Pratt investigates the potential erosion of prohibiting assassination, torture, and mercenarism during the US's War on Terrorism. In examining the emergence and history of the US's targeted killing programme, detention and interrogation programme, and employment of armed contractors in warzones, he proposes that a 'normative transformation' has occurred, which has changed the meaning and content of these prohibitions, even though they still exist. Drawing on pragmatist philosophy, practice theory, and relational sociology, this book develops a new theory of normativity and institutional change, and offers new data about the decisions and activities of security practitioners. It is both a critical and constructive addition to the current literature on norm change, and addresses enduring debates about the role of culture and ethical judgement in the use of force. It will appeal to students and scholars of foreign and defence policy, international relations theory, international security, social theory, and American politics.

The external relations of the Union span a broad spectrum, from external competences in ‘Community’ areas to external aspects of internal ‘Community’ competences and the Common Foreign and Security Policy (CFSP), which includes the Common Security and Defence Policy (CSDP). There is an overarching institutional architecture governing the external relations of the Union, but at the same time, depending on whether the competence at issue falls within the CFSP or the non-CFSP policies, different institutions assume different roles. It is for this reason that, although Part III of this volume has already examined the institutional framework of the EU legal order as a whole, it is analytically necessary to revisit the institutional architecture of EU external relations in particular, before delving in the following chapters of this Part into specific issues relevant to the actions of the Union and its Member States abroad. The remainder of this introduction serves as a short overview of developments in the constitutional history of the Union that determined the current legal and political outlook of the EU external relations institutional architecture.


Subject Japan's policy towards Iran in the context of Iran-US tensions. Significance Japan depends unusually heavily on Middle Eastern oil coming through the Strait of Hormuz, so it has much at stake in the Trump administration’s confrontation with Iran. Prime Minister Shinzo Abe has sought a mediating role, making the most of Tokyo’s history of friendly ties with Tehran. Impacts Japanese defence policy ultimately aims to secure shipping routes from the Gulf through the Indian Ocean and South China Sea. Japan wants to avoid military entanglements elsewhere so that it can concentrate its defence forces against North-east Asian threats. Japan can mitigate the loss of Iranian oil supplies, but not easily for the rest of the Gulf.
