The contradictory nature of the economic growth of the structural subdivisions of the global division of labor predetermines the special requirements for the development of the maritime trade market. Despite the sustainable significance of the maritime transport industry for the formation of effective foreign economic relations, there are constant systemic changes in the structure of merchant shipping. A modern feature of the functioning of the global maritime trade market and of the positioning of several shipping companies is the asymmetry of the stability parameters of enterprises and the volatility of the external conditions of their operator and investment activities. Therefore, the features of managing the stability of the positioning of individual subsystems of the marine complex are considered from the position of global needs of international trade and the efficiency of entrepreneurial activity of shipowners and operators.

The formation of the harmony of the maritime trade market is based on the reaction of ship-owning and port structures to the nature of changes in the main characteristics of cargo flows. At the same time, relations and the reaction of the ship-owning complexes to the optimization of the technical and economic level of the competitors are being formed. A shipping company as an enterprise develops and functions in contrast to other production structures of the national economy in the context of international competition. Regardless of the flag of registration of ships, companies operate in the global maritime trade market. It is the priorities of international conventions that determine managerial and marketing technologies. Therefore, a special nature of the participation of shipping companies in the formation of the final economic results is formed. It is this factor that requires constant clarification of the patterns of sustainable positionning in the system of the international division of labor. Also, it should be noted that the most important tendencies in improving the management of the development of subsystems of the national maritime transport industry are balancing the assessment of the merchant fleet and ports both from the standpoint of macroeconomic and entrepreneurial interests. Therefore, research focuses on the selection andimplementation of the special priorities of the national maritime transport complex. In this regard, the temporal characteristics of the routes are considered rather thoroughly. However, the inconsistency of approaches to the formation of systemic security remains.The efficiency of the state and functional and economic stability should be consi-dered as the main criterion for changing the form of the ownership. With the stability and sustainability of maintaining the liquidity conditions of the enterprise, the change of ow-nership is determined by market conditions and the marketing strategy of the owner himself. Usually, in this state, the change in the form of ownership on the part of the owner has particular number of non-standard reasons. Topicality. Shipping is a global industry, and its prospects are closely linked to the level of economic activity in the world. A higher level of economic growth usually leads to higher output of industrial goods, which in turn stimulates imports and exports. In the conditions of globalization of economic relations, the complicated dynamics of the potential and results of the maritime trade market is formed. In this case, quantitative, qualitative and structural changes both in the industrial infrastructure as a whole, and within the separate subsystems are allocated. The dynamism of this process is becoming the most important factor in the development of maritime transport potential. Therefore, the article deals with the fundamental features of the required response to the set of changes in the global shipping industry.Aim and tasks. The purpose of the article is to clarify the basic laws that determine the competitive directions of the development of commercial shipping in Ukraine in the context of the globalization of international relations, as well as to determine the prospects for the development of the maritime transport subsystem of Ukraine. It is important to identify rigid tendencies and new patterns of balanced and integrated development of the world transport industry and its regional, national and specialized subsystems.Research results. Strengthening and intensification of international integration processes puts a number of issues and problems before the Ukrainian economy. The presented article summarizes and substantiates the actual and important problem of the development of Ukraine's merchant fleet in the conditions of globalization of international relations, proposes a strategy for the formation of production potential for the competitive positioning of the marine transport complex of Ukraine, as well as scientific and practical recommendations for their implementation in the modern conditions of the country's economy.Conclusions. The modern structure of the world market of maritime transport services can be represented as a dynamically developed network of local markets, which intersect and / or do not overlap, whose boundaries form one or another segment of the market. Increasing the role of maritime enterprises in the system of maintaining the efficiency of the international division of labor leads to the emphasis on the national subsystems on the priority development of the fleet and ports. Solving the two-fold task - meeting the needs of the national economy and expanding the export of transport services forms, in the conditions of the availability of investment resources, the direction of development of enterprises of maritime transport. At the same time, the functions of the merchant fleet and ports are expanding and strategies for maintaining competitiveness within the active part of the company's life cycle are implemented, taking into account the uneven economic growth.

This article deals with the principles of reaction of shipowners’ structures on the set of changes in the maritime trade market’s parameters. There are features of decision-making within the uncertain variability of the maritime trade market. Thus there are subsystems clearly realizing prioritizing strategies, and subsystems that choose the form of reaction to changes in the conditions of limited resources in the structure of the global maritime transport industry. Maintaining a balance, as the most effective condition of any market, plays a special role in maritime transport due to the high cost of fleet deadweight and the intensity of the crews’ work. Therefore, the clarity and timeliness of the response to external changes in traffic flows and carrying capacity of competing shipping companies becomes paramount.

