The purpose of this paper is to board the issues dealing with the ethics code of behave, and the role of leadership on motivation of staff to lead up the effectiveness and quality work at organization. The paper presents ethic standards and their importance for the success and competitive priorities for organizations and institutions. The elaboration of paper is carried using normative and comparative method attended by secondary source of data in the form of papers, journals, books, web-pages and manuals of organizations. There are studied principles of the Code of Ethics in two organizations, Bus Eirenann of Ireland and Kosovo Privatization Agency of the Republic of Kosovo, handling the practical implementation of ethic codes in both cases. Next to written policies for ethics there exist failures and mistakes on the ethics at working place that is present in everyday life as a result of improper behave of someone. Ethic behaves have had the positive impact at organizations, while non-ethic behaves have serious impact on the development of staff and it keeps away incitement of tacit knowledge, obstructs innovations and creative work. Development and approval of ethic code and ethic practices at organization will not stop non-ethic behaves, but will give to people a kind of measurement versus which behave may be measured. Executive leaders at organizations and institutions should assess if the written or unwritten code is not respected so that the employees to feel safe for their integrity and appreciated.

The paper presents an overview of the most important regulations and institutions affecting the level of quality and fittingness of the vehicle fleet, in order to increase the level of general traffic safety in the Republic of Serbia. The Traffic Safety Agency, among other things, alone or in cooperation with others, regulates, controls and implements the system of homologation, testing and control of conformity of vehicles, equipment and parts. It authorizes and supervises other organizations for vehicle control and testing. The role of standardization in this process is dual: first - it refers to the subject of testing - vehicles, and second - to the quality of testing - authorized organizations. The paper discusses the important provisions of regulations for vehicle testing and analyzes the impact of the standards ISO 17020 and ISO 17025 on the work of authorized organizations. In conclusion, it was proposed that in order to achieve and maintain high level of testing quality, mandatory accreditation of authorized organizations should be prescribed. Mandatory application of the standards would have a positive impact on the traffic safety segment which depends on the technical characteristics of the vehicle, and as well, reduce the Agency's obligations.

The purpose of this article is to present a multifaceted analysis concerning methodology proceedin-gs in recruitment procedures for researchers. Theoretical considerations are complemented by concusions of an empirical study. The role of scientificinstitutions and values applicable in the scientificcommunity in light of popularized theories are analyzed first.Additionally, reference is made to the principles enshrined in the code of ethics of Poland’s National Research and Development Centre.Then are discussed recommended patterns of conduct which have been recorded in the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers, paying particu-lar attention to issues relating to openness and fairness of proceedings and equal treatment.The next part of the work discusses legal regulations applicable to the employment of academics at Polish universities. It looks closely into the differences that apply to employees at public and private universities, which can be considered from the point of view of legal provisions relating to the prin-ciple of equal treatment enshrined in the Constitution of the Republic of Poland.The subsequent part of study is devoted to the conclusions of an empirical study covering the compe-tition proceedings relating to the employment of academic staff at public universities. The methodo-logy of the examination procedure is thoroughly explained and interim research questions concerning the specific issues and problems closely related to the analyzed subject are presented

A violation of ethics code reported by some journalists shows that there is a problem in the journalistic ethics code. This research aims to find out the role of journalists community in influencing the knowledge of journalistic ethics code. This qualitative research method done by interviewing some of reporters in Solo, Central Java, Indonesia. The results showed two supportive community groups that support Indonesian journalist code of ethics, Kode Etik Wartawan Indonesia (KEWI) and also did not support it. The first group will help the role of press companies and organisations in providing the knowledge of journalistic ethics code. Meanwhile, the second group maybe will blockage the role of press companies and organisations in providing the knowledge of journalistic ethics code Thus community will becomes one of the important factor for journalists in learning and gaining the knowledge of journalistic ethics code, outside the press company and the press organization

Smart and faithful people will never argue, that the State of the Republic of Indonesia is falling apart, debts mounting, to the point of reaching Rp. 4,000 (Four Thousand) Trillion is due to the crime of corruption that has taken root, curbed, thrived as if allowed to happen continuously. While law enforcement in this country does not provide a judicial verdict that has a deterrent effect for corruptors. It is difficult to understand in general, whether the legal verdict for corruption perpetrators by the Panel of Judges who hear and decide the case of corruption is influenced by the interference of fellow law enforcers ..., in this case, Advocates and Public Prosecutors (Prosecutors). Decisions of Corruption Courts often cause disparity in decisions, resulting in speculation from the public and assessing such decisions as being disproportionate and giving rise to public assumptions of a conspiracy between law enforcers, namely with several categories of interests, including: (1) The interests of the Prosecutor and Judges are in the interest of getting bribes (2) Advocates as law enforcers who accompany the defendant in defence of the interests of the accused by dirty and disgusting bribes. The role of advocates is very important in creating and maintaining a clean, authoritative and civilized justice system for the realization of the legal authority in this country.Thus, legal advocates must have faith and devotion to God strong and sturdy table and must dare to appear clean and first cleanse themselves from dirty thoughts in the midst of carrying out the legal profession, so that the noble profession is not polluted into contempt resulting from violation of legal norms and professional code of ethics by advocates. Based on the outputs achieved in this research program, namely the willingness and bottomlessness of the Advocates in defending the interests of the defendant must comply with the provisions of the applicable laws and regulations and uphold the Code of Ethics Procession.The analysis of this paper shows that lawyers have made a legal defence of corruption defendants in a professional manner in accordance with applicable legal provisions and upholds the code of ethics of the legal profession, even though there is also information about an advocate who is trying to bribe one of the Corruption Crimes judges in a case. which is being handled by the Advocate concerned. The description of the results of this survey is expected to be used as input and advice that can help realize the Court's decision which has a deterrent effect on corruptors and potential corruptors in the future.

