Every citizen has the same rights to obtain the education, including for children with disabilities. However, from the current researchers there are several problems faced with the implementation of Extraordinary School (SLB) education in Central Java Province, which is the limitation of human resources policy, budget and infrastructure facilities. This research aims to observe and conduct analysis of the policy reform of Sekolah Luar Biasa (Extraordinary School) of Education management in Central Java Province and supporting factors and inhibitors of SLB education management policy conducted by the government of Central Java Province. The research method used by researchers is qualitative, with data collection using triangulation techniques. The results showed that the policy reform of SLB Education management in Central Java Province in the field of apparatus resources still need to be addressed because still many who have not been literate with technology. However, it does not affect them in the service given to the community. These recommendations given improving the quality and quantity are human resources apparatus through the technology and training. The addition of personnel, development of infrastructure adapted to disabled, master data collection and budget adjustments. Preparation of Standard Operational Procedure (SOP) sustained to the LAW No 8 in 2016 about the disabled. Purpose: This study identified and explored the strategies developed by a four-star hotel in Central Java Province - Indonesia for surviving the Covid-19 pandemic. Methodology: This qualitative study collected data from an in-depth interview with the hotel’s Head of FO Department, which were analyzed inductively. Results: The hotel focused its survival strategies on four areas or aspects, including organizational targets, human resources, products and services, and marketing communication. Limitation: This study is limited in two ways, i.e. data collection method and the number of informants. Contribution: This study contributes to enriching the strategies for mitigating the disastrous impacts of the Covid-19 pandemic on the hotel business. AbstractFood security becomes an aspect that needs to be considered, especially when the population and degradation of agricultural land are increasing. Many variables that affect the measurement of the food security index, and what is often used is the availability, affordability, and utilization of food. This study aims to determine the effect of food availability, affordability, and utilization variables on the food security index. This study uses a correlational design and multiple regression analysis techniques. All regions in Central Java Province were the objects of this study, there are 35 districts/cities. The results from this study showed that the three variables did not significantly influence the increase of the food security index. The result shows that the current food security index has been influenced by other variables.  Therefore, the government needs to examine more closely the new variables that affect the food security index in order to develop a strategy to improve the food security index in Central Java Province, especially in the era of the industrial revolution 4.0. Keywords: Food Security Index; Food Affordability; Food Availability; Food Utilization

Abstract The focus program of the Ministry of Agriculture in 2019-2020 is the strategic command for agricultural development (KOSTRATANI), stated in the Minister of Agriculture No./Kpts/OT.050/I/02/2020. The expectations and targets to be achieved from BPP as KOSTRATANI are (1) data and information; (2) the agricultural development; (3) learning; (4) agribusiness consulting; and (5) partnership networks. To meet the expectation, research to know the capacity of BPP should be done. This paper presents information on the capacity of BPP (human resources, infrastructure and management). The research was conducted in Central Java Province, focused on BPP in Grobogan District, especially BPP in Pulokulon and Tegowanu Subdistrict. The research was done through a survey during March 2021, the data and information were collected based on group discussion and individual interview with total respondents of 31, then analyzed descriptively. Found that the human resources capacity at province level were only supported by 16% of extension officer. At subdistrict level, an extension officer responsible for 3-4 villages while at Tegowanu 4-5 villages.The infrastructure of Pulokulon was worse than Tegalwanu and Both BPP have some program out side the main responsibility as BPP. Concluded that KOSTRATANI should not be implemented in all BPPs simultaneously. The Ministry of Agriculture would decide which certain BPP is considered the appropriate mode for implementing KOSTRATANI. Therefore, suggested that further research on the capacity of more BPP with more samples with special characteristics such as agroecosystem and main commodity should be conducted.

