The development of the region directly depends on the work of economic entities, especially if they belong to the basic industries of specialization. Kuzbass was remains industrial region. Therefore, for its development in modern conditions of an unstable and constantly changing environment, a high level of competitiveness of enterprises of the fuel and energy complex is required, to achieve which it is necessary to develop relevant directions for increasing the economic security of enterprises. One of these areas is the creation of the Kuzbass coal and energy cluster in the region. The effectiveness of the functioning of such a structure largely depends on competent management. In this paper, a model for managing a regional coal-energy cluster proposed using the example of the Kemerovo region - Kuzbass.

In modern transformational conditions, the formation of Ukrainian statehood with the choice of the European course of urgency is gaining the issue of budget decentralization, where the key figures are the efficiency of local governments. In this regard, there is a problem of optimal redistribution of financial resources and powers of local authorities, which today are the main and most relevant for improving the efficiency of the budget system as a whole, because the effectiveness of socio-economic policy and its economic security directly depend on rational built and balanced system of economic relations, a clear redistribution of financial resources and flexibility of ways to use them. The article conducts a comprehensive study the mechanism of distribution financial resources the united territorial community in the context of security. The system of management balanced development the united territorial community on the basis of application of safety conditions is substantiated. It is proposed to consider the distribution of budget funds in the territorial community depending on the area, the number of rural residents and the actual income of village (settlement) for the relevant period. Two projects of algorithm calculation the budget with separation of main stages are formed.

The article critically examines the positive and negative consequences of labor productivity growth at mining enterprises in the conditions of the old industrial region. It is suggested that for enterprises of the middle Urals it is necessary to form a mining production development strategy based on the directions of the regional strategy, which is not always connected with labor productivity growth by increasing mining volumes. The article is aimed at studying the factors affecting the prospects of mining enterprises activity from the standpoint of choosing strategic alternatives to their development. The methods of analysis: logical analysis, structural analysis, logical modeling, literature analysis. Using the logical modeling method, the following hypothesis was verified: that mining enterprises strategic development features in the conditions of an old industrial region should consider the strategy of municipalities in which these enterprises are located. For such mining enterprises, the increase in productivity through increased production is not unequivocally positive. It is concluded that in order to ensure the activities coherence of regions and enterprises, it is necessary to ensure balanced development, which can be achieved through the application of a managed strategy attenuation of the mining enterprise.


The paper shows the relevance of studying the factors taken into account when choosing automation tools and information systems by enterprises of different activities in different regions of Russia. The growing pace of technological change requires a balanced development of information technology in different regions in order to maintain the flexibility of the entire system and ensure the economic security of the country. The choice of information systems in the public and private sectors of the economy is different. The presence of significant geographical disproportions in the distribution of costs for information technology in the regions of Russia is revealed. Classification of the factors influencing the decision-making on the choice of information systems is carried out. The necessary conditions for the creation and successful development of information technology centers have been identified; those conditions include the availability of free resources for electricity generation, a developed research and educational center and the human resources potential of the territory in the field of ICT (Information and Communication Technologies). Partially identified imbalances are associated with the multistructural nature of the Russian economy and with territorial expanse; they are objective in nature and are subject to adjustment. The expediency of creation of interregional system involving cooperation ties with the purpose to develop information technology centers in different regions of Russia is shown.

This publication is devoted to the problems of digitalization of university management, which the authors consider as a universal trend aimed at improving the management system in order to improve the quality of educational services and ensure dynamically sustainable and balanced development of universities. Research objectives: to determine the impact of digitalization (digitalization) on the development of the education management system; to identify the factors hindering the development of the education management system. Methodology: Based on a systemic and structural approach, as well as on key paradigms describing promising management transformations under the influence of digitalization, the authors studied the current state and potential of digitalization of management of universities in Russia, Argentina, Chile and Brazil (Latin American countries), and compared the indicators with similar data on the control group of countries (USA, China and Germany). Assessment and analysis were carried out using the expert method and the method of cluster analysis; the leading experts involved in the problems of public administration and digitalization of management of universities in Russia acted as experts. Results: It was found that digitalization of management has a significant potential for a positive impact on the competitiveness of educational services, on the quality of its pro-vision, on the sustainable, dynamic and balanced development of universities. The study revealed that there are cases of obvious breakthroughs in terms of digitalization of management of individual universities – and on their basis it is possible to build effective digitalization projects that can be adopted locally or replicated in the interests of intensive development and increasing the competitiveness of national higher education systems. The situation with the digitalization of university management in Russia and in the countries of Latin America selected for study is characterized by the presence of numerous common aspects, which suggests the possibility and validity of the implementation of universal solutions suitable for replication. The research materials were supplemented with the results of questionnaires and interviews of administrative managers working at universities. Conclusions. The analytical data obtained indicates that the universities of Russia and selected countries of Latin America remain catching up in the trends of global development of digitalization of management of higher education institutions, while universities in Russia, Chile, Brazil have a high potential for digitalization of management, primarily technological and personnel, and the assessment of the corresponding potential in the universities of Argentina is generally positive. Guided by the relevant data, as well as the materials of generalization of the digitalization practice of individual universities, it seems possible to significantly expand the horizons set by this study.

