With the improvement of mobile communication network communication equipment intelligent level and the growth of the business needs, network management is also increasing the accuracy and timeliness requirements. And due to the lack of multi-disciplinary network of integrated network management system, it is difficult to conduct unified management of network resources, maintenance, scheduling and optimization. The based on TMN basic theory, analysis of network management information model, the design of management information model system (MIF) in the 3G mobile network management application framework, the level of clarity of the framework to facilitate the use of standardized information model abstraction, has a good reusable and scalability characteristics; unified NMS network element management, and thus laid the foundation to provide integrated access reference for the design and development of next-generation mobile network management system based on the framework enables.

The Web is changing the information access processes and it is one of the most important information media. Thus, the developments on the Web are having a great influence over the developments on others information access instruments as digital libraries. As the development of digital libraries is to satisfy user need, user satisfaction is essential for the success of a digital library. The aim of this paper is to present a model based on fuzzy linguistic information to evaluate the quality of digital libraries. The quality evaluation of digital libraries is defined using users' perceptions on the quality of digital services provided through their Websites. We assume a fuzzy linguistic modeling to represent the users' perception and apply automatic tools of fuzzy computing with words based on the LOWA and LWA operators to compute global quality evaluations of digital libraries. Additionally, we show an example of application of this model where three Spanish academic digital libraries are evaluated by fifty users.

Web technology is a major element of the Internet. The various and inexpensive possibilities to use this technology allow for the minimisation of differences between rural and urban areas. This article focuses on the use of www technology for creating web sites. It outlines theoretical starting points for planning web sites, as well as practical methods, which are utilised for setting up the web presentation of a farm.
