Cross-border ties in the light of the EU common market

Cross-border regional economic ties in the EU have been the subject of numerous studies across various academic fields. A special dose of attention, however, has been paid to the ties between the EU border regions. This is no doubt related to the intensification of European integration, in particular at the regional level. One source of particular impact on border regions is the economy of the common market. Surprisingly enough, this economy has not found its proper reflection in the research on border regions and their problems in the light of the broadly defined European regional studies. As a consequence, it is necessary to carry out an in-depth analysis of the literature on cross-border cooperation and economic integration in order to capture the impact of the single market on cross-border relations. The aim of this paper, therefore, is to analyze the economic determinants of cross-border economic ties between the EU regions. To this end, the text begins with an overview of (1) the key characteristics of the common market, followed by (2) the impact of market economics on the regional ties, with particular emphasis on the border regions. The problem has been illustrated on the basis of the Polish-German borderland. The conducted examinations indicate that the economic ties between border regions vary in intensity. At the same time, the vicinity of the border is often insufficient as a factor ensuring a high degree of intensity in the movement of production factors or business relations across the border. It is market mechanisms rather than the location on the border that comprise the primary determinant in this regard. The primary focus of this study is the movement of production factors. The methodology of this text has been based primarily on the analysis of the subject literature on the notions of market economics, optimum currency area, and the broadly defined European regional studies.

In order to support the development of Polish and Slovak border regions, after the accession of both countries to the EU, the “Interreg Poland – Slovakia” Program was implemented. One of the priorities of the Program is the protection and use of the common Polish-Slovak cultural and natural heritage for the development of cross-border cooperation. As part of Interreg since 2004, EU-Structural Funds have co-financed joint Polish-Slovak projects implemented in selected counties/poviat located in the following voivodeships/provinces: Śląskie, Małopolskie, Podkarpackie (on the Polish side) and Žilinskom kraji, Prešovskom kraji and Košickým kraji (on the Slovak side). The next editions of Interreg are becoming increasingly popular in Poland and Slovakia including its recognition by experts as well as the implementation of a cross-border effect.

The subject of the article is the assessment of the British and EU immigration legislation mutual enrichment degree which shows the will and ability of Great Britain to integrate in the EU immigration legislation in order to strengthen its role in the modern international relations.

Introduction. Integration has reached its highest level of development in the EU, and particular attention is drawn to the agrarian integration and resolution of these problems at the beginning of the integration process. This in its turn confirms the significant importance of the agrarian sector for the member-states. Although, the majority of this market participant does not trade agricultural products. The growing global food problem, the positive consequences of the CAP for EU integration, the significant importance of the agricultural sector for Ukraine, which is one of the major exporters of some agri-food products, and the existence of a number of regional trade agreements confirm the importance of research of the Common Agricultural Policy (CAP). Purpose. It is pivotal to explore the importance of the EU CAP for the development of EU integration, its goals and changes, the mechanism, the formation of a common market. In addition, it is a positive experience of the integration group and Ukraine can learn a lesson if manages to analyze the EU’s place in the world market of agricultural products. Methods. The methods of theoretical generalization, historical method, method of analysis, comparison, and graphical method were used in the article for revealing the features of the CAP and the EU as an exporter of agricultural products. Results. The research shows the importance of the agrarian integration of the EU (it is confirmed by the CAP) and the impact of the CAP on the development of integration. In the case of enlargement of the EU, difficulties are often caused by agrarian policy. The article analyzes the aims of the CAP, which varied during the group history depending on a number of factors, and it shows its flexibility and compliance with urgent problems. The creation of a common market and the use of appropriate regulatory measures (which can also be used by Ukraine) are analyzed. It is determined that the EU is one of the world’s major producers and exporters of agri-food products, and its export share of many product is more than 30% or even 50%. Discussion. In further research it is advisable to focus on the stages and reforms of the CAP and to take into account some new aims CAP for the agricultural policy of Ukraine.

