The aim of this paper is to investigate the idea of universality through the lens of translation, in an attempt to sketch out what can be called a translational universality. As the starting point, I will take into consideration the recent Étienne Balibar's works on the universals, and especially his strategy of translation, i.e. the strategy of enunciating the universal by means of translational process. In the next step, I will analyze political consequences of the universalizing practices of translation, which due to their capacity to enunciate the universals, according to Balibar's thesis, have generated political communities. In order to examine this aspect, I will discuss the constitutive role of translation in the formation (Bildung) of German cultural identity in the 19th Century, by exposing Humboldt-Schleirmacherian model of translation. In doing so I will lean on Berman's study on translation in Romantic Germany and on Venuti's political reading of nationalist narratives of typically German foreignizing translation. The conception of Bildung, envisaged as an experience of the otherness through translation, will be approached as a historical model to understand the notion of translational universality that is at issue in this paper. After these historical and philosophical analyses, which in translation view one possible way to articulate a certain struggle over the universal from the particular position of cultural difference, the article will address some questions regarding our contemporary situation: what would be a historically different and potentially emancipatory form of universality? What are the translational capacities of such a universality to generate a new framework for political communities?

The paper analyses political scandals connected to the contemporary populist parties of Denmark, Finland and Sweden. The dramaturgies of these scandals repeat the general patterns of political scandals identified in previous studies, but they also share special characteristics that make them a specific type of neo-populist scandal. The starting point of the typical neo-populist scandal occurs due to the moral transgression of a member of a populist movement, usually through the use of unacceptable language or behaviour, insulting non-native inhabitants or other minorities within the population. However, provocation and playing the role of the underdog are common strategies employed by populists, and a populist movement may even benefit from a scandal, though the consequences of the scandal depend on the life phase of the movement and on the status of the member involved in the scandal. The moral transgressions and political consequences of neo-populist scandals may serve as an indicator of the condition liberal democracy enjoys, but also reveal contextual differences in particular societies and their moral order.

Abstract There is probably no single economic concept that has attracted more attention and intrigued scientific and professional circles than financial stability. For over a decade now that have been efforts to establish the starting point in explaining this condition or characteristic of the financial system since some find that the key to defining financial stability lies in stability and others argue in favour of the opposite, instability. Unfortunately, no agreement has been reached on a universal definition that would be widely accepted at the international level. Consequently, this gave rise to open discussions on systemic risk, creating a framework for preserving financial stability, and the role of central banks in this process. This article analyses the results achieved in the development of a theoretical concept of financial stability and its practical implementation. A consensus has been reached on the necessity of removing rigid barriers between macro and prudential policies and on the necessity of their coordinated actions. The primary objectives of monetary and fiscal stability have been shifted towards preserving financial stability. The isolated macroprudential principle rightfully got the epithet of an archaic approach. Coordinated micro and macroprudential policies have definitely prevailed and become reality in many countries, including Montenegro. Created institutional frameworks for safeguarding financial stability at all levels - national, Pan-European and global - represent a challenge for further comparative studies.

The theoretical framework developed by Rayleigh and Plateau in the 19th century has been remarkably accurate in describing macroscale experiments of liquid cylinder instability. Here we re-evaluate and revise the Rayleigh–Plateau instability for the nanoscale, where molecular dynamics experiments demonstrate its inadequacy. A new framework based on the stochastic lubrication equation is developed that captures nanoscale flow features and highlights the critical role of thermal fluctuations at small scales. Remarkably, the model indicates that classically stable (i.e. ‘fat’) liquid cylinders can be broken at the nanoscale, and this is confirmed by molecular dynamics.

