This study explores the current e-mail management practices from the records management perspective in the Canadian Government. The research specifically focuses on the implementation of the e-mail management principles in government agencies in order to create, receive, maintain, preserve and provide access to e-mail messages.Cette étude explore les pratiques habituelles de gestion de courriels à partir de la perspective archivistique dans le milieu gouvernemental canadien. Purpose Technology has influenced the implementation of electronic records management systems (ERMS) in government agencies. The high incidence of poor service delivery in government agencies is a key factor that has put pressure on the government to implement ERMS. Despite the potential benefits of implementing ERMS, the adoption and use of these programs has been slow and some systems have failed. Therefore, the purpose of this study is to assess how Tlokweng land board (TLB) implemented its electronic records management program using Kotter’s model and awareness, desire, knowledge, ability and reinforcement change model. Design/methodology/approach The study adopted a pragmatic paradigm and used a case study research design to collect data at TLB. The research made use of mixed methods approach to collect data using questionnaires, interviews and document reviews. Purposeful sampling was used to solicit data from 53 participants in the land board. Findings The findings of the study revealed that communication has been used as the most effective tool for managing change at TLB. However, TLB has not yet managed to reinforce the change implemented because of the lack of adequate training and motivation of change champions. Moreover, the change management team has little training on the change management framework produced by the Ministry of Lands and Housing. Research limitations/implications The study was limited to one land board in Botswana. Therefore, the findings may not be generalized to all land boards. Originality/value This is the first study to be conducted in Botswana that has assessed change management practices in the implementation of records management systems. This study therefore recommends adoption of the change management lens/framework by a records professional when implementing ERMS.

The Presidential Regulation on e-Government in 2018 became the starting point for accelerating e-Government implementation in Indonesia. This moment prompted government agencies to compete in digitizing their organizations to apply the regulation. Digital information as the output of this massive digitalization will be abundant and must be managed properly which is certainly vulnerable to threats. Such threats can compromise the authenticity of records and make them untrustworthy. An adequate risk detection framework that fits the context of the digital environment is needed to minimize these incidents. This framework contains a records management perspective that has undergone a paradigmatic shift. This framework adopts the view that records management is an integral part of digital information management. The study used a qualitative method and found that from the perspective of records management, the risk detection framework in digital information management sheds light on aspects of context (external and internal), systems, and processes. However, its smooth implementation in the digital environment, especially in Indonesia, is determined by the extent to which paradigmatic reforms in records management have taken place.

The way in which an institution treats its records is crucial for its survival in a rapidly changing society. The purpose of the study was to investigate the records management practices and challenges faced by traditional institutions of leadership and governance in Ga Molepo, Limpopo, South Africa. The researcher employed a cross-sectional survey in order to quantitatively examine the challenges faced by members of traditional councils. A researcher administered questionnaire was used as a data collection tool to study a stratified sample of 35 members from an estimated population of 350. The findings revealed patterns and trends of non-compliance with records management standards and guidelines. Although there were sporadic cases of record keeping, a greater number of respondents revealed that traditional institutions lack the facilities, equipment, education and trained/skilled personnel to apply correct records management procedures in their daily administration of their traditional communities. The main value of the study is to create awareness of records management as one of the neglected areas in traditional institutions – which are by current legislative arrangement, the closest form of leadership and governance for rural communities in light of their relationship with local municipalities and the Department of Cooperative Governance and Traditional Affairs.

Purpose – This paper aims to examine the notion of maturity assessment and maturity models more broadly and goes on to examine the findings from the assessments of project, programme and portfolio maturity undertaken across Australian Government agencies. Design/methodology/approach – A statistical analysis was performed to determine the level of maturity that best represents the Australian Federal Government agencies as a whole. The unit of analysis in this study is the agencies overall scores in each sub-model across the seven perspectives of the portfolio, programme and project management maturity model (P3M3) maturity model. Findings – This study has identified a number of interesting findings. First, the practices of project, programme and portfolio across the dataset practiced independently of each other. Second, benefits management and strategy alignment practices are generally poor across Australian Government agencies. Third, programme management practices are the most immature. Finally, the results showed a high sensitivity to the “generic attributes” of roles and responsibilities, experience, capability development, planning and estimating and scrutiny and review. Research limitations/implications – All data used in this analysis are secondary data collected from individual Australian Government agencies. The data were collected by accredited consultants following a common data collection method and using a standard template to ensure a consistent approach. Practical implications – The study poses some implications for practice, particularly given the context of Australian Federal Government agencies current plans and action to improve organisational maturity. The study suggests that benefits management processes at the project level and benefits management, governance and stakeholder management processes at the programme level should be an area of focus for improvement. Originality/value – This study is the first attempt to systematically review the data collected through such an assessment and in particular identify the findings and the implications at a whole of government level.

