Beginning with a review of the current development of cultural complex theory, this article discusses the notions of the "collective psyche: "thin times", the cultural complex as being like a "teratoma" and the major characteristics of cultural complexes. The article is framed in terms of "personal reflections" of Thomas Singer who places the development of the ideas in the context of his personal development as a Jungian analyst. The theory and practice of "cultural complexes" is likened to a cultural circumambulation of highly conflicted political, social, economic and environmental issues in which the search for effective action is always at issue. Much of what tears us apart in the world today can be understood as the manifestation of autonomous processes in the collective and individual psyche that organize themselves as cultural or group complexes—which one can metaphorically imagine as accumulating in the collective psyche much like a newly reported area in the Pacific ocean where microscopic plastic particles from around the world seem to be coming together in a massive glob that fills an area the size of Texas. Cultural complexes are every bit as real, every bit as formative, every bit as ubiquitous, and every bit as powerful in their emotional and behavioral impact on individuals and groups as are personal complexes. Indeed, cultural complexes may present the most difficult and resistant psychological challenge we face in our individual and collective life today. In popular imagery, the littorals of Sulu and Zamboanga conjure visions of pirates, terrorists, and bandits marauding its rough seas, open shores, and rugged mountains. These bleak accounts render the region nothing but a violent and peripheral southern Philippine backdoor inconspicuous to the sophisticated constituencies of the world’s metropolitan centres. Obscured from these imageries are the lasting cosmopolitan traits of openness, flexibility, and reception of local folk to trans-local cultural streams that marked Sulu and Zamboanga as a globalised space across the ages and oceans. The distinctive features of these cosmopolitan sensibilities are strikingly discernible in inter-generationally shared narratives, artefacts, and performances that were continually renewed from the days when Sulu and Zamboanga served as a borderless trading and cultural enclave nestled at the crossroads of the Pacific and the Indian Oceans. These enduring cosmopolitan sensibilities are embodied in the blending, among others, of the time-honoured dance of pangalay and the pop-musical dance genre celebrated on actual, analogue, and digitally-mediated spaces of the contemporary world. Furthermore, these embodied sensibilities are evident in song compositions that proclaim the humanistic themes of hope, peace, and prosperity to their place and the world in ways that exemplify the local people’s broader sense of connections beyond the narrow association of family, community, ethnicity, religion, and identity. This mixed bag of age-old and recent imaginaries and cultural traffic evoke a sociality that link the social spaces of the troubled but once and current globalised region to continuing acts of transcendence in history, memory, and visions of the future. In these marginalized places, we can see an unyielding tradition of cultural re-adaptation and creativity made up of myriad everyday acts that are down-to-earth, pragmatic, interstitial, and practical cosmopolitanism.

The Indo-Pacific region is an area adjacent to some oceans and the gateway that connects the great power and small countries to the world; this region is always considered by Vietnam as a key strategic geographic area, having direct impacts on national security, position and its role in this region. While big powers have different perceptions to the Indo-Pacific region, as a country occupying an important geographic position in the Pacific region, Vietnam shares a common vision of an open and rule-based area, and a common interest in maintaining peace, stability and prosperity as well as building a common space for coexistence and development with the belief that the Indo-Asian-Pacific is large enough for every nation to grow and prosper. This article finds out that recent changes in the Indo-Pacific region in geopolitics, economics, security and national defence have made many countries, including Vietnam, to redefine their global and regional policies to refresh their strategic perceptions. Vietnam has its own perception, position, approach and national orientations, which is shaping its state behaviour and perspectives in this geopolitical vibrant Indo-Pacific region. Besides, this article uses the SWOT analysis model to determine the challenges, strengths and weaknesses of Vietnam in the Indo-Pacific region. Moreover, while the future of the Indo-Pacific in a post-COVID-19 pandemic world remains filled with uncertainty and economic challenges, the crisis also presents an opportunity for Vietnam to re-evaluate its position. Today, Vietnam always maintains its foreign policy of independence, self-reliance, multilateralism and diversification of international relations, which attaches great importance to enhancing multi-faceted cooperation with countries in the Indo-Pacific region. Thus, with its own perception and geostrategic advantage, Vietnam—a developing country in the region and in the world with relatively stable economic growth, pursuing rules and order will be a positive factor for a stable, peaceful and prosperous development in the region.

