The rapid development of Yogyakarta has made city development increase. This construction continues to expand the reach of impervious surfaces. As a result, the surface runoff and maximum discharge have increased, overflowing up to urban drainage. This study aimed to analyze the maximum discharge of the watershed based on design storms with 2, 5, 10, and 25-year return periods, used for flood control considerations. The urban flood was modelled using HEC-HMS. The results showed, the contribution of discharge flow in each segment is influenced by the dominance of land use, in which the segment dominated by dense settlements has a high contribution to the maximum discharge. The flow contribution is due to the high CN value which corresponds to the high surface runoff.

The problem of urban drainage has become more serious with the rapid development of urban construction. The idea of combining geographic information system (GIS) technology with flood control in solving the urban drainage problem has received increasing attention. The idea and process of GIS as the key technology in vertical planning were analyzed in this study based on the GIS technology characteristics. This paper presents the new idea of integrating flood control and drainage mode into vertical planning and the optimization method in vertical planning. Taking the vertical planning of the north shore of Xiaoqing River in Ji'nan as an example, the model of the present scenario and the corresponding terrain model of the different flood control drainage standards were established. The standard model of the flood control and drainage of Xiaoqing River was determined through comparison. The relationship between vertical planning, flood control, and drainage mode was analyzed and optimized on the basis of the practical engineering results. Improving the optimization measures can result in the good convergence of vertical planning and drainage content, which is conducive to the development of urban flood control.

This paper presents a framework of objectives and indexes for sponge cities implementation in China. The proposed objectives and indexes aims to reflect whether the city is in accord with the sponge city. Different cities have different objectives and indexes as each city has its own geologic and hydrogeological conditions. Therefore, the main problems (e.g., water security and flood risks) in the central urban area of Changzhou city, China were evaluated scientifically. According to the local conditions, four objectives and eleven indexes have been made as a standard to estimate the sponge city and set a goal for the city development to reach the goal of sustainable urban development. The strategy of process control was implemented to improve the standard of urban drainage and flood control facilities, regulate total runoff and reduce storm peak flow, and the ecological monitoring of the function of the rivers and lakes. The objectives of sponge cities include water security, water quality improvement, healthy water ecosystems, and water utilization efficiency. Urban flood prevention capacity, river and lake water quality compliance, and annual runoff control are the key objectives to encourage the use of non-conventional water resources.

On 21 July 2012, a huge thunderstorm hit Beijing, prompting the city government to act immediately to deal with the emergency. Yet great losses were caused, exposing problems about urban flood control and drainage, and making people take a new look at them. It is not uncommon for a rainfall of such a degree to happen in Asia. Comparatively speaking, however, unlike in Beijing, fewer damages are caused in Taiwan, Japan and the Philippines given the same situation. In this article, therefore, the problems arising after a heavy rainfall and their solutions will be discussed.

With the rapid development of China, water pollution is still a serious problem despite implementation of control measures. Reasonable water environment management measures are very important for improving water quality and controlling eutrophication. In this study, the coupled models of hydrodynamics, water quality, and eutrophication were used to predict artificial Playground Lake water quality in the Zhenjiang, China. Recommended “unilateral” and “bilateral” river numerical models were constructed to simulate the water quality in the Playground Lake without or with water diversion by pump, sluice and push pump. Under “unilateral” and “bilateral” river layouts, total nitrogen and total phosphorus meet the landscape water requirement through water diversion. Tourist season in spring and summer and its suitable temperature result in heavier eutrophication, while winter is lighter. Under pumping condition, water quality and eutrophication of “unilateral” river is better than “bilateral” rivers. Under sluice diversion, the central landscape lake of “unilateral river” is not smooth, and water quality and eutrophication is inferior to the “bilateral”. When the water level exceeds the flood control level (4.1 m), priority 1 is launched to discharge water from the Playground Lake. During operation of playground, when water level is less than the minimum level (3.3 m), priority 2 is turned on for pumping diversion or sluice diversion to Playground Lake. After opening the Yangtze river diversion channel sluice, priority 3 is launched for sluice diversion to the Playground Lake. When the temperature is less than 15 °C, from 15 °C to 25 °C and higher than 25 °C, the water quality can be maintained for 15 days, 10 days and 7 days, respectively. Corresponding to the conditions of different priority levels, reasonable choices of scheduling measures under different conditions to improve the water quality and control eutrophication of the Playground Lake. This article is relevant for the environmental management of the artificial Playground Lake, and similar lakes elsewhere.