In the history of Jakarta, Chinatown played a significant role to the formation of the city. The Chinatown area accompanied Jakarta along its journey and has been around since the city was still known as Batavia. The Chinese were among the actors who played a major role in the formation of urban space when Batavia began to develop. After four centuries, Jakarta’s Chinatown, which is now known as the Glodok area, continues to exist and is a bustling commercial area. The research conducted tries to dig further into the existence of Jakarta’s Chinatown to reveal what lies behind its current formation. The Chinatown that can be found at this time is the second phase of the Jakarta Chinatown. At the beginning of Batavia, the Chinatown area was part of the city center. In 1740 there was a massacre that killed almost the entire Chinese population in Batavia. After the massacre, the Chinese no longer lived in the city center but filled the area outside the city walls. Through the study of archives and documents, the research tries to trace Jakarta’s Chinatown from the 17th to the 19th century to examine the spatial transformation that occurred when the first Chinatown was destroyed and a new Chinatown area grew. This research is a study of architectural history to better identify the formation of hidden layers in urban space. The findings show that there is an important role of the city gate or Pintoe Ketjil as a transition area and a starting point for the renewal phase of Chinatown. The market that develops from people's houses is a characteristic that enlivens the area. Glodok was originally the final boundary for the area before the relocation of the city center turned Glodok into the gateway for the new Chinatown.   Pecinan memiliki peran yang signifikan di dalam sejarah terbentuknya kota Jakarta. Kawasan Pecinan telah mengiringi Jakarta di sepanjang usia perjalanannya dan hadir sejak kota berdiri saat masih bernama Batavia. Penduduk Cina adalah di antara aktor-aktor yang berperan besar dalam pembentukan ruang kota pada saat Batavia mulai dikembangkan. Setelah empat abad berjalan, daerah Pecinan di Jakarta yang kini dikenal sebagai kawasan Glodok masih terus hadir dan merupakan kawasan perniagaan yang ramai. Penelitian yang dilakukan mencoba menggali lebih jauh keberadaan kawasan Pecinan Jakarta untuk mengungkapkan apa yang berlangsung di balik terbentuknya Pecinan saat ini. Pecinan yang dapat ditemui kini adalah fase kedua dari Pecinan Jakarta. Pada awal Batavia berdiri, kawasan Pecinan merupakan permukiman penduduk Cina berada di pusat kota. Hingga di tahun 1740 terjadi pembantaian yang menghabisi hampir seluruh penduduk Cina di Batavia. Pasca pembantaian penduduk Cina tidak lagi tinggal di pusat kota melainkan memenuhi area di luar dinding kota. Melalui kajian arsip dan dokumen, penelitian mencoba menelusuri kondisi Pecinan Jakarta di abad ke-17 hingga akhir abad ke-19 untuk menelaah transformasi ruang yang berlangsung pada saat Pecinan pertama musnah dan tumbuhnya kawasan Pecinan baru. Penelitian ini merupakan studi sejarah arsitektur untuk lebih mengenali formasi dari lapisan-lapisan tersembunyi di dalam ruang kota. Temuan menunjukkan bahwa terdapat peranan penting wilayah pintu gerbang kota atau Pintoe Ketjil sebagai area transisi dan titik awal tumbuhnya Pecinan fase kedua. Pasar yang berkembang dari rumah-rumah penduduk adalah ciri khas yang menghidupkan kawasan. Glodok pada awalnya adalah batas akhir kawasan Pecinan, sebelum kemudian terjadinya perpindahan pusat kota mengubah Glodok menjadi pintu gerbang Pecinan baru.

LAW IN LITHUANIA AT THE TURN OF THE 19TH CENTURY Summary In the Polish and international literature, there is an almost complete absence of work which covers the issue of the history of the Third Statute of Lithuania after the Partitions of the Commonwealth directly, as a separate research problem. On this issue, there are only hints in papers of extremely different natures on the widest variety of specific questions. There is a long way to go before we have a reasonably complete image of the fate of the Statute in the post-Partition era. It would seem that papers on this question should move in a number of basic directions. The starting point should be a comprehensive study of the legal acts issued after the Partitions for the Lithuanian and Rus lands of the former Commonwealth, in order to track the changes which introduced them to the law of the time. One great challenge will be to understand judicial practice in the West and Northwest guberniyas in the Empire. It would also be worth looking more closely at the codification work conducted in the Białystok Region which gave rise to the drawing up of a project based on the Lithuanian Statute. In the same context, it is also worth studying the almost unknown Polish work on the Western Code drawn up in the years 1830-1837. One crucial issue which is still waiting for a researcher is the role of the Third Lithuanian Statute in legal teaching in the eastern territories of the former Commonwealth at the turn of the 19th century, and especially in centres like Vilnius, Krzemieniec and Połock.