Introduction. In modern conditions of Ukrainian economy development, it is interesting to justify certain measures to support enterprises in the conditions of national economy dependence on fluctuations in the world market and the inflation growth, in order to ensure the stability of business entity functioning in all spheres of the economy. Under such circumstances, effective bankruptcy institute functioning becomes of particular importance, since the possibility of industrial production growth, employment level increase and people life quality improvement depends on the financial recovery of enterprises of real sector economy. Aim and tasks. The aim of the article is to study external conditions of bankruptcy Institute functioning in the economy of Ukraine and their modern transformation. The obtained results determine what exactly should be done in the direction of further improvement of the regulatory instruments of state policy in this area. To achieve the goal, it has been used a complex of scientific research complementary methods of economic processes and phenomena, with an application of statistical and analytical materials, as well as the results of authors scientific research. Results. As a result of a study of external conditions of bankruptcy Institute functioning in the economy of Ukraine, it is determined that existing macroeconomic environment has a significant impact on its character of functioning, defining the goals and objectives of further transformation processes regulation. It is determined that the external factors of the macroeconomic environment are the most threatening because there is almost no opportunity to influence them at the enterprise level. In the research, the peculiarities of the external conditions of bankruptcy Institute functioning in the economy of Ukraine are identified based on the use of indicators that directly or indirectly help determine the effectiveness of bankruptcy institute, the laws of its development, and interaction of social, political, economic and other processes at the macro level. Conclusions. On the basis of the obtained results, it can be determined that most indicators testify difficult external conditions of bankruptcy institute functioning, with a certain improvement of the situation in recent years. Thereby, there is a need for further bankruptcy institute transformation, in order to maintain the balance between the interests of the state, economic entities, competitive market environment, and entrepreneurial activity risk minimization.

There is a correlation between socio-economic development of the country and the transport potential development. In the context of globalization of economic relations, merchant shipping increases its importance as a factor of the national economy positioning stability in the strategy of its effective participation in the international division of labor.One of the most difficult problems of national maritime transport effective positioning in the main sectors of the maritime trade market is the freight market functioning according to specific laws and its instability.The fundamental importance and multifunctionality of the maritime transport complex influence on its position both in the global economy and in the structuring of the national production complex predetermines investment, economic and integration tasks for reliable system development.The aim of the investigation is to develop a system of decisions on the merchant shipping parameters effective formation on the criteria of integration, as well as to mention the variety of management decisions at the macroeconomic level and at the level of shipping companies.For the effective functioning of any sectors of the national economy, it is necessary to implement unified economic and legal approaches and complete organization of the enterprises state and investment projects.The shipping company's operating activities planning and its development in the integration strategies system of the global transport services market should be considered as the main tool for realizing the economic potential of the ship owner.Institutional principles for managing the operation efficiency of maritime transport enterprises, as well as the limits of administration, should reflect the role of the merchant fleet and ports in ensuring international economic inte-rests. The increase in the role of the maritime transport in the international trade determines the tasks of development of the corresponding productive capacity of shipping companies and merchant ports. In accordance with this, the need for enhancement of the technical and ecological fleet reliability and for reduction of the probability of various risks in the stable positioning of the subsystems of the global sea-borne trade market is rising. In line with the positive results of development of the national economic potential of the maritime transport industry, the totality of risks and threats emerges. It is this block of functional activity of the merchant fleet and seaports that determines the tasks and problems of the management and innovative development. The versatility of the results of the economic potential formation in the maritime transport industry determines the complications in decision-making in the system of the large number of operators that seek for the solution of the same main task. At the sametime, in addition to competitive contradictions, the probability and directionsof avoiding various risks inherent in the sea-borne trade market are to be taken into account.It is necessary to differentiate the approach to minimisationof risk manifestation depending on the nature of theircontrollability. From this point of view, the projects to expand the innovative technologies and the tasks of timely consideration of the negative manifestation of negative externalities stand out. The latter, despite the severity of manifestation, may be considered in the projects of innovative compliance. However, it is not enough to consider only the negative manifestation of the external factors among the risks. It is necessary to single out the sustainability risks, determined by the general development of the competitive advantage in the system of the sea-borne trade market. While the role of maritime transport in ensuring the stability of international relations is increasing, the requirements for the reliability of the merchant fleet run high. This becomes the most important characteristic among the totality of reliability factors of the functional activity of sea transport enterprises. At the same time, it is necessary to consider the manifestation of a number of negative consequences of large-scale transport development of the world ocean. Usually, an increase in the technogenic load on the natural environment is taken into account and the risks of emergencies remain. In these constraints, it is important to revise the traditional approaches to certain issues of shipping management.

