who ignore the Ombudsman Recommendation shows that basically the Ombudsman is an institution that can actually carry out its function as a supervisory agency.

The principle of public service is to provide a service with agood quality to the community which embodies the obligation of the government apparatus as a publicservant . Regional autonomy gives authority to local government in this case the city government toexplore potential areas to improve the quality of service to the community. In providing good serviceto the community, Denpasar government adopt local wisdom that philosophy Sewaka Dharma. SewakaDharma can be defined as "Serving is the obligation."

Beginning with the question of why the people of Sumba, especially in Kodi, Southwest Sumba Regency, East Nusa Tenggara Province, feel ‘embarrassed’ to tell the outsiders that they still consume tubers as a staple food, this paper unfolds the story of food and fodder based on the recollection of the community. They eat rice mixed with corn every day and find such food tasty and fulfilling. They solely eat rice during important ritual ceremonies (wedding, funeral, and other traditional rituals). Eating steamed or roasted tubers, accompanied by coffee or sweet tea, has been their morning or afternoon habit while engaging in a conversation with family members. However, tubers become staple food during the hunger season. The data were collected using Participatory Research (RAP) method, or also known as the Action Research. The RAP method also offers ‘learning by doing’ technique that focuses on dialogues between researchers and community members or groups of people to bring together knowledge, experience, and ideas to obtain the desired results and devise future actions. The stories were recorded and documented and later combined with the results of the literature study. The records of the stories were transcribed and then analyzed using the Intertextual method. Rice is a symbol of prosperity and civilization, making it an important food in the ritual sphere in Kodi. However, due to the condition of nature and the persistent drought and water scarcity, rice production becomes highly dependent on rain. The government programs have not been able to solve water management issues in the region.

Fenomena  pergeseran media komunikasi kearah IoT (Internet of Things) sebagai salah satu model komunikasi saat ini harus disikapi positif oleh pemerintah daerah untuk bisa berinovasi  untuk meningkatkan performance organisation management and public service improvement. e-government adalah sebuah bentuk media komunikasi, dimana media didefinisikan sebagai “The Extension of Man” (media itu perluasan manusia). Dengan menggunakan metode deskriptif analisis dan studi literature dengan focus penelitian pada Dinas Komunikasi dan Informatika Kota Surabaya selaku pemegang amanat untuk  mengelola informasi dan dokumentasi teknologi informasi di lingkungan pemerintahan Kota Surabaya sesuai dengan keputusan Walikota Surabaya Nomor: 188.45/24/436.1.2/2015. menghasilkan tingkat kematangan e-government di Kota Surabaya telah memenuhi pemeringkatan pada level 4. Sehingga sudut pandang ilmu komunikasi mengatakan, tingkat kematangan layanan e-governemen sebagai media komunikasi government to government, government to citizen, government to business. dimana media adalah “The Extension of Man”, Dengan tujuan kemudahan dalam melakukan komunikasi maka layanan e-government diharapkan dapat menjadi media komunikasi untuk mempercepat pertukaran informasi, menyediakan sarana layanan dan kegiatan transaksi dengan warga masyarakat (G2C), kepada pelaku bisnis (G2B), dan tentunya dengan pihak pemerintah sendiri (G2G)The phenomenon of communication media shift towards IoT (Internet of Things) as one of the current communication model must be responded positively by local government to be able to innovate to improve organizatin management and public service improvement performance. e-government is a form of communication media, in which the media is defined as "The Extension of Man" (the medium is human extension). By using descriptive method of analysis and literature study with focus of research at Surabaya City Communications and Informatics Office as the holder of the mandate to manage information and documentation of information technology in Surabaya city government in accordance with the decision of Mayor of Surabaya Number 188.45 / 24 / 436.1.2 / 2015. resulted in the maturity level of e-government in the city of Surabaya has fulfilled the ranking at level 4. So the perspective of communication science said, the maturity level of e-governemen service as a medium of communication between government to government, government to citizen, government to business. where the media is "The Extension of Man", With the purpose of ease of communication, e-government services are expected to become a medium of communication to accelerate the exchange of information, provide facilities and activities of transactions with citizens (G2C), to the business (G2B) , and certainly with the government itself (G2G)