The purpose of this study is to encourage ownership, responsibility and to develop stakeholders and policy makers for the river normalization program in the pre-construction, construction and post-construction stages. The use of the IPA method to measure community satisfaction in the quadrants on the Importance Performance Matrix map. The results of the study showed that the socialization from the Department of Water and Public Works, when the project was finished, was not in line with community expectations. Flood control projects that have been built, coordination with the contractor at the time of project implementation, socialization from the city government prior to project implementation, socialization from the city government when the project is finished, socialization from the river hall at the time before project implementation, socialization from the river hall at the time the project was completed, dissemination of information from the irrigation service prior to project implementation, and community involvement in project implementation. The process of land clearing, and the price agreement that has been reached. Improved land clearing, and price agreements that have been reached can be reconsidered because their impact on the benefits felt by the community is very small.

Abstract. Urban planning and constructions affect spatial patterns of urban impervious surfaces, which in turn modify the urban environment and affect human-environment interactions. Impervious surfaces can redistribute precipitation patterns, and the perviousness–imperviousness ratio is considered as one important indicator for assessing the degree of urbanization and the quality of urban eco-environment. The spatial distribution and dynamics of impervious surfaces contribute to better understand urbanization and its impacts on regional or urban hydrological environment, surface temperature balance and biodiversity, etc. Hengqin new area is located in Hengqin island, south of Zhuhai city, adjacent to Hong Kong and Macao. It was officially established as a free trade zone in 2009. Due to the rapid development of Hengqin in recent years, this paper discusses Landsat8 imagery of time series in mapping impervious surfaces, and analysis the changes of impervious surface in Hengqin from 2013 to 2018. Support vector machine (SVM) is a classical classifier that is supervised learning models and that use related learning algorithms to analyze data for classification and regression analysis (Vapnik, 1995). In this paper, we obtain the impervious surface distribution via SVM and get good accuracy. The impervious surface distribution of Hengqin in six years show that the quickly improve of urbanization level. However, with the development of urbanization, the impervious surface has not changed dramatically, which shows that the decision-making of urban managers is correct. After the urbanization construction in Hengqin, it is still an ecological island.

A fejlesztéspolitikában ma a „smart” címkével minden vonzóbb, eladhatóbb, a kifejezés sokszor a ’környezetbarát’ vagy ’fenntartható’ szinonimájaként is használatos. A városfejlesztésben az utóbbi idők egyik legfelkapottabb paradigmája, globális szintű versengést indítva mind a városok, mind az érdekelt vállalatok között a kölcsönösen hasznosnak vélt előnyök reményében. A szerzők egyrészt annak jártak utána, miért éppen most virágzott fel a smart city mint fejlesztési paradigma, és milyen tényezők indukálták gyors előretörését. Másrészt a nemzetközi példák bemutatásán keresztül arra a kérdésre keresik a választ, milyen társadalmi hatásokkal járnak ezek a fejlesztések, milyen kihívásokkal kell szembenézni a smart city fejlesztések kapcsán, és vajon a jövőben a fejlesztési szereplők képesek lesznek-e tanulni hibáikból, és tudatosan tervezni a hatások összességével. --- Do smart cities intensify social exclusion? In development policy everything seems to be more attractive and marketable when labelled ‘smart’; the expression is often used even as a synonym for ‘environmentally-friendly’ or ‘sustainable’. Considering urban development projects, smart city development is one of the most popular paradigms, triggering global competition between cities as well as the interested companies, both expecting mutual benefits from the co-operation. The article, on the one hand, tries to reveal, why the smart city paradigm has now started to thrive, and what factors played a part in its rapid development. On the other hand, through the presentation of international practices, the authors intend to answer what social impacts these developments have had, what challenges have the smart city developments met, and whether in the future the actors could learn from their mistakes and consciously take into account the complexity of impacts.