Today, humanity has faced a fundamentally new catastrophe - the Covid-19 pandemic. Quarantine, closing borders, creating numerous problems for almost all states - all these are the realities of today. Experts will still be able to fully assess the scale of the economic shock associated with the epidemic and all its long-term consequences. But it is already clear that the recovery of the global economy is not an easy one. And already tested anti-crisis measures will not always work. It is necessary to look for fundamentally new, non-standard solutions. The aim of the research is to analyze the state of trade against the background of the global world economic situation. Identify the shortcomings of the industry, development prospects and highlight the economic benefits that need to be addressed as a matter of priority in order to improve performance and improve the situation during a pandemic. The article examines the current state of the global economic situation in the maritime transport industry during the Covid-19 pandemic. The international market of maritime trade is based on certain patterns, among which there is a clear focus on the parameters of international economic relations, the constant use of innovative technologies and the cyclical changes in key indicators. The trend of development of the maritime transport industry and its regionalization is due to a complex set of external and internal factors. Therefore, the article considers the relationship and impact of both negative and positive factors on the state of the world economy. The data of the interim economic forecasts for 2019-2022 in the estimated comparison of countries that have a global impact on the economic development of partner countries are studied. The interrelation of economic and maritime industries is analyzed, the state of modern problems of sea transportation is investigated, perspective directions are revealed and the necessity of concrete decisions for large-scale development of competitiveness of the transport industry is emphasized. As a result of the research it is suggested: in order to automate the process of sea transportation to accelerate the introduction of contactless document management, to consolidate the position of maritime logistics, which plays an important organizational and cost-effective role in modern economic relations and trade flows.

Modern economic priorities, which predetermine the sustainability of the development of international trade are also predetermining the increase in the role of maritime transport in both business activities, ‒ social and environmental spheres. It should be borne in mind that the costs of ensuring these results are concentrated in the system of the sea conveyor industry and are used to be strictly relevant. Their effectiveness is largely displayed in the form of an emergency effect, which highly affects the demand of the consumers, which is, in its turn forms the amount of the provided services within the sea transport industries. At the same time, the subsystems of the maritime transport industry, in contrast to other activities, are governed by the international institutions which are also affecting the total results of their productions or transportation processes. Concerning the other part of the system, the investors of the merchant fleet and seaports should be focused not only on the entrepreneurial purposes, but on the external restrictions on their competitive implementation as well. Thus, one of the main problems is based on the balance of economic security and the system-wide security of the activities of enterprises of the maritime transport. It should be borne it mind that these particulars of the maritime transport, such as its port industry, the transportation system, the logistics operations and other necessary parts and spheres are highly connected and are very dependent on the maritime industry. The mentioned above information requires the choice of the management methods and maintaining the subsystems of the maritime transport industry from the system security. In turn, it is necessary to clarify the essence of this category with the provision of the above, which will subsequently strengthen the stability and reliability of the maritime industry both by the individual components and internationally. As far as known, the maritime transport is built on many different certain parts and organizations most of which cannot exist without each other.

Tests were performed on a linear cascade of airfoils oscillating in pitch about their midchords at frequencies up to 17 cps, at free-stream velocities up to 200 ft/s, and at interblade phase angles of 0 deg and 45 deg, under conditions of high aerodynamic loading. The measured data included unsteady time histories from chordwise pressure transducers and from chordwise hot films. Unsteady normal force coefficient, moment coefficient, and aerodynamic work per cycle of oscillation were obtained from integrals of the pressure data, and indications of the nature and extent of the separation phenomenon were obtained from an analysis of the hot-film response data. The most significant finding of this investigation is that a change in interblade phase angle from 0 deg to 45 deg radically alters the character of the unsteady blade loading (which governs its motion in a free system) from stable to unstable. Furthermore, the stability or instability is governed primarily by the phase angle of the pressure distribution (relative to the blade motion) over the forward 10–15 percent of the blade chord. Reduced frequency and mean incidence angle changes were found to have a relatively minor effect on stability for the range of parameters tested.

The purpose of this study was the analysis of the effects induced by urban pressures on the socio-economic and territorial characteristics of the rural peri-urban areas in order to identify planning and intervention strategies aimed at enhancing the quality of agriculture and landscape. A survey was conducted in the surroundings of Parma on farms located in the vicinity of urban areas. The structural, productive and social characteristics of the family-farm units were analyzed. The survey updated an identical survey, carried out in 1986, in which it was examined a sample of 208 farms. The units surveyed were evaluated in two aspects: the “vitality”, which takes into account the structural characteristics (size, production, labour force, etc.), and the “stability”, in which a crucial role is played by the age of the conductor and the presence of a successor. It was found that only 28% of the original farm sample is still alive, one third has disappeared, 30% was absorbed by existing farms, 8% has been abandoned. The factors most favourable to the survival resulted those referred to the vitality, especially the physical and economic size of the farm, the presence of cattle, the percentage of land in property, the presence of young labour. Among the factors that predispose to the abandonment, the urbanization processes were found to be determinants, in terms of expansion of both the built-up area and of that planned as urbanisable. The research has highlighted the importance of the vitality of the farms together with a context that has maintained its original rural features. These combined aspects can better define what we call the resiliency of the landfarms system i.e. the capability of positively reacting to the variable modifications of the internal and external conditions.
