Developing Modern Information Infrastructure in Africa

Unfortunately, the spread of information technology (IT) has followed the path of many other technologies. The affluent countries are quick to make use of it and gain benefits while the poorer countries must wait. The fact that computer networking technology is concentrated in wealthy parts of North America, Western Europe, and parts of Asia is but one example.

The Internet has already now revolutionised many industries. The biggest changes are yet maybe to come in many industries, but the banking field can be seen as a pioneer in the application of modern information technology in general and of the Internet in particular. For example, in banking hardly anyone speaks about e-Banking: e-activity is banking as normal, no especial “e” is needed. This chapter discusses the banking industry as a user of the Internet and other modern information and communication technology (ICT). Germany and Finland are used as case examples and make comparisons between them. The banking industry has utilized several technologies of computer networking over several decades, and also got a “flying start” to the Internet technologies, that nowadays are a backbone of the banking industry. As stated, this chapter compares some of the related developments in Germany and in Finland.

AbstractFrom the late 1950s, Africans seeking higher education went to a rapidly increasing number of destinations, both within Africa and overseas. Based on multi-sited archival research and memoirs, this article shows how Africans forged and used new routes to gain access to higher education denied to them in their territories of origin, and in this way also shaped scholarship policies across the globe. Focusing on British-ruled territories in East Africa, the article establishes the importance of African intermediaries and independent countries as hubs of mobility. The agency of students and intermediaries, as well as official responses, are examined in three interconnected cases: the clandestine ‘Nile route’ from East Africa to Egypt and eastern Europe; the ‘airlifts’ from East Africa to North America; and the ‘exodus’ of African students from the Eastern bloc to western Europe. Although all of these routes were short-lived, they transformed official scholarship provisions, and significantly shaped the postcolonial period in the countries of origin.

Grass-root Agro-technique extension plays an important role to the development of “Three Rural Issues”, modern information technology can promote the work of Agro-technique extension. This paper mainly introduce the things what we have done in order to promote the service and management work of Agro-technique extension. Through the establishment of information platform and distribution information equipments, provide the direct service to agro-technique promoters, agriculture experts and some agro-technique extension managers, achieving better service to the small holders and improving the agro-technique extension management finally. After a long time of hard work, we gain some experience and lessons that will be shared with you.
