The level of development of a country is defined based on indicators such as population size, GDP and contry area. Although it’s easy to identify countries like the USA, France and Spain that are part of developed countries and countries such as Senegal, Gabon Greece or China ranked as emerging countries, there is no universally accepted definition of developing contries. The “emerging contries” are often listed in terms of their differentiation from the developed contries; A comun problem is that some organizations dont’t take into consideration all the variables, a country located on a higher position in terms of GDP is possible to not have the same position at the social development or quality of life. For the last 25 years China has known continuous economic expansion, it’s forecasted that in the next 20 years it will become one of the world’s superpower. China encountered a relatively fast development after the deployment of the “cultural revolution”.In China, the long standing cultural tradition influences till today the economic area, more than other countries encounter from this category. The youth’s mentality is to learn and to work very well with the solely interest to serve the country completely. This desire of the Chinese people is positively influenced by the state - the Chinese Communist Party encourages the state of raising the development of education and the level of life.

The problematic issues related to the definition of public administration as one of the forms of exercising state power are considered. The level of how the quality of public administration processes affects the functioning of the state system and its key mechanisms is analyzed. An important emphasis is placed on the fact that the most useful of the successful practices of public administration in developed countries can be adopted for the state system of Ukraine. Modern problems and ways of their effective solution at different levels of state and local administration are actualized. The analysis of the basic structural elements of qualitative public administration, the level of their influence on processes of realization of the state-power powers within functioning of the state system is offered. For example, it explains whether transparency and impartiality do have a significant impact on the efficiency of public administration. The efficiency (effectiveness) of various, "non-traditional" ways and means of realization of public-administrative activity is established. The conclusions of both leading scholars are analyzed, and the author's assessment of the extent to which the adoption of strategies and tactics of management activities borrowed from other areas of socially useful activity are useful for the field of public administration. First of all, this applies to the sphere of private business. Tingkat bagaimana kualitas proses administrasi publik mempengaruhi fungsi sistem negara dan mekanisme kuncinya dianalisis. Penekanan penting ditempatkan pada fakta bahwa praktik administrasi publik yang paling berguna dan yang berhasil di negara maju dapat diadopsi untuk sistem negara Ukraina. Masalah modern dan cara penyelesaiannya yang efektif di berbagai tingkat administrasi negara bagian dan lokal diaktualisasikan. Analisis elemen-elemen struktural dasar administrasi publik kualitatif, tingkat pengaruhnya terhadap proses realisasi kekuatan-kekuatan negara dalam fungsi sistem negara ditawarkan. Misalnya, menjelaskan apakah transparansi dan ketidakberpihakan memang memiliki dampak signifikan terhadap efisiensi administrasi publik. Efisiensi (efektivitas) dari berbagai, "non-tradisional" cara dan sarana realisasi kegiatan administrasi publik didirikan. Kesimpulan dari kedua cendekiawan terkemuka dianalisis, dan penilaian penulis tentang sejauh mana penerapan strategi dan taktik kegiatan manajemen yang dipinjam dari bidang lain dari kegiatan yang bermanfaat secara sosial berguna untuk bidang administrasi publik. Pertama-tama, ini berlaku untuk bidang bisnis swasta. Bagaimanapun, pengalaman yang dianalisis dari negara-negara maju membuktikan bahwa Ukraina dapat meminjam banyak solusi yang berguna dan alat praktis yang efektif dari industri swasta.Kata kunci: Administrasi Publik; Kekuasaan Negara; Ilmu Pemerintahan; Aktivitas Efektif Государственное управление как одна из форм осуществления государственной власти Аннотация В статье рассматриваются проблемные вопросы, связанные с определением публичного администрирования как одной из форм реализации государственной власти. Проанализирован уровень влияния качества процессов государственного управления на функционирование государственной системы и ее ключевых механизмов. Важный акцент делается на том, что именно полезного из успешных практик функционирования публичного администрирования в развитых странах можно перенять для государственной системы Украины. Актуализируются современные проблемы и пути их эффективного решения на разных уровнях государственного и местного управления. Предлагается анализ основных структурных элементов качественного публичного администрирования, уровень их влияния на процессы реализации государственно-властных полномочий в пределах функционирования государственной системы. Например, объясняется, действительно ли прозрачность и беспристрастность оказывают значительное влияние на эффективность публичного администрирования. Устанавливается эффективность (действенность) различных, «нетрадиционных» способов и средств реализации публично-административной деятельности. Анализируются выводы как ведущих ученых, так и предлагается авторская оценка того, в какой степени для сферы публичного администрирования полезно заимствование стратегий и тактик осуществления управленческой деятельности. Прежде всего это касается сферы частного бизнеса, поскольку опыт развитых стран доказывает, что Украина может позаимствовать немало полезных решений и практически эффективных инструментариев именно из частных отраслей.Ключевые слова: Публичное Администрирование; Государственная Власть; Общественное Управление; Государственная Система