The friendship between nations lies in the mutual affinity of the people, and the people’s affinity lies in the communion of hearts. The cultural and humanities cooperation between China and Russia has a long history. In recent years, under the role of the“Belt and Road” initiative, the SCO, and the Sino-Russian Humanities Cooperation Committee, Sino-Russian culture and humanities cooperation has continued to deepen. Entering a new era, taking the opportunity to promote Sino-Russian relations into a “new era China-Russia comprehensive strategic cooperative partnership”, the development of human relations between the two countries has entered a new historical starting point, while also facing a series of problems and challenges. This article is based on the current status of Sino-Russian human relations in the new era, interprets the characteristics of Sino-Russian human relations in the new era, analyzes the problems and challenges of Sino-Russian human relations in the new era, and tries to propose solutions and solutions with a view to further developing Sino-Russian cultural and humanities relations in the new era. It is a useful reference, and provides a reference for future related research, and ultimately helps the Sino-Russian cultural and humanities relations in the new era to be stable and far-reaching.

This article discusses the Sasak people’s resistance against MataramKarangasem and Dutch colonial rulers in the 19th century in Lombok, Indonesia. It particularly focuses on Tuan Guru Umar Kelayu and his central role in the emergence of Sasak people’s resistance which transformed into Sasak physical revolution local and global imperialismcolonialism. Using the historical method, this article collected data through observation, in-depth interviews, and documentation. The data analysis involved the historical methods of heuristics, verification or criticism, interpretation, and historiography. The findings show that Sasak people’s resistance was not only caused by economic factors but also related to other factors such as social, cultural, and religious ones. Tuan Guru Umar Kelayu played a key role in the Sasak people’s resistance in that it was under his leadership and influence that the resistance transformed into a physical struggle against MataramKarangasem and Dutch colonialism as seen in Sakra War and Praya War which were led by his students and friends.

The objective of this article is to contribute to the discussion on the validity of new instruments to enhance cohesion in the European Union (EU). First, we question to which extent cohesion policy is submitted to the new economic governance. Second, we discuss this subordination affects the fulfillment of cohesion aims. This question is especially relevant due to the increase of inequalities in the current economic crisis and the great diversity among State Members (including social protection systems and expenses). Thus, our starting point is the new economic governance framework and its impact on the fulfillment of cohesion objectives. Statistical data are considered with this aim. Next, we will assess the role of European Structural and Investment Funds to eventually compensate public expense cuts, as well as its subordination to the macroeconomic government. This aspect will be contrasted through the study of Country Specific Recommendations given by the European Semester. Spanish El objetivo de este artículo es contribuir a la discusión sobre la validez de los nuevos instrumentos para fomentar la cohesión en la Unión Europea. Nos preguntamos en qué modo queda sometida la política de cohesión a la nueva gobernanza económica y cómo afecta a la efectividad para cubrir susfines. Esta cuestión es particularmente relevante ante el incremento de las desigualdades suscitado en la crisis económica actual. Por ello, nuestro punto de partida es el nuevo marco de gobernanza económica y su impacto en el cumplimiento de los objetivos de cohesión, considerando para ello datos estadísticos. A continuación, valoraremos, el papel de los Fondos Estructurales y de Inversión Europeos como posibles compensadores de la reducción del gasto público así como su subordinación al gobierno macroeconómico. Esta cuestión será contrastada también a través del examen de las Recomendaciones Específicas por país dadas por el Semestre Europeo. French Le but de cet article est de contribuer à la discussion sur la validité de nouveaux instruments pour promouvoir la cohésion dans l'UE. Nous avons considéré, d'une part, en quoi la politique de cohésion est soumise à la nouvelle gouvernance économique et, d'autre part, la façon dont elle utilise l'efficacité pour répondre à ses fins.Cette question est particulièrement pertinente étant donnée l'augmentation de l'inégalité soulevée par la crise économique actuelle, dans un contexte de grande diversité d'États membres, notamment en ce qui concerne les systèmes de protection sociale et les dépenses publiques. Par conséquent, notre point de départ s'inscrit dans le nouveau cadre de gouvernance économique et son impact sur la mise en œuvre des objectifs de cohésion, à partir de la prise en compte de données statistiques. Pour ce faire, nous évaluons le rôle des Fonds Structurels Européens, leur capacité de compenser la réduction des dépenses publiques et leur subordination au gouvernement macroéconomique. Ce e question sera également abordée par l'examen des recommandations spécifiques par pays fournies par le Semestre Européen.

