Abstract This investigation is focused on two objectives: 1) explaining the relationship between quality management and performance management in higher education; 2) evaluating the existing quality management systems in the higher education institutions of the Republic of Moldova. In order to accomplish the first objective, a comparative theoretical analysis of the quality management and performance management was carried out in terms of common aspects and distinctive peculiarities. Consequently, it was reasoned that the performance management system of a higher education institution is created and functions on the basis of the quality management system by extending the area of the quality objectives to the level at which they will ensure performance or, in other terms, by moving towards excellence. In order to achieve the second objective, an opinion survey for the teaching and managerial staff from 6 universities was carried out. As a consequence of processing the obtained results, there were identified problems related to the functioning of the quality management systems. The investigation resulted in the formulation of a set of recommendations for the higher education institutions of the Republic of Moldova in order to increase the efficiency of the quality management systems functioning and thus to ensure an efficient management.

For the guaranteed sustainable development of an educational organization it is necessary to carry out continuous monitoring related to achievement of planned results and in due time to carry out correcting and warning actions for elimination of possible failures in system. In this paper have been reflected approaches to assessment of educational organization�s quality management system functioning on the basis of ISO 9000 series international standards, has been reveled experience related to application of higher education institution�s quality management system productivity determination technique constructed on analysis of its processes� productivity, have been presented the main stages of offered mechanism realization. This technique�s purpose is providing a group of teachers and a staff of higher education institution led by a top management with necessary tools for quality management system�s effective introduction, application and certification. The offered technique creates conditions for qualitative executive decision-making on the basis of productive functioning of higher education institution�s process model with participation of all interested parties and taking into account the established facts recorded documentary. The technique can be used for distribution of experience related to steady effective management for support of regional educational systems in educational institutions of various types and education�s governing bodies, as well as for development of additional professional education on quality management.

The article is devoted to the analysis of modern demands of education quality management in the conditions of higher education institution operation. The methodological basis of the study is the concept of management, based on a system of philosophical and general scientific doctrines about the quality of education and its specifics in higher education, the concept of personality-oriented learning, systems theory, modeling and development. The authors systematized methodological approaches to modeling the quality management system of education in higher education. The study developed a model of quality management, which is presented at the levels of: subsystems of management approaches, theoretical and methodological foundations, the value of the components and factors of education of different nature; defined a system of principles of internal quality management of higher education, aimed at performing a regulatory function at the general scientific, strategic, practice-oriented, technical, specific scientific and factor levels; an algorithm for building an education quality management system in a higher education institution is presented. It is shown that the quality management of education should be carried out at levels that ensure the manufacturability of the process, the possibility of its improvement with further analysis of the results and the adoption of appropriate management decisions.

Knowledge management is a valuable antecedent in enhancing the competitive advantage and sustainability of an organization. Various quality management standards acknowledge the necessities and importance of knowledge management within quality management since both areas complement each other. Therefore, this state drives the need to conduct more knowledge management research related to quality management. However, research on knowledge management within quality management systems specifically in higher education institutions is still underexplored. This chapter attempts to explore the establishment of a knowledge management model in supporting the implementation of quality management standards. Several knowledge management enabler factors are suggested, namely strategic focus and leadership, culture, organization, structure, technology, processes, top management, measurement, knowledge, and people. An empirical study is suggested in the future to further support the conceptual knowledge management model established in this chapter.

This paper aims at researching new opportunities for improving education quality management systems at higher education institutions. Methods of analyzing data procured from documents and expert estimates were used in the research. The paper analyzes main disadvantages of the existing education quality management systems at higher education institutions and indicates the cause thereof. Issues of education quality improvement are explored, based on increasing the volume of feedback information in colleges’ electronic information and educational environment. The authors have developed tools for improving the volume and quality of feedback information received within the educational process; they provide a description of these tools. Quality map of the current educational process determines the criteria for evaluating the academic process based on feedback indicators, while monitoring of the current academic process helps procure these. Based on these tools, the model of an improved quality management system is provided, which applies the strategy of management by deviations, mechanisms of quick management and mid-term planning of developing the college’s educational system. Conditions ensuring successful implementation of the new mechanisms of education quality management system at a higher education institution are analyzed. Overall, the paper demonstrates new opportunities for developing the education quality management systems at a higher education institution based on applying feedbackbased monitoring of the current academic process.

Management’s commitment in an organization plays an important role in ensuring the application of effective quality management system (QMS). This article explores therelationship between management’s commitment of the organisation that implements Shari'ahbased Quality Management System (MS1900:2014) with job satisfaction at Malaysian Higher Education Institution (HEI). The methodology of this study employed a qualitative design via a semi-structured interview conducted on selected respondents. The respondents consist of employees who are directly and actively involved with the implementation of MS1900 standard. The findings of this study shows that management’s commitment has apparently influenced job satisfaction among the employees at HEI. Therefore, the results of this study can serve as a guide to ensure that the implementation of quality management system based on Shari'ah standards (MS1900) can be applied effectively, blessed and rewarded by Allah GTH.

Nowadays, Knowledge Management System (KMS) can be used in higher education as a strategy framework reflecting the comprehensive and integrated understanding with long-term paradigm to attain institution mission. KMS practices require long processes, management processes, human resources, information technology and communication which holistically constitute the valuable assets in sharing information, knowledge, and experience to achieve the effective knowledge management. One strategy to KMS involves continuously implementing sharing information, knowledge, and experience supported by information system as the holistic effort for organization development. This study aims to explore the challenges faced by the transformation of a higher education institution process from polytechnic into an institute of technology, particularly in the working area of the academic and student administration bureau. The main focus of those challenges is of KMS perspectives to become part of the organization’s culture. The exploration elaborates the concepts of KMS and compares them to the organization conditions.