The article is devoted to the review of current changes in the legislation on notaries related to the development of electronic civil circulation, analysis of existing digital risks and assessment of the role of notaries in combating them. In modern economic realities, a significant expansion of the sphere of competence of the notary is carried out by introducing completely new notarial actions into the scope of the notary’s terms of reference. At the same time, the notary does not just follow the general ‘digital’ trend, but independently makes significant efforts to effectively perform the tasks of the social sphere regulator assigned to it by the state. The creation of the Unified Notary Information System as part of the formation of the technological infrastructure to ensure the security and stability of legal relations in the context of electronic civil circulation takes to a new level the quality of notarial services and the security of legally relevant information. The role of notaries significantly increases in conditions when the use of digital technologies in the economy, public administration, social sphere becomes one of the main vectors of world development, and society and the state inevitably face the flip side of this process – digital risks that jeopardize the safety of participants in civil turnover and their property. In 2020, as part of the implementation of the national program ‘Digital Economy’, it is planned to introduce a number of innovations that will create the basis for a stable and secure ‘digital’ turnover.

Patricia Morgan's paper describes what happens when the state intervenes in the social problem of wife-battering. Her analysis refers to the United States, but there are clear implications for other countries, including Britain. The author argues that the state, through its social problem apparatus, manages the image of the problem by a process of bureaucratization, professionalization and individualization. This serves to narrow the definition of the problem, and to depoliticize it by removing it from its class context and viewing it in terms of individual pathology rather than structure. Thus refuges were initially run by small feminist collectives which had a dual objective of providing a service and promoting among the women an understanding of their structural position in society. The need for funds forced the groups to turn to the state for financial aid. This was given, but at the cost to the refuges of losing their political aims. Many refuges became larger, much more service-orientated and more diversified in providing therapy for the batterers and dealing with other problems such as alcoholism and drug abuse. This transformed not only the refuges but also the image of the problem of wife-battering.

This article is dedicated to the analysis of the essential hallmarks of social services procurement. The attention is focused on the absence of the unity of the scientists’ thoughts as for the definition of the term “social procurement”. It has been determined that in the foreign scientific literature the scientists to denote the term “social procurement” use the notions “social contracting”, “social order” and “social commissioning”, and they use these notions with slightly different meanings. Therefore, the notion “social procurement” is defined as: 1) activity of a country; 2) form of the state support; 3) complex of measures; 4) legal mechanism. The article has grounded the expediency of the definition of social procurement in the legal relations of social care as a special legal way to influence the behavior of the parties of the social care legal relations. The publication advocates the idea that social procurement is one of the conditions for the rise of the state and private sectors partnership. The state-private partnership in the legal relations regarding the provision of social services is proposed to be defined as cooperation between Ukraine, AR of Crimea, territorial communities represented by the competent state bodies, self-government bodies (authorized bodies in the sphere of social services provision) and legal entities, but for the state and municipal enterprises and establishments, and organizations (providers of social services) regarding the provision of social services, which is carried out on the basis of an agreement and under the procedure set by the Law of Ukraine “On Social Services” and other legal acts that regulate the social care legal relations. The article substantiates the thesis that the subject of the social procurement is social services and resolution of social issues of the state/regional/local levels in the aspect of the satisfaction of the needs of people/families for social services (state/regional/local programs of social services). It has been determined that the main forms of realization of the social procurement in the social care legal relations are public procurements of social services and financing of the state/regional/local programs of social services. The public procurement of social services is carried out under the procedure set by the Law of Ukraine “On  Public Procurement” taking into account the special features determined by the Law of Ukraine “On Social Services”. The social procurement in the form of financing of the state/regional/local programs of social services is decided upon the results of the tender announced by a client according to the plan for realization of the corresponding target program.

Attention towards CSR issues is very high in Europe and America, but also in countries like China, which have little cultural tradition of it. The purpose of this paper is to evaluate the quality and the trend of social reporting in Italy compared with in the USA and China by exploring the indicators disclosed within social reports. The study considered the energy and utilities sector by analysing the quality of social reporting through the indicators disclosed in 2009, 2010 and 2011 reports according to GRI guidelines. The research results show the quality level of social reporting in Italy is higher than that of the USA and China. However the research hypothesis was not confirmed as the quality does not show an increased trend. Chinese companies show opposite results as the quality levels dropping notably between 2009 and 2011.