ObjectiveAbout half of the rheumatology trainees do not use a portfolio. This project was established to reach consensus about the content of a EULAR portfolio for Rheumatology training and subsequently develop portfolio assessment forms.MethodsAfter establishing a portfolio working group (WG), including nine rheumatologists and one educationalist, a systematic literature review (SLR) on the content and structure of portfolios for postgraduate learning was conducted (November 2018). This was followed by a survey among WG members and members of the EMerging EUlar NETwork, inquiring about the content and structure of existing national portfolios. The portfolio WG selected the key components of the portfolio, taking previous experience and feasibility into account. Assessment forms (eg, case-based discussion) were developed and pilot-tested.Results13/2034 articles were included in the SLR (12 high/1 moderate risk of bias). Information on procedural skills, personal reflections, learning goals and multisource feedback was most often included a portfolio. Twenty-five respondents completed the survey (response≈50%). Feedback from assessors, reflective writing and formulation of learning goals were considered important dimensions to be covered in a portfolio. Six key components of the portfolio were established: curriculum vitae, personal development plan, clinical work, professional behaviours, education and research activities. Suggested minimal content for each component was formulated. Four assessment forms were successfully pilot-tested by 11 rheumatologists and their trainees.ConclusionA EULAR portfolio for Rheumatology training and assessment forms were developed. Portfolio implementation, particularly in countries without an existing portfolio, may promote a higher standard of rheumatology training across Europe.

Guided by Deleuze's taxonomic theory and practice and his concepts concerning the body, literature, territory and assemblage, this article examines library classification as a technique of discipline and bibliographic control. Locating books written by and about Deleuze reveals processes of discipline formation and the circulation of knowledge, and it troubles the principles upon which the classification is based. A Deleuzian critique presents the Library of Congress Classification as an abstract machine that diagrams knowledge in many academic libraries around the world.

Maryknoll, the Catholic Foreign Mission Society of America, holds its General Chapter, or assembly, every six years. This is a gathering of leaders and delegates, representing Maryknoll Missioners from around the world, to reflect on the affairs and concerns of the society. The General Chapter provides a prime occasion for reflecting on missional principles and reassessing priorities. In preparation for the most recent chapter, held in late 1984, Father William B. Frazier, M.M., Professor of Systematic Theology at Maryknoll School of Theology, Maryknoll, New York, prepared a painstaking and comprehensive study entitled “Mission Theology Revisited.” Although this was prepared as an “in-house” document to help fellow Maryknollers clarify their thinking about fundamental issues Maryknoll has been confronting in recent years, the society and Father Frazier have kindly agreed to share the study with the readers of the International Bulletin. Two decades ago Frazier captured the attention of missiologists when, in the aftermath of Vatican Council II, he published “Guidelines for a New Theology of Mission” (Worldmission 18, No. 4, Winter 1967–68; reprinted in Gerald H. Anderson and Thomas F. Stransky, eds., Mission Trends No. 1 [1974]). In the current study, he analyzes the tension—and the implications far mission theory and practice—between those missioners who retain a more or less traditional focus on the evangelization of persons and those who wish to emphasize the “evangelization” of societal institutions and systemic structures. Although lengthy and at times occupied with developments particular to Maryknoll, Frazier's study, we believe, makes a major contribution toward explicating the current missiological debate and ferment. Few, if any, of today's mission agencies—Protestant or Catholic—can hope to remain aloof from the dynamics of the issues he discusses. Testimony to the seriousness of the situation and the debate is found in the reflections of three mission leaders invited by the editors to respond to Father Frazier's study. Their responses appear following Frazier's article below.

In the context of transition to low-carbon development, carbon price is rapidly gaining ground all over the world. Discussions on its implementation are under way in Russia as well. However, the use of carbon price as an indicator can be compounded by certain risks. In practice, to overcome them depends on the ability of carbon price designing to take into account the specifics of a country or industries where the regulation is introduced. The regulator needs to determine the specifics of carbon pricing, identify the acceptable degree of regulation and coverage of carbon price; consider the consequences for vulnerable sectors of population, companies, etc. The study aims at systematizing theory and practice of carbon pricing across various countries and regions of the world economy. Drawing on the analysis of fundamental and empirical works, the authors identify the factors that limit the effective use of carbon price; classify the key elements of carbon pricing design. Based on the analysis of international experience, the article provides recommendations on the development of a system for regulating carbon in Russia.

This article examines the essence of the research abilities of students formed in elective classes in biology as a category and factor of personal development. Khutorsky is considered as an integral part of cognitive competence, which includes elements of methodological, supra-subject, logical activities, methods of organizing goal-setting, planning, analysis, reflection.
