The principal objective of this thesis is to understand, via the discourses, the point of view of the Québécois municipal elected officials on the missions of the autonomous public libraries as well as the distance between these discourses and the practices of the libraries at the local level.L'objectif principal de cette thèse est de comprendre, grâce aux discours, le point de vue des élus municipaux du Québec quant aux missions des bibliothèques publiques autonomes ainsi que l'écart entre ces discours et les pratiques des bibliothèques à l'échelle locale.

In the second half of 19th century, newborn Italy was invaded by innovative ideas supported by democratic, liberal, and socialist intellectuals who wanted to renew social life, economy, and moral values by spreading their ideas both in politics and in everyday life. Right-wing reaction used the same methods of communication and persuasion: the publication of journals and books and their promotion in reading cabinets and public libraries. Maria and Antonia Ponti, two upper-middle-class sisters who married into aristocracy, used their influence and resources to advance the status of women in society. They founded associations and libraries (in Ravenna, Imola, and Bergamo) with the theoretical support of a network of Italian intellectuals, including Cor-rado Ricci, Vilfredo Pareto, and Maffeo Pantaleoni. The philanthropic actions of the sisters, who combined their Catholic and conservative point of view with the improvement of the condition of women, have handed down a remarkable legacy in the form of books and a collection of laces.

From a cultural point of view as well as politically and geographically, Hungary is very much part of Eastern Europe; although the “Iron Curtain” appears less formidable than hitherto, opportunities for people to encounter works of art are relatively few. In these circumstances, public libraries have a vital role to play in organising art exhibitions; their exhibition activities have been surveyed, and could in future be coordinated, by the National Széchényi Library. With some notable exceptions, the scope of exhibitions has tended to be unadventurous, focussing especially on the graphic and book arts because of their obvious relevance in a library environment. There is a particular need for exhibitions for children which would encourage uninhibited experiences of works of art and design.

Notre projet de recherche doctorale porte sur les perceptions qu’ont les élus municipaux québécois des missions des bibliothèques publiques autonomes dont ils sont directement responsables. L’accent est mis sur les éléments constitutifs de ces missions, leur signification, leur légitimité et l’idéologie qui sous-tend les perceptions des élus. Our doctoral research project relates to perceptions which elected officials in Quebec have about the missions of the autonomous public libraries which they are directly responsible. The emphasis is laid on the components of these missions, their significance, their legitimacy and the ideology which underlies perceptions of the elected officials.

Abstract Background Policy is one of the levers to initiate structural change to foster the promotion of Health-Enhancing Physical Activity (HEPA). To this end, policymakers have to deal with complex ecosystems embedded in specific contexts. However, limited research has been published on this topic at the local level. The purpose of this study was to identify the barriers and levers to develop HEPA policies from the point of view of municipals managers and elected officials in mid-size French cities. Methods This study was conducted following the concept mapping approach: a list of statements was submitted to 17 French mid-size cities. These statements completed the beginning of this sentence: “In a mid-size municipality context, to develop HEPA policies, it is necessary to...”. First, key informants in each city rated the importance of each statement without considering their local context according to a Likert scale, ranging from 1 (not at all important) to 6 (extremely important). Then, they had to rate the feasibility of each statement considering their local context according to a Likert scale ranging from 1 (not at all feasible) to 6 (extremely feasible). Results A total of 23 municipal managers and 10 elected officials from sport (n = 14), health (n = 10), and social (n = 9) sectors from 11 French mid-size cities participated in this study. Statements related to political commitment, shared governance and partnership appeared as potential levers to develop HEPA policies. Statements related to the economic model of the local HEPA promotion, mandate of the mayor, and land use planning appeared as potential barriers to develop HEPA policies. The results varied according to the position and the sector of the respondent. Conclusions The results suggest that some local contextual factors could affect the development of HEPA policies in mid-size French cities. This study contributes to a better understanding of the development of local HEPA policies in the French context. Key messages Local contextual factors should be considered when developing health-enhancing physical activity policies. The perceptions of these local contextual factors varied according to the position and the sector of the respondent.