Summary the article has analyzed the existing scientific and methodological approaches to assessing the level of social security of the state. It was revealed that they differ because: scientists include various components that form social security; they use various indicators and calculation methods; have various aspects of both generalization and practical direction. It was revealed that most often the components of social security include: safety of life, health, social protection and aspects of social and labor relations. The methods that are most often used in calculating the level of social security were considered. It was proved that in assessment, the selection of indicators that pose a threat, is the difficult task. It was revealed that there is no legally approved methodology for assessing the social security of the state. The use of various social security assessment methodologies was analyzed. Emphasis was placed on the selection of indicators used in these techniques. It was concluded that for assessing the social security of the state, an integral indicator is used most often. At the same time, scientists prefer their own set of indicators. The author’s definition of «social security» was presented, which allowed the formation of four components of the state’s social security (life, poverty, health and education). It was established that the choice of indicators for assessing the social security of the state should cover a retrospective period and should be based on both reporting and calculated data. A hierarchical model of an integral indicator of state social security was proposed. There was defined a set of indicators for each of proposed component. The following algorithm has been proposed for assessing the integral indicator of state social security: the formation of the components of social security and the definition of indicative indicators for each of the components; formation of a database; determination of an integral indicator; determining the influence of each component on the change in the integral indicator; interpretation of indicators; determining the sustainability of hazardous trends.

Mistakes in the assessment of the church situation in Ukraine are most often associated with an irrational decisive influence on the confessional situation of the social realities of the post-communist society. A factor that is indisputable for an American citizen is that religious faith is a personal business in Ukraine can be declared, but not seriously perceived by any political force. Moreover, traditionally atheistic parties reveal unexpected activity in confessional affairs. I do not know if they saw here, in the USA, the election racist video of the party of Progressive Socialists Natalia Vitrenko? There, the devout grandmother in the church turns to the high monk in a hood for blessing. He suddenly returns - he's black! My grandmother scowled back, and on the screen are visible titles: "Let's protect the canonical Orthodoxy!"

The article deals with the problems of the influence of the livestock sector on the formation of sustainable development of rural areas. It is emphasized that currently global problems have formed in the world, namely: differentiation in living standards between developed countries and ‘third world’ countries, significant differentiation of income levels among most countries, environmental pollution, limited and reduced easily accessible natural resources, degradation of agricultural lands. Today, the principles of sustainable development are recognized as strategic directions for the development of the sector by the world’s leading countries. In the process of research, dialectical methods of cognition of processes and phenomena, monographic method (analysis of views on the concept of sustainable development), abstract-logical (theoretical generalizations and formulation of conclusions) were used. The article addresses the problems of the influence of the livestock sector on the formation of sustainable development of rural areas. A brief overview of approaches and principles for the interpretation of the concept of ‘sustainable development’ was conducted. It is noted that the current situation in rural areas is critical in terms of, first of all, social and environmental problems. The livestock sector should become one of the elements of their solution. It is noted that its development allows not only to diversify production, but also to improve the social situation and solve certain environmental problems. The authors give their own definition of rural development as a development that provides an increase in the level and quality of life of rural residents with the provision of their social needs and the ability to pass on the natural biodiversity of the respective areas to future generations. It is emphasized that this definition combines economic, social and environmental development.The key principles of the state policy in development of rural territories on the principles of susta­inable development with allocation of its constituent elements are formulated. Measures for sustainable development of rural areas through the support of the livestock sector as one of the components of agricultural production are proposed. It is noted that intensive production is possible today, provided that the optimal ratio of the structure of land use and the presence of the livestock sector in the structure of production is maintained.

This introductory chapter provides a definition of magic. One of the most useful adjustments in the recent scholarship on magic has been the turn to considering magic as a dynamic social construct, instead of some particular reality. Magic is not a thing, but a way of talking. Thus, magic is a discourse pertaining to non-normative ritualized activity, in which the deviation from the norm is most often marked in terms of the perceived efficacy of the act, the familiarity of the performance within the cultural tradition, the ends for which the act is performed, or the social location of the performer. Such a discourse always has a history, since such a way of talking about things shifts over time as different people do the talking. When one speaks of “magic,” therefore, one should always explain: “magic for whom?” Any specific piece of evidence from the ancient Greco-Roman world provides an example of magic for that particular person, from one particular perspective. To speak of “magic in the ancient Greco-Roman world” is thus to refer to the whole range of things that various people in those cultures during those times could label as “magic.” The chapter then considers the act of drawing down the moon.

This chapter proposes the practice of nation branding as a political technology, as an example of neoliberalism in which the definition of national identity, previously assessed primarily by the social sciences and humanities, becomes the domain of business managers and advertising executives, thanks to technologies associated with social media. It explains how the redefinition of social goods, the role of the state, and the role of experts entail the replacement of a more socially driven understanding of identity with an act of commercial prestidigitation by way of nation branding; the pertinent state entities are replaced by advertising and image consultancy firms; and, lastly, scholars of various disciplines are replaced by advertising and PR executives. In short, following neoliberalism, identity is reinterpreted as brand. Identity no longer results from the never-ending and instantaneous negotiation between a multiplicity of parties, representative of myriad aspects relevant to the configuration of individuals and communities, but is rendered instead as the quantifiable, concrete result of a variety of transactions. Through this reformulation, a new relationship is suggested between the idea of nation as imagined community and the reality of the state as a material expression of the concept of nation.
