Access to ICT in the Pacific Islands region: a brief report

Abstract Mobile technologies are an essential component necessary for the functioning of contemporary health systems. The advent of digital health represents a logical collaboration between the need for greater efficiencies in health service delivery and systems and the rapid expansion of personal mobile devices. Worldwide mobile subscriptions are expected to reach 8.9bn, smartphone subscriptions 7.2bn and mobile broadband 8.3bn 1. For many countries, mobile subscriptions exceed population numbers; the Pacific Islands region is no different 1. Yet within the region huge diversity in access to information and communication technologies (ICT) contributes to gradual progress in implementing digital health initiatives that could accelerate and extend measures to improve public health.

Within the broader field of eHealth, a new sub-specialization is emerging from the dramatic uptake of mobile phones throughout the world, namely mHealth. mHealth is characterized by the use of a broad range of mobile information and communication technologies including mobile phones, personal digital assistants, and remote medical devices and sensors to support medical and public health efforts. Mobile technologies serve as an extension of existing health information and telemedicine systems as well as stand-alone support systems for health professionals and individuals within the general public. This chapter highlights the developments and trends within mHealth and how the integration of mobile technology has been used to support the Millennium Villages Project. Each of the Millennium Villages, which serve populations ranging from 5,000 to 55,000 people, are located in ten countries throughout Africa, and they have been established to illustrate how targeted interventions valued at approximately $110 USD per capita can be used to achieve the Millennium Development Goals.

This study aims to investigate Brazilian scenario regarding the integration of ICT and Internet in education. It aims to investigate these effects by means of a bibliographic research, with a qualitative approach and exploratory and descriptive nature. It presents a brief explanation about cyberculture, information society and the presence of the Information and Communication Technologies (ICT) and Internet in educational scenarios, considering the ponderations of authors as Castells (2003), Levy (2010), Primo, Valiati, Lupinacci and Barros (2017), Santaella (2013), among others. It discusses data about schools’ structure in terms of ICT and Internet availability, Internet connection, teacher’s formation to use digital technologies in the teaching and learning process, use of ICT and Internet by students, etc. It highlights the advances and limitations of Brazilian schools towards the integration of technologies for learning. It recognizes that Brazilian public schools are the most limited in this context, especially those that work with the elementary level. It observes that students are every day more connected to the Internet through mobile technologies and, therefore, they could be better explored for educational purposes. It notes that, in general, the North and Northeast regions are those with more struggles to integrate ICT in pedagogical practices.

The use of mobile technologies to enhance 21st century learning is increasing in K-12 schools and teacher education institutions. Thus, there is a need to effectively prepare preservice teachers to use mobile technologies in their future classrooms. This chapter explores the effective use of mobile technologies in teacher preparation in ways that are transferred to K-12 teaching and learning. It goes on to look at two major organizations: the university and partner school involved in the preparation of preservice teachers. Additionally, the purposes of incorporating information and communication technologies in teacher preparation as identified by Davis are explored to understand how mobile technologies align with these purposes. Common challenges of using mobile technologies in teacher preparation are also presented.

Information and communication technologies (ICT) have transformed health service delivery (HSD) in developing countries although the benefits are not yet fully understood. This chapter examines the use of ICT for HSD in the Namibian context. To obtain insights into the extent and degree of the current ICT uses, the chapter begins by mapping a HSD landscape for Namibia. The reported ICT use patterns are based on a primary survey of 134 patients and key informant interviews held with 27 health service providers (HSPs) in Khomas and Oshana regions of Namibia. The results from the survey indicate that Namibian patients use diverse range of ICT to access health services including the traditional television and radio, and the more modern mobile phones and computers to a limited extent. HSPs reported the growing use of ICT in various functional areas such as admissions, clinical support, family planning, maternity, and emergency services. The chapter identifies key challenges and policy implications to enhance the uptake of ICT-based health services in Namibia. The relatively high penetration rates of traditional ICT such as televisions and radios coupled with a growing use of mobile phones presents new alternative opportunities for expanding HSD to Namibian patients in remote settings. The chapter will benefit HSP and patients as they decide on affordable technology choices; and policy makers as they design interventions to stimulate the use of ICT in HSD in Namibia. The results provide key insights for other Sub-Saharan African countries contemplating ICT integration in health services.

Pilgrimages and travel for other religious reasons are two of the major drivers of human mobility. Information and communication technologies (ICTs) can contribute to sharing knowledge about religious heritage with tourists, residents, and religious communities. ICT innovations that help individuals find information and acquire knowledge about cultural heritage can bring new experiences and sensations to tourists and residents, in general, and to those who have accessibility problems, in particular. These innovations include augmented reality, location-based services, social networks, gamification, and intelligent interfaces. This paper focuses on religious and spiritual routes and itineraries, presenting a religious tourism experience model that allows tourists to acquire additional knowledge about cultural and religious heritage, based on technological architecture using intelligent human-computer interactions displayed on personal mobile devices. This approach expands personal and spiritual experiences when travelers visit religious heritage sites associated with itineraries.

India, with its billion inhabitants, requires better emergency services to meet the growing demand for faster critical care facilitation. The scientific advances in the field of information and communication technology have contributed to the implementation of various e-health initiatives by various state governments within the country to improve the quality, access, and delivery of emergency care. “108 Emergency Response Service” is an e-health project established by the government of Tamilnadu state in India to render emergency services to the people. A qualitative study of the effectiveness of Information and Communication technologies in this Emergency Response Service (108 Emergency Service) in Coimbatore district of Tamilnadu state (http://www.coimbatore.tn.nic) was done and recommendations to increase the effectiveness were provided. The results reveal that the efficiency and effectiveness of 108 ERS could be greatly enhanced by providing better telecommunication facilities in rural areas and by deploying Global Positioning System (GPS) and Geographic Information System (GIS) and Automatic Vehicle Location (AVL) technologies to reduce the response time of the emergency vehicles.

Because of the rapid growth of health evidence and knowledge generated through research, and growing complexity of the health system, clinical care gaps increasingly widen where best practices based on latest evidence are not routinely integrated into everyday health service delivery. Therefore, there is a strong need to inculcate knowledge translation strategies into our health system so as to promote seamless incorporation of new knowledge into routine service delivery and education to promote positive change in individuals and the health system towards eliminating the clinical care gaps. E-health, the use of information and communication technologies (ICT) in health which encompasses telehealth, health informatics, and e-learning, can play a prominently supportive role. This chapter examines the opportunities and challenges of technology enabled knowledge translation (TEKT) using ICT to accelerate knowledge translation in today’s health system with two case studies for illustration. Future TEKT research and evaluation directions are also articulated.

The term mobile learning provides an image of active learning, of moving out into the world beyond the confines of the desk, beyond the classroom, beyond the school. The affordances of mobile, networked digital computers can provide learners with seamless access to and between information systems including data capture facilities and global positioning systems in real world settings. Mobile learning has come to represent a fruitful partnership between innovation in pedagogy and innovation in information and communication technologies. This chapter explores this nexus as it appears in emerging practices of a range of classroom teachers who are working to combine their aspirations for high quality student learning with the affordances of mobile technologies.