After regaining independence in 1991, various sectors of the tourism industry in Latvia are united in professional associations. They represent various stakeholders of the industry in all processes important for tourism development and are part of the tourism management system of Latvia. So far, there has been no specific research conducted on the role of professional tourism organisations in Latvia. Therefore, the aim of this paper is to evaluate the achievements and future prospects of the activities performed by the national level professional tourism associations of Latvia. The empirical part of the research is based on the qualitative research methods – document analysis and structured interviews with board members and members of associations, as well as with a senior official at the Ministry of Economy of the Republic of Latvia. Research results reveal that the role of those organisations in Latvia is valuable and bring about a positive impact on the tourism industry. Despite the variety of opinions, the majority of interviewees believe that in the course of the next 5 years there will be an increasingly strong influence of associations on the development of tourism in Latvia.

The relevance of the research shows solutions journalism as a necessary tool for providing information to the audience that emphasizes problem solving rather than the problems themselves, enhancing the relevance of the text, clarifying its purpose, and encouraging readers to take action. The main objective of the article is to investigate the peculiarities of solutions journalism as a modern phenomenon in journalism and to analyze the importance to implement social responsibility in media structures in order to provide solutions to existing problems, not just describe them. The methodology of the article includes: approaches to the definition of the concepts of «solutions journalism» have been explored through analysis and synthesis; using the systematic method, the criteria for defining «solutions journalism» and its difference from similar terms are formed; the comparative method to analyse the audience involvement in solving social problems before and after the emergence of «solutions journalism» was carried out; content analysis made it possible to examine the use of the terms «problem» and «solution» by society in the Internet; SWOT analysis explores peculiarities of solutions journalism; the cognitive mapping method identifies cause-and-effect relations to the importance of creating social projects by media structures. Research findings show that experts in solutions journalism explain that this approach complements the traditional role of the press, giving a fuller perspective on issues for society. Moreover, under the initiative of Sparknews, an international network of positive-impact solutions journalism, a day dedicated to solutions journalism – Impact Journalism Day – was launched. Moreover, media not only transform their texts into solutions journalism, but also create projects that help solving current problems, including the BBC's «100 Women» Project, CNN's #MyFreedomDay Project, the NY Times's «1619 Project», as well as the social project «People of Ideas +. #ForgetAboutAge» by the 1+1 Media Group. As a conclusion, we can say that in the modern world a rethinking of the role of the media is needed. Journalism cannot continue to cover only problems, and to suppress the readers by illuminating the challenges facing humanity. It is important to promote «value-added journalism», which we call as «solutions journalism» in the article.

The principle of autonomy of will is legislated with the Article 2 of the Law no. 04/L–077 on Obligational Relationships1, thereby providing the legal grounds for the regulation of legal relations between parties in obligational relationship.This study aims to provide a contribution to the theory and practice, and also aims at providing a modest contribution to the obligational law doctrine in Kosovo. The purpose of the paper is to explore the gaps and weaknesses in practical implementation of the principle, which represents the main pillar of obligational law. In this paper, combined methods were used, including research and descriptive methods, analysis and synthesis, comparative and normative methods.The exploration method was used throughout the paper, and entails the collection of hard-copy and electronic materials. The descriptive method implies a description of concepts, important thoughts of legal science, and in this case, on the principle of autonomy of will, thereby using literature of various authors. The analytical and synthetic methodology is aimed at achieving the study objectives, the recognition of the principle of autonomy of will, practical implementation thereof, and conclusions.The comparative method was applied in comparing the implementation of the principle in the Law on Obligational Relationships of Kosovo and the Law on Obligational Relationships of the former Socialist Federal Republic of Kosovo, and the Civil Code of the Republic of Albania. The normative method was necessary, since the topic of the study is about legal norms.

This paper considers the economic and social aspects of organizing the functioning of small forms of green tourism. The importance of developing this type of recreational business as a form of self-realization of peasant farms has been proven. The role of rural entrepreneurship as a factor of regional development has been substantiated. The paper proposes the means to improve the procedure of estimating the efficiency of small forms of entrepreneurial activity. It has been recommended to use indicators that imply an alternative form of estimating the costs of labor by the members of a peasant farm. This paper has proposed a model of a green farm as a form of alternative self-actualization of peasant farms. The positive impact on the level of income of peasants in the case of its practical implementation has been substantiated. The need has been indicated to create a system of appropriate information support for subjects of green tourism at the regional level.

Abstract Fiscal stability of the local self-government units is the condition for stable public finances of the Republic of Srpska (hereinafter: RS) as a whole. Stable public finances of local self-government units have a positive impact on the economic growth of the RS. Therefore, it is necessary to pay a significant attention to the fiscal problems of local self-government units (hereinafter: LGUs). Although the public finances of the LGUs make up 15% of the total public finances of the Republic of Srpska, it is important to emphasize that the life of the RS citizens takes place in the local self-government. In this regard, LGUs have the important role in providing public goods and services, as well as creating the environment for the life of citizens on the basis of legally defined competencies. Having in mind the importance and role of local self-government units in the RS, it is necessary to ensure the efficient management and stability of their public finances. One of the preconditions for the successful exercise of the competencies of LGUs is the rational and efficient use of available resources. The aim of this paper is to examine the impact of the key fiscal factors of local self-government units on their fiscal stability. The results of this analysis will provide answers to the question of how rational and efficient local self-government units are in the execution of their competencies and how it is reflected on their revenues and expenditures, i.e. in total public finances of RS.
