The article suggests a technique for relation global kinematic reference system and local static realization of global reference system by regional continuously operated reference stations (CORS) network. On the example of regional CORS network located in the Novosibirsk Region (CORS NSO) the relation parameters of the global reference system WGS-84 and its local static realization by CORS NSO network at the epoch of fixing stations coordinates in catalog are calculated. With the realization of this technique, the main parameters to be determined are the speed of displacement one system center relativly to another and the speeds of rotation the coordinate axes of one system relatively to another, since the time evolution of most stations in the Russian Federation is not currently provided. The article shows the scale factor for relation determination of coordinate systems is not always necessary to consider. The technique described in the article also allows detecting the errors in determining the coordinates of CORS network in global coordinate system and compensate for them. A systematic error of determining and fixing the CORS NSO coordinates in global coordinate system was detected. It is noted that the main part of the error falls on the altitude component and reaches 12 cm. The proposed technique creates conditions for practical use of the advanced method Precise Point Positioning (PPP) in some regions of the Russian Federation. Also the technique will ensure consistent PPP method results with the results of the most commonly used in the Russian Federation other post-processing methods of high-precision positioning.

AbstractIn 2015, the International Association of Geodesy defined the International Height Reference System (IHRS) as the conventional gravity field-related global height system. The IHRS is a geopotential reference system co-rotating with the Earth. Coordinates of points or objects close to or on the Earth’s surface are given by geopotential numbersC(P) referring to an equipotential surface defined by the conventional valueW0 = 62,636,853.4 m2 s−2, and geocentric Cartesian coordinatesXreferring to the International Terrestrial Reference System (ITRS). Current efforts concentrate on an accurate, consistent, and well-defined realisation of the IHRS to provide an international standard for the precise determination of physical coordinates worldwide. Accordingly, this study focuses on the strategy for the realisation of the IHRS; i.e. the establishment of the International Height Reference Frame (IHRF). Four main aspects are considered: (1) methods for the determination of IHRF physical coordinates; (2) standards and conventions needed to ensure consistency between the definition and the realisation of the reference system; (3) criteria for the IHRF reference network design and station selection; and (4) operational infrastructure to guarantee a reliable and long-term sustainability of the IHRF. A highlight of this work is the evaluation of different approaches for the determination and accuracy assessment of IHRF coordinates based on the existing resources, namely (1) global gravity models of high resolution, (2) precise regional gravity field modelling, and (3) vertical datum unification of the local height systems into the IHRF. After a detailed discussion of the advantages, current limitations, and possibilities of improvement in the coordinate determination using these options, we define a strategy for the establishment of the IHRF including data requirements, a set of minimum standards/conventions for the determination of potential coordinates, a first IHRF reference network configuration, and a proposal to create a component of the International Gravity Field Service (IGFS) dedicated to the maintenance and servicing of the IHRS/IHRF.

The existence of multiple solutions to an attitude determination problem impacts the design of estimation schemes, potentially increasing the errors by a significant value. It is therefore essential to identify such cases in any attitude problem. In this paper, the cases where multiple attitudes satisfy all constraints of a three-vehicle heterogeneous formation are identified. In the formation considered herein, the vehicles measure inertial references and relative line-of-sight vectors. Nonetheless, the line of sight between two elements of the formation is restricted, and these elements are denoted as deputies. The attitude determination problem is characterized relative to the number of solutions associated with each configuration of the formation. There are degenerate and ambiguous configurations that result in infinite or exactly two solutions, respectively. Otherwise, the problem has a unique solution. The degenerate configurations require some collinearity between independent measurements, whereas the ambiguous configurations result from symmetries in the formation measurements. The conditions which define all such configurations are determined in this work. Furthermore, the ambiguous subset of configurations is geometrically interpreted resorting to the planes defined by specific measurements. This subset is also shown to be a zero-measure subset of all possible configurations. Finally, a maneuver is simulated to illustrate and validate the conclusions. As a result of this analysis, it is concluded that, in general, the problem has one attitude solution. Nonetheless, there are configurations with two or infinite solutions, which are identified in this work.

This article examines fiscal State aids and the selectivity condition. Assessing the selectivity is relatively complex in tax matters since it involves the analysis of the general tax system in which the regime under review applies. The focus of this article is on the selectivity analysis and the analysis of the general tax system i.e. the determination of the relevant reference framework. The definition of the relevant reference framework is still open to various interpretations despite the fact that the European Court of Justice has examined selectivity issues in several cases in the 2000s. The Gibraltar judgement has materially broadened the interpretation of the selectivity condition and the application of Article 107(1) TFEU. The Heitkamp BauHolding judgment confirms the interpretation adopted in the Gibraltar judgement, but also defines the scope of Article 107(1) TFEU in more detail. Yet the offset of the selectivity assessment i.e. the determination of the relevant reference system is still receptive to various interpretations.

<p>The Gravity Recovery and Climate Experiment Follow-On (GRACE-FO), launched in May 2018, provides invaluable information about mass change in the Earth system, continuing the legacy of GRACE. Fundamental requirements for successful mass change recovery are precise orbit determination and inter-satellite ranging, determination of the relative clock alignment of the ultra-stable oscillators (USOs), precise attitude determination, and accelerometry. NASA/Caltech Jet Propulsion Laboratory is the official Level-1 data processing and analysis center, and is currently processing software version 04. Here we present analysis of the aforementioned GRACE-FO sensor data, as well a preview of an upcoming GRACE reprocessing, and a discussion of measurement performance.</p>