Having declared the course towards European integration and having signed the EU-Ukraine Association Agreement, Ukraine has made concrete commitments on improving the life of its citizens. It pledges to achieve the level of EU countries’ system of public administration, when the residents’ rights are protected, they have more chances for self-development and are more confident in future. The way to this goal goes through domestic reforms, elimination of corruption, adaptation of European standards, economic integration and political association with the EU. The impact of European integration is already visible in some spheres of country’s activity, mainly in institutional and legislative fields, foreign economic activity of both the country and its border regions and implementation of European instruments in the sphere of cross-border cooperation. However, it is going to take time to observe the influence of European integration on social and economic development of Ukraine and its regions.

AbstractThe prevalence of the COVID 19 virus from an epidemic evolved into a pandemic and that was proclaimed by the WHO. Managing health problems has inherently come in a direct connection with a range of systems and industries such as health, economy, and national security. The measures that are taken to curb the virus have had an extremely adverse effect on the EU and its Member States, which are among the most affected ones. Achievements such as the common market and internal security that are built on the free movement of the four freedoms are limited for the first time in a way that affects the whole Union and its Member States. In most of the EU Member States state of emergency is established and the governments apply restrictive measures. The article examines the impact of the health problem and the achievements of the common market and concludes further normalization of free movement in the EU. The economic effects of the COVID pandemic will prevent emerging countries from providing key services. This will lead to trust undermining in government and internal security challenges.

This paper seeks to investigate sustainable cross-border cooperation (CBC) as a distinctive model of interstate collaboration, embedded in the neighboring borderland regions of two or more countries. The focus of the research revolves around the establishment and further development of geostrategic, economic, cultural and scientific capacity of the Ukrainian-Romanian partnership as a fundamental construct in ensuring and strengthening the stability, security and cooperation in Europe. This research highlights Ukraine’s aspirations to establish, develop and diversify bilateral good-neighborly relations with Romania both regionally and internationally. The main objective is to elucidate Ukraine-Romania cross-border cooperation initiatives, inasmuch Ukraine-Romania CBC has been stirring up considerable interest in terms of its inexhaustible historical, cultural and spiritual ties. Furthermore, the similarity of the neighboring states’ strategic orientations grounds the basis for development and enhancement of Ukraine-Romania cooperation. The authors used desk research and quantitative research to conclude that Ukraine-Romania CBC has the impact not only on the EU and on Ukraine multi-vector foreign policy, but it also has the longer-term global consequences. In the light of the current reality, the idea of introducing and reinforcing the importance of Cross-Border Cooperation (CBC) sounds quite topical and relevant. This research considers a number of explanations for Ukraine-Romania Cross-Border Cooperation as a key element of the EU policy towards its neighbors. Besides, the subject of the research is considered from different perspectives in order to show the diversity and complexity of the Ukraine-Romania relations in view of the fact that sharing common borders we are presumed to find common solutions. As the research has demonstrated, the Ukraine-Romania cross border cooperation is a pivotal factor of boosting geostrategic, economic, political and cultural development for each participant country, largely depending on the neighboring countries’ cohesion and convergence. Significantly, there is an even stronger emphasis on the fact that while sharing the same borders, the countries share common interests and aspirations for economic thriving, cultural exchange, diplomatic ties and security, guaranteed by a legal framework. The findings of this study have a number of important implications for further development and enhancement of Ukraine-Romania cooperation. Accordingly, the research shows how imperative are the benefits of Romania as a strategic partner for outlining top priorities of Ukraine’s foreign policy.

