Human-technology interaction is an essential issue to the field of Information Systems. The fast growing quantity of available data shifts emphasize to data presentation in a way to increase informing effectiveness and efficiency. To build such information services, the designers have to obtain broad understanding on the concepts, models and processes of informing science. The paper shares the experience of introducing a course “Informing Processes and Models” in SULSIT (State University of Library Studies and Information Technologies) as a core course for Information Brokerage major and elective for the two other IS related majors - Information Technology and Information Security. The experience obtained so far shows that the understanding of the informing science concepts, processes and different models improves IS design and implementation quality.

The beauty of Library operations is not only in the ability to provide needed and useful materials containing information for the community, but also to be able to make them accessible to the clientele as and when needed, which is what circulation is all about. The objectives of the study were, to analyse the existing information system in LASU Library circulation section, design an information model for circulation section of LASU Library, and implementation of the designed library circulation model. The implementation tools used were, HTML (the Hypertext Mark-up Language), CSS (Cascading Style Sheets), Java Script, Jquery, and Mongodb. . The architectural design used was the unified modelling language (UML) which is a general-purpose modelling language in the field of software engineering and provide a standard way to visualize the design of a system. The model will increase the effectiveness and efficiency of the activities carried out at the circulation unit of LASU Library. At the end of the study, recommendations are provided for the smooth run of the designed circulation model.

The article discusses the prospects of role-playing games in the educational process to increase students’ motivation and involvement, as well as the possibility of modern information technologies (primarily social networks) for constructing innovative forms of such games. The author’s format of the live-action role-playing game is presented. It was developed and tested at the Saratov State University. It involves the integration of numerous educational tasks into a single plot, within which each participant plays a role and communicates with other participants to complete tasks. The main interaction, plot development and group activities occur in dialogs, conversations and groups of social networks. This approach has shown its viability in teaching legal disciplines, and also has prospects for use in IT education.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

This study aims to determine the public relations strategy of Makassar State University in increasing the positive image of Makassar State University in the community. To find out these objectives, the researchers used a type of qualitative descriptive research. The informants in this study were as many as five people using data collection techniques carried out through observation, interviews and documentation. Data obtained from research results are processed using data analysis techniques consisting of data reduction, data presentation and conclusion drawing. The results showed that Public Relations devised a strategy so that the function could run in accordance with the objectives of Makassar State University, among others, trying to create a conducive climate between institutions and the public in order to do persuasive and educative approaches to the public, trying to create two-way communication by disseminating information from institutions to public parties. educate and provide information, in order to create mutual understanding, respect, understanding and also strive to foster harmonious relations between organizations and various groups, both in and out relations to enhance cooperation. Public Relations seeks to socialize the Makassar State University mission to be accepted or received support from the public / public.

Compared with traditional manual archive organization and review, the student archive management system can manage massive student archives in a refined, regular, and scientific manner. The effectiveness and efficiency of the retrieval method directly bears on the utilization effect of student archives. Based on image processing, this paper puts forward a novel method for student archive retrieval, which greatly improves the classification, recognition, and information management of images in student archives during the retrieval. Firstly, a framework of student archive retrieval was introduced based on image processing. Next, a deep convolutional neural network (DCNN) was constructed for hash learning, and the functions of the three network modules were detailed, including image feature extraction, hash function learning, and similarity measurement. Finally, several indices were selected to evaluate the retrieval effect of student archives. The proposed method was proved effective and feasible through contrastive experiments. The research results provide a theoretical reference for the application of our method in other fields of image retrieval.

As a part of the Strategy for modernization, customs administrations face a need for the introduction of new communication information technologies (ICTs) that builds on a long and successful European history on technology and innovation. Hence, apart from compliance of legislation that prescribes customs procedures, customs authorities face important decisions regarding design and implementation. In that context, this empirical research explores the extent to what digitalization of the Customs Administration of Serbia can improve the customs transit performances, in terms of enforcement of trading policy, without applying certain managerial tools, such as process thinking in lean innovation. The final data analysis of the research indicates that managing the organization through the functional units, rather than the processes, and without applying lean principles to the digital transformation initiative would not completely standardize the customs transit procedure.

After graduating from the Samara State University, the graduates of the Faculty of the Higher Nursing Education found employment in various fields. I work as a medical statistician at the SHI Regional Clinical Oncology Dispensary in Ulyanovsk. Since the introduction of information technologies, the work of the statistician and of the departments of the institution has changed, which increased the efficiency and the speed of performance. To date, cancer care remains pertinent for the population of the Ulyanovsk region, so the article touches on the structure and features of prevention, examination, and treatment of patients with oncology diseases in the Ulyanovsk region.

This is the Information Age, and that epicenter is information flow and content control. This is the one occupation that is best suited to benefit from this still evolving epoch of human history. In fact, any organization that fundamentally relies on information dissemination as a core resource to their production would seek out information experts as the de facto experts in this field for consultation on how best to handle their large volumes of information. Today, companies are searching for these very professionals and will pay extraordinarily well to have such expertise in their organizations. As long as they change their mindset, evolve from conservative ideologies of what a library professional is, and retain and improve upon the traditional library services while seeking to develop techniques and technologies that effectively handle the workflow of the information dissemination process in a Digital Age—adapting technologies such as the KATIE Index, the MEL System, and the LISA Informationbase for the physical and virtual collection management requirements—most library professionals will be able to focus on becoming information experts and establish their relevance at the very epicenter of business and education. Evolving into the information expert and leveraging new information technologies is where the future of library studies lays in this digital segment of the Information Age. This chapter concludes the first section of the book.
