Due to the peculiarities of viniculture, some kind of a community organizing force has always existed in every European wine region. The Hungarian system of local wine administrationbodies is however unique. The foundations of the system have hardly changed throughout the centuries and the communities’ function as a socio-organizing power has been historically proven. In this essay I am attempting to demonstrate this power and ability using social, ethnical, sciences, anthropological, landscapeeconomical and occasionally mathematical methods. As former leader of a local wine administration body in Egerbakta, the member of the same body in Eger and also a vine-grower in Létavértes I also have first hand information about the practical issues of the system. The paper could not be more timely after the 2006’s modification of legislations governing wine administration. One element of the modifications is the creation of large and centralized administration bodies over the ruins of small ones thatwere presumed to be indispensable for a long time.

André Lefevere highlights the central role of translations in the creation of literary fame, that is, in ‘the general reception and survival of works of literature among non-professional readers’. Through translations, the image of an author is shaped and projected in different national, historical and cultural contexts. The analysis of the selection of poems translated, and the introduction, notes and annotations that usually accompany those translations, can provide us with a preliminary overview of the presence of an author in a specific country of reception. This is especially true in the case of the reception of William Blake in Spain. The part played by translations, especially the earliest ones, is remarkable because some not only made Blake's work available to a Spanish readership but also provide readers with long introductions that constituted the first and, for a long time, sole critical approach to the British poet in Spanish. This article traces the progressive creation of Blake's literary canon and fame in Spain through the comprehensive analysis of the existing translations, both in Spanish and Catalan.

The article covers the creation of central executive bodies, whose activities are aimed at the implementation of e-government and the development of digitalization. The process of creation of relevant agencies from the beginning of the introduction of information technologies into public administration to the present time, which actually covers the entire thirty-year period of development of Ukrainian statehood, is analyzed. It is noted that the creation of agencies took place within the stages of introducing information technologies into the life of society, which can be divided into informatization, e- government and digitalization. It is noted that for a long time the departments were constantly reorganized and transformed, which indicates the lack of a clear approach to determining the role of e-government in systemic public administration. It is noteable that the powers of the central executive bodies created reflected the growing importance of e-government in public administration. It is emphasized that with the transition to the policy of digitalization, it is quite logical to create a separate specialized ministry – the Ministry of Digital Transformation of Ukraine. The structure of the ministry is briefly considered. The article also covers the legal framework and the process of establishing a coordinating and advisory body under the government – the inter- industry council. The comparison of the composition of the intersectoral council, which was declared in the normative documents of 2009 and 2020, was analyzed and compared. It is noted that the coordinating role of the intersectoral council as an institutional mechanism has been repeatedly criticized in government documents and in the analytical materials of experts. Emphasis is placed on the expediency of establishing the work of the intersectoral council to implement the tasks set before it. It is pointed out that the absence of its meetings in 2020-2021 can not but affect the work of the Ministry and the development of digitalization policy in general.

In 2018, the centenary of the Constitution of the Russian Socialist Federative Soviet Republic (RSFSR) was celebrated. Scholarly debate over this legal and political document – Russia’s first constitution – has continued across time up to the present day. The process of drafting the Constitution of 1918 has received very contradictory coverage in the historical and legal literature. Writers’ assessments of the works on this topic have often been influenced by political circumstances. In particular, for a long time the role of the famous Soviet legal scholar and lawyer Mikhail Reisner in the preparation of the draft of the first Soviet Constitution was hushed up. This article examines Reisner’s contribution to the creation of the draft of the first Soviet Constitution and his confrontation with Joseph Stalin over the issue of federation in the Constitutional Commission. These two men proposed diametrically opposed approaches to the principles and foundation of the Soviet Federation. If Stalin believed that the Soviet Federation should be built on the national-state principle, Reisner considered this principle bourgeois and offered to abandon the national principle and build a Federation of Russia as a multi-stage Federation of Soviets. The article then analyzes the content of the draft of the Constitution prepared by Professors Reisner and Goikhbarg (the “professorial project”) and identifies its provisions, borrowed by the authors of the final text of the Constitution of the RSFSR of 1918. Additionally, the article describes a number of the provisions of the draft prepared by Reisner and Goikhbarg and distinguishes it from the final text of the Constitution of the RSFSR of 1918.

Abstract Tomasello offers a compelling account of the emergence of humans’ sense of obligation. We suggest that more needs to be said about the role of affect in the creation of obligations. We also argue that positive emotions such as gratitude evolved to encourage individuals to fulfill cooperative obligations without the negative quality that Tomasello proposes is inherent in obligations.

The role of monetary factor in generating inflationary processes in Russia has stimulated various debates in social and scientific circles for a relatively long time. The authors show that identification of the specificity of relationship between money and inflation requires a complex approach based on statistical modeling and involving a wide range of indicators relevant for the price changes in the economy. As a result a model of inflation for Russia implying the decomposition of inflation dynamics into demand-side and supply-side factors is suggested. The main conclusion drawn is that during the recent years the volume of inflationary pressures in the Russian economy has been determined by the deviation of money supply from money demand, rather than by money supply alone. At the same time, monetary factor has a long-run spread over time impact on inflation.

The essence of artefacts is typically taken to be their function: they are defined in terms of the goals or aims of the artisans that make them. In this paper, an alternative theory is proposed that emphasizes, via a reconstruction of Aristotle's various comments about the nature of artefacts, the role of the moving, or efficient, cause of artefacts. This account shifts the emphasis to the role played by the investment of expertise into the creation (and subsequent being) of artefacts. It turns out that expertise is prior in being and prior in explanation to the function of artefacts, and thus plays the most fundamental role in the explanation of the ontology of artefacts.

The article is devoted to the study of evaluative tools used in modern French media in order to form the media image of a representative of the political elite. The techniques used in the creation of a memorial media portrait of Jacques Chirac (1932—2019), President of France from 1995 to 2007 are considered. The research material was the most prestigious French print media of various political orientations, published in late September — early October 2019 in connection with the death of the ex-President of the French Republic. The relevance of the research topic is dictated by the close attention of modern linguistics to axiological phenomena, differently presented in different types of discursive practices. The novelty of the study is due to the appeal to the analysis of the complex of evaluation tools used in the French print media when characterizing the former leader of the state during the nation’s farewell period. The estimated potential of the title of the article and its influence on the formation of the estimated vector of the entire text of the publication are shown. A systematic analysis of the assessment expression means, reflected in the memorial media portrait of the politician, is given. The factors that influenced the peculiarities of their use in this type of media portrait are revealed.