Research background: The modern world economy of the 21st century, being innovatively oriented, global and based on the information space, is constantly being modified, focusing on the growth of the level and quality of life of the population by accelerating innovation processes. For the purposes of monitoring the innovation and investment activities of the regions in order to ensure the economic security of Russia, it is necessary to have a system of indicators that reflect the processes of innovative development of its territories as comprehensively as possible. Purpose of the article: Formation of a system of indicators for the balanced development of the region’s economy in the context of globalization: space-time analysis in order to ensure economic security. Methods: Spatio-temporal analysis of the identified indicators of balanced development of the regional economy in order to ensure economic security. Findings & Value added: The proposed system of indicators of economic security of the region and their threshold values can be used in assessing the development forecasts of the regions and the Federal Districts developed by the administration, draft budgets, expertise of the federal target programs, as well as in other elements of the regional economic security management.

The article is devoted to the identification of modern factors influencing the development of the cluster of Arctic coastal regions and the development of proposals to reduce the risks of economic security, taking into account the specific features of the development of these territories. A lot of research works have been devoted to aspects of the economic security of the Arctic coastal regions, and there is also an interest on the part of the state to address issues of balanced development of the Arctic territories, which is expressed in a systematic approach implemented through a number of strategic documents, including the Economic Security Strategy of the Russian Federation for the period up to 2030. Despite this, the change in modern realities requires constant adjustments to existing documents and forecasts affecting the regional specifics of economic security and Arctic coastal regions, from the perspective of the influence of various factors, such as, for example, sanctions, the COVID-19 pandemic, instability of world commodity markets, the introduction of green technologies, changing priorities in the development of Arctic regions.

<p>The article features some aspects of ecological environment in an industrial region, which characterize potential (artificial, man-induced) ecological threats that compose the noxosphere, i. e. constantly or periodically hazardous environment. In spite of the fact that noxology (science of hazards) is actively developing and there are numerous scientific approaches to ecological safety issues, the noxological approach is not adequately reflected in science media. In our attempt to fill this gap we use the following interpretation: noxological approach is a set of scientific and practical methods based on the semantic concept of noxosphere aimed at the transformation of hazardous objects and protective measures needed to ensure the environmental safety of the natural environment and human society. The paper presents some research results concerning environmental hazards, describing the impact on natural environment and man in a complex industrial region, and discusses them from the standpoint of noxological approach. As legal basis for noxological approach the authors use scientific ecological and legal interpretations, in particular, Articles 2 and especially 9 of the Constitution [1; 2, p. 5] on man and land (natural environment). Since "... nature is a value in itself, due to the fact that it is the source of life, but not only that of man", and degradation and extinction (an imbalance in biodiversity, i. e. expansion of noxosphere) of other organisms, more susceptible to changes in the natural environment, it means – for humans – that they will suffer the same fate. This process serves as an indicator of risk. This implies that "there will be no man without a favorable state of nature. And "in the context of meeting the global challenges of biodiversity, only an ecocentric concept of nature protection can be legally recognized and formalized" [2, p. 7]. In our understanding, the use noxological approach to environmental safety assessment could serve the development of ideas of socio-natural interactions and their optimization not only in line with technological solutions, but also in the process of changing the way of thinking and the formation of noxological culture through the synthesis of important traditions and perception of nature and all things natural as a full subject in conjunction with man. As an illustration of the relevance of the noxological approach concept, we consider some research data and results of practical studies performed by Kuzbass scientists aimed at preserving a balanced biodiversity in a coal mining environment. The information system they developed allows one to keep track of growing hazards and assess the risks of their development, in order to make the best decisions for the preservation of the natural environment in the context of heavy anthropogenic impact, which determines the conditions of environmental safety. We believe this approach corresponds to the principle of "balanced development".</p>

Research background: The real sector plays a crucial role in the country’s economy. It is he who serves as the economic basis for creating an additional product, in close connection with the financial sector. Today, the concept of “real sector of the economy” is used very actively both in economic science and in economic practice. Favourable macroeconomic factors lead to investment in the real sector and increase the competitiveness of production, both the economy of the individual state and the global economy as a whole. Research aimed at improving the efficiency of the real sector through the development of financial mechanisms to support it on a global scale is therefore highly relevant to the economic security of individual countries and the world economy. The aim of the work is to study the relationship between the sustainable development of an industrial region and social innovations. The paper highlights its features high-quality economic growth, the pace of socio-economic development, lean manufacturing, the introduction of high technologies, ensuring economic security, social innovations, considering the studied theoretical ideas about the essence and content of sustainable development of the industrial region. The author’s interpretation of the economic content of the concept of “social innovations» is justified. They represent qualitative changes in the areas of continuous reproduction of human and social capital to eliminate contradictions in economic interests and improve personal and public well-being. The features of social innovations (anthropocentrism, strategic nature, inertia, specificity, synergy, creativity, high degree of risk), reflecting their qualitative certainty, are revealed. The author argues that social innovations are a multi-faceted and rather complex economic category, the content of which should be considered through its types and forms of implementation. Using the example of an industrial region, the Lipetsk region, the authors studied such types of social innovations as the social contract and social entrepreneurship. As a result of the research, it is established that the social contract can be one of the sources of social entrepreneurship, which in turn determines the reproductive function of social innovations. Also, social innovations are an effective tool for improving the level of personal and public well-being by reducing contradictions in society and reducing social tension.