<p><em><span>This study examines the barriers to online journalism in the 5.0 industry era in facing market competition. This research was conducted on suaramerdeka.com as a large newspaper company in Central Java that can still survive in the midst of global competition in the mass media competition. Critical perspective with Fairclough's Critical Discourse Analysis design used in this study. The novelty of this research is specifically to answer the challenges of online journalism in the era of the industrial revolution 5.0 in terms of human resources. The findings of this study are related to the routine of news production in the suaramerdeka.com media, the speed of news updates, the accuracy and balance of the news. The human resources of news seekers and editing teams are not yet fully prepared to face the challenges of the new era. The results of this study shows that 1) the news production dependent on HR factor, company factor and managing editor; 2) the news delivery planning dependent on the market need, the news content of the printed Suara Merdeka aims at fulfilling the needs of the people of Central Java, suaramerdeka.com seeks to meet the needs of the people of Central Java around the world.</span></em></p>

The industrial revolution is a reality that must be faced by every country. This condition hasan impact on increasing interdependence between country located in an area in the form ofcooperation in various fields. Industrial revolution gives an essential challenge to improvethe quality of resources human power that can establish cross-cultural interactions to beable to address every opportunity of good cooperation. One component that needs to bepossessed by human resources in the era of the industrial revolution, especially the younggeneration of Indonesia is the cross-cultural communication competence with knowledge,understanding, self-confidence and cultural identity through the experience of interactingwith individuals from different cultural backgrounds. The young generation of Indonesianeeds to build a global mindset and play an active role in building harmonious cooperationin achieving the agenda of the industrial revolution. This phenomenon is essential so thatIndonesia's human resources are not just spectators, but can determine the success of theempowered nation competitiveness. This study aims to analyse affective, cognitive andconative elements in forming cross-cultural communication competencies. This researchalso examines the influence of the dimensions of cross-cultural communication and attitudestowards global citizenship towards the intention to work together across cultures. Theresearch sample was taken using a purposive sampling method. Data were collected usingsurvey methods with questionnaire techniques. Respondents in this study were students atthree universities in Central Java.

 Klaten Regency is one of the regencies in Central Java province that has a regional character that is vulnerable to several natural disasters. Two potential disasters that have been known to the wider community, even internationally, are the eruption of Merapi and earthquake. The purpose of this study was to determine the readiness of Muhammdiyah Middle School in the Wedi District of Klaten Regency for the Implementation of the Disaster Preparedness School and to find out the efforts of the Muhammadiyah Middle School in the Wedi District of Klaten Regency to support disaster preparedness in schools. The method of data analysis in this study uses quantitative descriptive analysis. The results of the study showed that the level of readiness of students and teachers of Muhammadiyah Middle School and Muhammadiyah Vocational Schools, especially the high level Wedi sub-district in the sense that the school was ready for the implementation of disaster preparedness schools, even though they did not meet the procedures for disaster preparedness schools. As an effort, these schools still have very little effort in disaster preparedness due to factors in human resources that lack knowledge of disasters.

Previous studies on the association between migration outflow and income inequality have shown mixed findings. Some find that migration outflow reduces income inequality, but others find that migration outflow increases income inequality. This study aims to analyze the effect of migration outflow on income inequality in Central Java Province with two control variables: mean years  of schooling and minimum wage. Central Java was chosen as the research location because it is the province with the highest migration outflow. This study  uses secondary, time series data for the period 2000-2018 consisting of income inequality as measured by the Gini ratio (percent), migration outflow (people), meanyears of schooling (years), and minimum wage (rupiah). Data were obtained from BPS Central Java and analyzed with multiple linear regression. The results show that migration outflow and mean years of schooling have a negative significant effect and minimum wage has a positive significant effect on income inequality. This findings imply that migration outflow and improvement of the quality of human resources through education can be solutions to reduce poverty and income inequality, while minimum wage actually increases inequality, which may be due to the large portion of population engaging in agriculture and the informal sector.

