The development of computer technology and telecommunications right now has changed the way society communicates. The technology used to communicate exists since the first Internet presence, that is to say by using the electronic mail. Email is a technology that allows everyone to communicate by sending messages or files. As with other ways that can be used to read and send emails, use the email client application. Email client is an application installed on a computer device used to access the email account on an email server, the email client does not need to use a browser application. But as long as this classification on email is still done manually on the part where the file storage download. To resolve the issue ranking of emails can be done automatically according to the name of the subject of e-mail, messages or files that are entered on the e-mail client of the application can then be downloaded and the data to download are stored in the folder that corresponds to the name of the subject e-mail, so that a message or file will be stored in a folder, it gives the convenience classification for mail client application mail user electronic with the number of messages or files that are much more consistent with the existing keywords in the subject of the email. This email client application can create folders automatically when downloading messages. Then, the downloaded file will be stored in the folder corresponding to the name of the subject. The file extension downloaded * .ml, the file can be opened via the mail client application. The mail client application can run on Windows and Linux operating systems.

Electronic Commerce (e-commerce) is the process of buying, selling orexchanging products, services and information via computer networks. e- commerce is part of the e-business, where the scope of e-business more broadly, not just commercial but also include business partners, customer service, job vacancies. In addition to networking technologies www, e-commerce technology also requires a database or a database (database), e-mail or electronic mail (e- mail), and the form of non-computer technology as well as other delivery systems, and means of payment for e -Commerce. Given the electronic commerce (e- commerce) is then the customer can access and perform orders from various places. For researchers, a key issue in developing electronic mail as a survey method is to understand what factors are at play as a potential respondent chooses to open or delete a mail message. This research investigated the process by which individuals make decisions about opening and reading versus deleting electronic mail and also assessed attitudes toward electronic mail surveys. The sample received an electronic mail message followed by a telephone interview. Results indicated that individuals delete mail when the subject line does not interest them or when they do not recognize the name of the individual sending the e-mail. Those interviewed reacted favorably to e-mail surveys for scientific research despite issues of anonymity. However, respondents overwhelmingly described a dislike for commercially based electronic mail surveys.

The study is basically to examine electronic-voting in Nigeria elections as an improvement on the traditional paper voting with a focus on Owerri Senatorial Zone, Imo State. Worried by the frequent and debilitating incidences of electoral fraud and disenfranchisement of voters for unsubstantiated reasons, the study tended to sample opinion of respondents in Owerri on the subject as a way of strengthening democracy. Martin Hagen theory of e-democracy was adopted as theoretical framework. Hagen construes e-democracy as a strategic tool to strengthen democratic practices using the information and computer technology (ICT). The study is a survey attempt which made use of structured questionnaire to elicit information from respondents. Simple per centage was used for data analysis. It is our finding among others that e-voting will reduce incidences of election fraud especially in the areas of voting and counting of votes, and also the physically challenged qualified voters and citizens living and working abroad will have opportunity to cast their votes. The study concludes that Nigeria must cash in on flourishing (ICT) to fight endemic electoral irregularities in Nigeria through firm belief in and avowed adoption of e-voting. The study recommended among others institutionalization of legal frameworks and structures that will formidably support the practice of e-voting in Owerri senatorial zone in particular and Nigeria in general.

The use of the Internet for business purposes among small businesses started quite early in the e-commerce evolution. In the beginning, innovative and entrepreneurial owners of small businesses attempted to use rudimentary Internet tools such as electronic mail (e-mail) and file transfer protocol (FTP) to exchange messages and documents. While primitive, it fulfilled much of the business needs at the time. Even to date, e-mail and document exchange, according to some of the latest research findings, are still the most commonly used tools despite the fact that tools themselves have become more sophisticated.