In the recent decade, the EU Member States have been actively implementing the regional development policy based on innovative strategies of smart specialization. However, lately, European researchers have been paying increasing attention to the issues of regions’ capacity to overcome the boundaries of administrative units inside the country and abroad and to the need to consider regions in the context of their functioning among others, especially from the viewpoint of the growing role of their innovative networks in global value chains. That is why currently the EU is addressing the development of cross-border smart specialization strategies. The paper aims to study the European experience on the functioning of cross-border innovation systems and joint strategic planning of cross-border regions’ development based on smart specialization and to outline the opportunities to implement the EU experience of cross-border approach to smart specialization in cross-border regions of Ukraine with EU Member States. The paper analyzes the views of foreign researchers on the links between innovation systems in cross-border space that constitute the theoretical basis of the study of cross-border smart specialization strategies, namely regarding the dimensions and level of their development. The research of European scientists on cross-border innovation systems in specific cross-border regions is examined, in particular on Spanish-French and German-French borders. Directions of implementation of smart specialization projects in cross-border context under the EU programs and other EU instruments that support regions in cooperation for the elaboration of joint view of development with neighbouring economically, socially, culturally, and historically close regions are outlined. The experience and methodology of the first cross-border smart specialization strategy for Spanish and Portuguese regions are studied in detail. The opportunities to use the EU experience by several Western Ukrainian regions based on the joint smart specialization priorities with the neighboring EU states are outlined. For this purpose, 1) the RIS3 strategies of the regions of Poland and Romania adjoining Ukraine and Regional Development Strategies of respective Ukrainian regions were analyzed to detect similar smart specialization priorities; 2) the clusters in the mentioned regions were analyzed as main drivers of achievement of smart specialization goals to detect similar or complementary functioning areas.

The object of this research is the youth of Buryat-Mongolian ASSR as most active social group within the social structure of 1941 – 1945, which was the major source for replenishment of labor reserves. The subject of this research is the examination of core financial and social problems faced by the youth working at the defense industry plants of the republic. Special attention is given to analysis of the impact of wartime struggles and hardships upon household and food procurement. It is noted that shortage of housing, low salaries, insecure life, poor nutrition, deficit of clothing and footwear often led breach of employee discipline. The article explores the important vectors in the activity of Komsomol with regards to housing and living conditions, as well as various forms of financial and psychological incentives that promote adaptation of youth to working at the industrial plant. The scientific novelty consists in introduction into the scientific discourse of a number of previously unpublished source that were collected specifically for this research. As a result of the conducted research, it was established that working youth, who for the most part came from rural localities to the city, were put in quite difficult social and living conditions, experiencing critical problems in the process of adaptation; however, they accomplished significant labor achievements and made their contribution to the common Victory.

ABSTRACT This article aims to assess the impact of the New Guideline of the Brazilian Accounting Pronouncements Committee (Comitê de Pronunciamentos Contábeis - OCPC 07) on improving formal features (size, readability, and specificity) of Brazilian companies’ Notes. OCPC 07 is one of the world’s first guidelines issued in response to the current demand for the downsizing of companies’ Notes, which according to standard setters and market agents have become too extensive, thus characterizing a disclosure overload. This is a unique study on the subject. The results suggest the effectiveness, although limited, of the new standard in promoting a departure from the habits of secrecy and formalism rooted in centuries of legal-accounting civil law tradition, and indicate that there is still room for complementary improvement initiatives in the form of incentives for firms and increased enforcement. Three complementary methodological approaches are used: (1) an analysis of both the evolution of note size after OCPC 07 and the factors explaining that size and its variation; (2) an examination of indicators of readability, conciseness, and specificity of the note on accounting policies; and (3) a size comparison of the Notes of Brazilian and British companies, a benchmark of the common law tradition. An average reduction of 10% in Note size was found two years after the introduction of Guideline (Orientação) 07 by the (OCPC 07). This downsizing was not generalized, but instead identified only among firms in the Novo Mercado and among those audited by two of the Big Four. Even in firms that reduced their notes by at least 20%, no significant improvements in readability levels could be perceived, nor in habits of copy-pasting the auditors’ templates, which could signal a focus on firms’ real practices in the note on accounting policies. Brazilian Notes remain far from the benchmark and are still 40% longer than British ones, despite an equivalent number of pages being expected.
