Penyempurnaan organisasi publik diharapkan mengarah kepada terbentuknya organisasi bersistem terbuka yang lebih fleksibel, mampu mengakomodasikan perubahan untuk kepentingan organisasi. Perubahan yang cepat dan tidak terduga membuka pandangan dan pikiran atas tuntutan adanya paradigma baru yang menghantarkan perjalanan menuju “Good Government Governance” (Tata Kelola Pemerintahan yang Baik), menuju Pemerintahan yang bebas dari Korupsi, Kolusi dan Nepotisme (KKN). Dalam organisasi modern berpijak pada konsep-konsep pemikiran manajemen modern, antara lain: menerapkan teknologi manajemen, berbasis pada asas demokratisasi, akuntabilitas, keterbukaan, transparasi, dan taat hukum. Terselenggaranya “Good Government Governance” merupakan prasyarat bagi setiap pemerintahan untuk mewujudkan aspirasi masyarakat dan mencapai tujuan serta cita-cita bangsa bernegara. Dalam rangka itulah diperlukan pengembangan dan penerapan sistem pertanggungjawaban yang tepat, jelas, dan legitimasi sehingga penyelenggaraan pemerintah dan pembangunan dapat berlangsung secara berdayaguna, berhasilguna, bersih dan bertanggungjawab, serta bebas dari Korupsi, Kolusi dan Nepotisme (KKN). Terwujudnya penerapan Good Government Governance dalam organisasi pemerintahan merupakan tuntutan bagi terselenggaranya manajemen pemerintahan dan pembangunan yang berdaya guna, berhasil guna, dan bebas Korupsi, Kolusi dan Nepotisme. Berkaitan dengan hal tersebut diperlukan sistem akutabilitas, transparansi, keterbukaan, dan aturan hukum yang baik dan sesuai dengan harapan / tuntutan kebutuhan pada seluruh jajaran aparatur negara.

The article represents the views of Ayatollah Ruhollah Khomeini (1902–1989), the leader of the Islamic revolution in Iran, on Islam as the basis of the political system. Imam Khomeini believed that Islam should not be considered only as a set of prescriptions or as a kind of philosophical system. In his work “Vilayat-i fakih. Hokumat-i Islami ” (“Islamic Government: Governance of the Jurist”) Khomeini substantiates the need for the formation of a state based on Sharia law. The ideas of the Ayatollah were not completely new to Shii political doctrine. The olitical views of Ayatollah Khomeini formed under a great infl uence of a situation in Iran in the XX cent. The author analyzes the Khomeini’s views on politics and his concept of “vilayat-i fakih”. From Ayatollah Khomeini’s point of view, we can’t imagine Islam apart from politics, otherwise Islam will be incomplete. Personal self-improvement also depends on the fullness of religion, and therefore Muslims need an Islamic state to fully keep the Sharia law. The analysis of the views of Imam Khomeini is based on the original treatise in Persian.

Government governance that will lead to a good level must be continuously promoted and advertised. This campaign must be continuously carried out in order to create a clean and authoritative government and produce dignified officials. The implementation of good govenance is one of the best concepts of offering a system in democracy. The purpose of this research is to find out how the implementation of good services carried out by the state civil apparatus (ASN) in order to create a clean, dignified and good government. The method used in this research is a deft interview, namely in-depth research or qualitative research. Large organizations that run a bureaucratic system will usually have strict procedures, regulations and rules so that their operational processes tend to be less flexible. Today's bureaucracy is found in government organizations, hospitals, companies, schools, and the military.