This study aims to describe the implementation of big data on social media in carrying out crisis communication. This study uses a qualitative approach, with data collection techniques through a literature study. The results of this study also emphasize three aspects, namely: 1). The government must define a crisis because to understand a crisis, of course, we must start by defining it first. Each crisis that arises is accompanied by its own characteristics. 2). The government can use Big Data information sources to accelerate the implementation of government programs. 3). Information and communication technology has had an impact on the food and drug online market. However, not all food and drugs in the online market have permits and other requirements that can threaten public health. Against something that is detrimental to society and requires protection from the government, it requires public policy to overcome. In the implementation, public policy requires the role of the bureaucracy, the private sector, and community groups. This paper examines efforts to protect public health against online markets of food and drug from the perspective of the roles of the government, the private sector, and the community. The research approach used is qualitative with a descriptive analysis method. The data collection technique was carried out by means of a literature study. The government has limited resources in monitoring online markets that do not recognize geographic boundaries. The private sector has a role in creating integrated programs that support policies and pay attention to consumer rights. The community also plays a role in increasing awareness and reporting to the marketplace and BPOM on illegal products. Several suggestions, among others, need to increase the socialization of regulations; making technical regulations and pharmaceutical service standards in the online market of drugs; improvement of communication, information, and education; increasing The National of Drug and Food Control resources and increasing the role of the marketplace in filtering every product sold. In addition, it will accelerate the discussion of the drug and food control draft which is included in the Prolegnas 2021. AbstrakKemajuan teknologi informasi dan komunikasi telah berdampak pada meningkatnya kegiatan jual beli obat dan makanan daring di tengah masyarakat. Pandemi Covid-19 mengubah cara masyarakat mendapatkan obat dari cara konvensional menjadi daring. Namun, tidak semua obat dan makanan yang diedarkan daring memiliki izin edar dan memenuhi persyaratan lainnya sesuai dengan peraturan perundang-undangan sehingga dapat mengancam kesehatan masyarakat. Sementara itu, kebijakan pengawasan terhadap obat dan makanan yang diedarkan daring tersebar dalam berbagai peraturan perundangan. Dalam implementasinya, suatu kebijakan publik memerlukan peran dari pihak birokrasi (pemerintah), pihak swasta, dan kelompok masyarakat. Tulisan ini mengkaji upaya pelindungan kesehatan masyarakat terhadap peredaran obat dan makanan daring dari perspektif peran pemerintah, pihak swasta, dan masyarakat. Pendekatan penelitian yang digunakan adalah kualitatif dengan metode deskriptif analisis. Teknik pengumpulan data dilakukan secara studi kepustakaan. Pemerintah memiliki sumber daya terbatas dalam mengawasi peredaran obat dan makanan daring yang tidak mengenal batas geografi. Pihak swasta berperan dalam membuat program terintegrasi yang mendukung kebijakan dan memperhatikan hak-hak konsumen. Masyarakat juga berperan dalam meningkatkan kewaspadaan dan melaporkan kepada pihak lokapasar maupun Badan Pengawas Obat dan Makanan (BPOM) terhadap produk ilegal. Saran perbaikan kebijakan, antara lain: perlu peningkatan sosialisasi peraturan; pembuatan peraturan teknis dan standar pelayanan kefarmasian dalam peredaran daring obat; peningkatan komunikasi, informasi, dan edukasi; peningkatan sumber daya BPOM; dan peningkatan peran lokapasar dalam menyaring setiap produk yang dijual. Selain itu, mempercepat pembahasan RUU tentang Pengawasan Obat dan Makanan (RUU POM) yang masuk Prolegnas Prioritas 2021. RUU POM diharapkan menjadi payung hukum dalam pengawasan obat dan makanan termasuk peredaran daring.