The paper describes the past and present distribution of Colchicum autumnale in the vicinity of Cracow, highlights the role of Stanisław Dembosz (who published the first locality of C. autumnale near Igołomia in 1841). Gives information about the occurrence of C. autumnale in Krzeszowice in the 19th century (reported by Bronisław Gustawicz), presents new localities noted in 2012–2014 in meadows in the north-eastern part of the Puszcza Niepołomicka forest and adjacent area (between the Vistula and Raba rivers), and gives a locality found in Cracow in 2005 (no longer extant).

Аннотация В статье рассматривается роль и место Сирии (включая Ливан и Палестину) в системе османских владений на протяжении нескольких веков от османского завоевания до периода правления султана Абдул-Хамида II. В течение четырех столетий османского владычества территория исторической Сирии (Билад аш-Шам) была одним из важнейших компонентов османской системы и играла роль связующего звена между Анатолией, Египтом, Ираком и Хиджазом. Необходимость ежегодной организации хаджа с символами султанской власти и покровительства над святынями Мекки и Медины определяла особую стратегическую важность сирийских провинций Османской империи. Несмотря на ряд серьезных угроз во время общего кризиса османской государственности (конец XVI начало XIX вв.), имперскому центру удалось сохранить контроль над Сирией путем создания сдержек и противовесов между местными элитами. В XIX в. и особенно в период правления Абдул- Хамида II (18761909 гг.), сохранение Сирии под османским контролем стало вопросом существования Османской империи, которая перед лицом растущего европейского давления и интервенции потеряла большую часть своих владений на Балканах и в Северной Африке. Задача укрепления связей между имперским центром и периферией в сирийских вилайетах в последней четверти XIX в. была в целом успешно решена. К началу XX в. Сирия была одним из наиболее политически спокойных и прочно связанных со Стамбулом регионов Османской империи. Этому в значительной степени способствовали довольно высокий уровень общественной безопасности, развитие внешней торговли, рост образования и постепенная интеграция местных элит (как мусульман, так и христиан) в османские государственные и социальные механизмы. Положение Сирии в системе османских владений показало, что процесс ослабления и территориальной дезинтеграции Османской империи в эпоху реформ не был линейным и наряду с потерей владений и влияния на Балканах, в азиатской части империи в течение XIX и начала XX вв. происходил параллельный процесс имперской консолидации.Abstract The article examines the role and place of Greater Syria (including Lebanon and Palestine) in the system of Ottoman possessions over several centuries from the Ottoman conquest to the period of the reign of Abdul Hamid II. For four centuries of Ottoman domination, the territory of historical Syria (Bilad al-Sham) was one of the most important components in the Ottoman system and played the role of a link between Anatolia, Egypt, Iraq and Hijaz. The need to ensure the Hajj with symbols of Sultan power and patronage over the shrines of Mecca and Medina each year determined the special strategic importance of the Syrian provinces of the Ottoman Empire. Despite a number of serious threats during the general crisis of the Ottoman state system (late 16th early 19th centuries), the imperial center managed to maintain control over Syria by creating checks and balances between local elites. In the 19th century. And especially during the reign of Abdul Hamid II (18761909), keeping Syria under Ottoman control became a matter of existence for the Ottoman Empire, which, in the face of increasing European pressure and intervention, lost most of its possessions in the Balkans and North Africa. The task of strengthening ties between the imperial center and the periphery in Syrian vilayets in the last quarter of the 19th century was generally successfully resolved. By the beginning of the 20th century, Syria was one of the most politically calm and firmly connected with Istanbul regions of the Ottoman Empire. This was greatly facilitated by a fairly high level of public safety, the development of foreign trade, the growth of education and the gradual integration of local elites (both Muslims and Christians) into Ottoman state and social mechanisms. Syrias position in the system of Ottoman possessions clearly showed that the process of weakening and territorial disintegration of the Ottoman Empire during the era of reform was not linear, and along with the loss of possessions and influence in the Balkans, in the Asian part of the empire during the 19th and early 20th centuries there was a parallel process of imperial consolidation.