The aim of this paper is to describe a feasible way of implementing training and guidance services for empowering learning of digital competences using Spanish public libraries, in accordance with the objectives of the National plan for digital competences. To do so, we outline how new library spaces, which we call “Digital citizenship spaces,” may be configured and equipped, starting with the expansion of facilities or the renovation of existing ones thanks to the funds provided by the plan. Moreover, we present an initial formulation of the actions and services that would be performed in those spaces, the expected facilities, the material and human resources needed, and the training and support model which should sustain them. We advocate for an integrated model which, from the point of view of complementarity, is: (a) contextualized, aimed at the real needs in the everyday lives of the different target groups, (b) inclusive, paying special attention to the particular needs of groups at risk of digital exclusion, (c) participatory, being developed collaboratively with the recipients, the different government and public administration agents, the private education and technology sectors, the third sector that supports vulnerable groups, and professional associations from the field of documentation and information, and (d) aimed at lifelong learning and the creation of opportunities for social innovation, and artistic and cultural creation in the digital context. The target is to contribute to the development of full digital citizenship, considering the public library as the perfect stage for this. Resumen Se describe una posible forma de implantación de servicios de formación y asesoramiento para el aprendizaje y el uso empoderador de la competencia digital a través de las bibliotecas públicas españolas, de acuerdo con los objetivos del Plan nacional de competencias digitales. Para ello, esbozamos cómo podría configurarse y dotarse de medios un nuevo espacio de la biblioteca (a partir de la ampliación de instalaciones o de la reforma de las mismas gracias a los fondos previstos en el plan) que hemos denominado “Espacios de ciudadanía digital”. Además, se realiza una formulación inicial de las actuaciones y servicios que se llevarían a cabo en estos espacios, las posibles infraestructuras y recursos materiales y humanos necesarios, y el modelo de formación y apoyo que lo debería sustentar. Abogamos por un modelo integrado que, desde una visión de complementariedad, fuera: a) contextualizado, orientado a las necesidades reales para la vida cotidiana de los distintos grupos y colectivos destinatarios; b) inclusivo, con una atención específica a las necesidades particulares de los colectivos en riesgo de exclusión digital; c) participativo, desarrollado de forma colaborativa con las personas destinatarias y con distintos agentes de la administración y las instituciones públicas, del sector privado del ámbito tecnológico y la educación, del tercer sector que da apoyo a los grupos vulnerables, y de las asociaciones profesionales del sector de la información y la documentación; y d) orientado a la formación a lo largo de la vida y a la generación de oportunidades para la innovación social y la creación artística y cultural en el contexto digital. El fin es contribuir a la construcción de una ciudadanía digital plena, algo para lo que consideramos la biblioteca pública un lugar idóneo.

The article presents a short history of Finnish libraries and librarianship. The written culture in Finland started in the 15th century AD. The Reformation meant the eventual outbreak of the Finnish culture, both from the point of view of the religious and academic cultures. The Academy of Turku was established in 1640. The public library network started to evolve from the 17th century onward. From the beginning of the independence, i.e. 1917, libraries have played an important part in the development of an open and democratic society. At present there are public libraries in all the municipalities as defined by the Public Library Act, in addition to the Finnish higher education and special libraries that constitute a modern library network open to all citizens that utilizes modern library technologies.

This research, conducted from the point of view of management sciences, is based on a hybrid exploratory approach. In view of the experience of the territory of the Pays d’Aix in carrying out a territory project – the development and structuring of a local contemporary music sector – an integrative model of territorial leadership is proposed here. This is hinged around three dimensions (being at the service of the territorial stakeholders, being a local transformer, being a collaborative leader) that are interdependent, making it possible to question the roles and missions of public organizations in the implementation of territory projects. Points for practitioners The goal of this research is to question the capacity of a territorial authority to seize leadership in its territory of action. The theoretical construction carried out as well as its managerial implications are aimed at both local elected officials and territorial managers. Indirectly, they can also be of interest to the various territorial stakeholders who will see them as key elements for the understanding of territorial authorities. Territorial leadership is a process that is built around different, interdependent dimensions and is based on territory projects.

PURPOSE/THESIS: The purpose of this paper is to analyze the smart city research field from the point of view of library and information science (LIS), based on available scholarly publications. APPROACH/METHODS: Based on the literature review, the following issues have been described: the smart city concept; the shift of smart cities from strictly technological orientation to that focused on the citizen, the role of smart governance, public libraries as a part of knowledge infrastructure and the current contribution of LIS to this research field.RESULTS AND CONCLUSIONS: Smart cities are still an emerging research domain. Not only the number of research publications is limited, but also their scope. LIS has been very little involved in a “smart city” research domain so far, and at the same time general literature on “smart cities” refers to public libraries in a very limited way. In general, there have been few attempts to relate information science and smart cities so far, and in each case researchers had problems with finding relevant literature. The most important LIS contribution to the field so far comes from the research project done by the team of experts from the Department of Information Science at Heinrich-Heine-University in Düsseldorf (Germany).ORIGINALITY/VALUE: The value of this research results from the fact, that there is very little in-depth, holistic research done in this domain by LIS researchers; hence there is almost no recognition of the role of public libraries in so-called smart cities, not only as knowledge hubs for explicit and tacit knowledge, but also as community building institutions. This paper offers first such attempt in the field.

The term geo-sciences has been used here to include the disciplines geology, geophysics and geochemistry. However, in order to apply geophysics and geochemistry effectively one must begin with a geological model. Therefore, the science of geology should be used as the basis for lunar exploration. From an astronomical point of view, a lunar terrain heavily impacted with meteors appears the more reasonable; although from a geological standpoint, volcanism seems the more probable mechanism. A surface liberally marked with volcanic features has been advocated by such geologists as Bülow, Dana, Suess, von Wolff, Shaler, Spurr, and Kuno. In this paper, both the impact and volcanic hypotheses are considered in the application of the geo-sciences to manned lunar exploration. However, more emphasis is placed on the volcanic, or more correctly the defluidization, hypothesis to account for lunar surface features.

ABSTRACTThe mechanism by which a shepherd satellite exerts a confining torque on a ring is considered from the point of view of a single ring particle. It is still not clear how one might most meaningfully include damping effects and other collisional processes into this type of approach to the problem.