Pelayanan publik di Indonesia menjadi hal penting yang harus diberikan oleh pemerintahan pusat maupun daerah kepada masyarakat yang dituangkan dalam kebijakan khususnya pelayanan perizinan. Di tengah berkembangnya era reformasi banyak masyarakat yang semakin cerdas dan kebutuhan yang diperlukan semakin meningkat, mendorong pemerintah harus banyak mengeluarkan sebuah kebijakan terkait inovasi di dalam pelayanan publik. Hal tersebut telah menjadi tugas pemerintah daerah dalam pemenuhan terkait pelayanan publik. Salah satunya Kota Surabaya yang mengeluarkan kebijakan e-Government yaitu inovasi pelayanan publik yang dilaksanakan oleh Unit Pelayanan Terpadu Satu Atap (UPTSA) Kota Surabaya, inovasi tersebut adalah Surabaya Single Window (SSW). SSW ini merupakan sistem pelayanan dalam bidang perizinan. Tujuan dari sistem ini adalah untuk mempersingkat waktu pelayanan dan pengecekan data serta persyaratan di Kota Surabaya. Setelah dilaksanakan dan berjalan beberapa tahun, maka perlu dilakukan perbaikan dengan mempertimbangkan evaluasi yang telah didapatkan baik dari masyarakat atau organisasi pemerintah yang lainnya. Jenis penelitian ini dilakukan dengan menggunakan penelitian deskriptif dengan metode penelitian yaitu metode studi pustaka. Fokus penelitian menggunakan enam kriteria evaluasi yaitu 1) Efektivitas, 2) Efisiensi, 3) Kecukupan, 4) Perataan, 5) Responsivitas, dan 6) Ketepatan. Hasil dari penelitian ini menyimpulkan bahwa pelaksanaan SSW ini sudah sangat baik namun masih terdapat kelemahan dan kekurangan yang muncul di setiap tahun pelaksanaan seperti tidak semua pelayanan perizinan dapat di akses melalui website SSW. Maka dari itu peneliti menyarankan agar tetap memperbaiki kekurangan program SSW ini dengan alternatif penyempurnaan untuk program SSW. Selain itu unit pelaksana pelayanan SSW juga harus meningkatkan kinerja program SSW guna meminimalisir kesalahan yang akan muncul. In midst the development of reform era many people are getting smarter and needs are increasing, encouraging the government to issue a lot policies related to innovation in public services. This has become duty of local governments in fulfilling public services. One of them is city of Surabaya which issued an e-Government policy, namely public service innovation implemented by UPTSA of City Surabaya, this innovation is Surabaya Single Window (SSW). SSW is a service system in licensing sector. Purpose of system to shorten service time and check data and requirements in city of Surabaya. After being implemented and running for several years, it necessary to make improvements by considering the evaluations that have been obtained either from community or other government organizations. This research was conducted using descriptive research with research method, namely literature study method. Focus of study used 6 evaluation criteria, namely 1)Effectiveness, 2)Efficiency, 3)Adequacy, 4)Smoothness, 5)Responsiveness, and 6)Accuracy. Results of study conclude the implementation of SSW has been very good but there are still weaknesses and shortcomings that arise in each year of implementation such as not all licensing services can be accessed through SSW website. Therefore, the researcher suggests that we continue to improve shortcomings of SSW with alternative improvements to SSW program. In addition, SSW service implementation unit must also improve the performance SSW program in order to minimize errors that will arise. The establishment of autonomous regions is one of the government efforts to bring public service closer to people. Every new autonomous regions are expected to create synergy with their parent regions. The proliferation of new administrative areas also requires the establishment of new capitals which will become the icon of the area. This is where all public services and trade activities will be centralized. After the decision to proliferate the Kerinci Regency being made, the new capital of Kerinci has been moved to Bukit Tengah, Siulak. Using the qualitative descriptive method, this research presents the indicators that become the point of reference of Kerinci Regency's government in deciding the location of the new administrative capital.