<p>Abstract<br />The objectives of this article are : (1) to investigate the implementation of licensing authority on the land use change from agricultural land to the non- agricultural one in Karanganyar Regency, of Central Java Province from 2013 – 2015 and (2) to investigate and analyze  the reasons behind the inabilities of the local government of Karanganyar Regencyin the implementation of its licensing authority on land use change.This research used the non-doctrinal evaluative research method, i.e. the empirical studies to effectiveness  claimed by Soerjono Soekanto. The result of research shows that the implementation  of licensing authority on land use change from the agricultural land to the non-agricultural until 2015 was have legal instruments, technical infrastructures and facilities, and human resources required to support the implementation of the aforementioned authority.</p><p>Keyword : Authority, Licencing, Land Use Change Permit, Agricultural Land, non- Agricultural land.<br />           </p><p>Abstrak<br />Tujuan dari artikelini adalah untuk mengetahui pelaksanaan kewenangan pemberian izin perubahan penggunaan tanah pertanian ke non  pertanian di  Kabupaten  Karanganyar, Propinsi   Jawa Tengah Tahun 2013 – 2015 dan untuk mengetahui serta menganalisis alasan-alasan yang menjadi  penyebab Pemerintah  Daerah  Kabupaten  Karanganyar  belum  mampu  melaksanakan  kewenangannyasendiri dalam pemberian Izin Perubahan Penggunaan Tanah (IPPT) tersebut. Jenis Penelitiannya adalah Non Doktrinal,yaitu  penelitian berupa studi-studi empiris  untuk menemukan teori-teori mengenai  proses terjadinya dan mengenai proses bekerjanya suatu  hukum di dalam masyarakat, dengan mengacu teori penelitian evaluatif. Dari hasil penelitian menunjukan bahwa pelaksanaan kewenangan pemberian Izin Perubahan Penggunaan Tanah (IPPT) dari Tanah Pertanian menjadi Tanah Non Pertanian sampai Akhir Tahun 2015  masih dilaksanakan oleh Kantor Pertanahan Kabupaten Karanganyar. Hal ini disebabkan karena Pemerintah Kabupaten Karanganyar belum mempunyai perangkat/instrumen hukum, sarana/prasarana teknis serta SDM (Sumber Daya Manusia) yang diperlukankan dalam mendukung pelaksanaan kewenangan dimaksud.</p><p>Kata Kunci : Kewenangan, Perizinan, Izin Perubahan Penggunaan Tanah, Tanah Pertanian, Tanah Non Pertanian.</p>

Yogyakarta is a city and the capital of Yogyakarta Special Region in Java, Indonesia. It is renowned as a center of tourism, education and culture. Yogyakarta is one of the foremost cultural centers of Java. This region is located at the foot of the active merapi vulcano. Yogyakarta is often called the main gateway to the Central Java as where it is geographically located. It stretches from Mount Merapi to the Indian Ocean. This province is one of the most densely populated areas of Indonesia. Yogyakarta is popular tourist destination in indonesia after Bali. These have attracted large number of visitors from across Indonesia and abroad to the city. This status makes Yogyakarta is one of the most heterogeneus cities in Indonesia. In edition, Yogyakarta has attracted large number of people to reside in this city for business. One of these comers is small entrepreneurs with their market munchies enterprise (specially a traditional snack trader). This business is one of famous business in Yogyakarta, we will find rows of pavement vendors selling market munchies. The students and tourists are their main target customers. Market munchies enterprise is part of small and medium enterprises SMEs as livelihood activities. SMEs has an important role in economic growth of Indonesia. Therefore, it is very important to develop and strengthen the micro enterprise empowerment. Micro enterprise empowerment is one of strategy to reduce the poverty rate in Indonesia. Major challenger in implement this program are that micro entrepreneurs are conventional and have satisfied with their revenue. It is very important to develop a comprehensive and sustainable micro enterprise empowerment which consist of strengthen the quality of human resources, maximize the government’s roles, empower the enterprise capital and strengthen the partnership and autonomous. Micro enterprise autonomy will contribute to the economic and investment climate.