The study was carried out in four district of Haryana state namely Yamunanagar, Karnal, Hisar and Fatehabad, selected randomly. In total 240 respondents from 16 village were selected for analysis of Accessibility and frequency of ICT. Availability of mobile among the farmers was high followed by television, FM/Radio, internet accessed WhatsApp; face book; YouTube; E-mail, camera enabled mobile phone, Computer, , E-book and CD/VCD were found available and accessed by the farmers. Frequent use of mobile phone by farmers was found followed by TV, FM/Radio, internet, WhatsApp; Mobile phone, face book, YouTube, Computer, E-mail, E-book and CD/VCD. Farmers use of ICTs for the Variety of purpose included marketing, schedule of water supply, supportive facts, plant protection measures, marketing of dairy product, health care practices, management practices, breeding and reproduction practices. Variables education, socio-economic status, extension contact, mass media exposure, scientific orientation, economic motivation and risk orientation exhibited positive and significant whereas age exhibited negative significant with number of ICTs usage by farmers.

AbstractIn this paper we discuss the SKPD Filing Unit Employee Perception of the Regional Archival Information System Application (SIKEDA) and the Regional Archival Information Network (JIKEDA) in  the City Government of Bukittinggi. The purpose of this study is to determine the competence and optimal shield of SKPD employees in inputting files to the SIKEDA application.This type of research is descriptive research with a qualitative approach. The location of this study was carried out in 5 SKPD Institutions in Bukittinggi, namely: (1) the Library and Archives Office of Bukittinggi City, (2) the Education and Culture Office of the City of Bukittinggi, (3) the Youth and Sports Pariwasata Service of the City of Bukittinggi, (4) the Health Service City of Bukittinggi, (5) Social Service of the city of Bukittinggi. The object of the study was SKPD employees in five government agencies in the city of Bukittinggi. Writing this paper aims to describe (1) To describe the optimization of the use of SIKEDA and JIKEDA applications by Admin node SIKEDA in supporting records management in the city administration of the City of Bukittinggi; (2) To describe the competencies possessed by HR in SKPD in utilizing information technology in the application of SIKEDA and JIKEDA applications in the City Government of Bukittinggi.Data was collected by observation and direct interviews with SKPD employees in the Bukittinggi city government and literature studies in the application of electronic records in the government of the City of Bukittinggi.Based on the discussion, it can be concluded that the First Employee in the SKPD in the City Government of Bukittinggi is still not optimal in inputting the archive to the sikeda Second application.iKeywords: optimization, competence, electronic archives.

Purpose This study aims to explore the principles and practices for managing records with the lens of functional analysis and knowledge management by using a case study that focuses on the experience of implementing records management at a public high school in Hong Kong. Design/methodology/approach A single case study is chosen as the research method for this paper. A series of qualitative interviews and documentary analysis were used to collect and triangulate the qualitative data. Findings The results show that the case school adopted a hybrid top-down and bottom-up approach to record management, facilitate decision-making and manage knowledge. The school adopted the taxonomy provided by the quality assurance framework as the functional classification in a digital archive in the records management system. Practical implications This study provides a set of taxonomy and a hybrid top-down and bottom-up approach to schools for ensuring that accurate information of all school activities is kept and can facilitate an effective and evidence-based, decision-making process. Social implications Identifying taxonomy and management practices for effective documentation in public schools can support planning, assist with organising the continuity of improvement plans and increase reporting and accountability to society. Originality/value This study offers a taxonomy and management approach to the literature of records management and the practices for promoting and improving records management in school.

This study was conducted to ascertain records management practices at the Ghana Communications Technology University (formerly Ghana Technology University College) a mid-sized Ghanaian public university located in Accra. All the staff at the Admissions and Records departments participated in the study. This comprised two (2) heads of department and seven (7) senior staff from both departments. The face-to-face interviews were employed as a data collection instrument for this study. The findings indicated that the University has neither a policy to regulate the management of students' records nor a professional archivist to manage records. However, the head of the Records office was given a three-day training on the assumption of office. It was revealed that the head of admissions, as well as all the staff of the two departments, had never been given any training. There were some challenges impeding records management in the Admissions and Records offices– among them are; lack of adequate staff, inadequate storage equipment, lack of periodic training, lack of policy to guide records management and inability of students to furnish the Admission office with the needed information. It was recommended that the University should employ a professional archivist to manage student records, provide adequate storage facilities, organise periodic training for staff as well promulgate a policy to guide records management in the Admissions and Records offices.
