This chapter concerns how Congress deals with bureaucratic power. Much of today's federal bureaucracy can trace its origins to Franklin D. Roosevelt's New Deal. Under FDR's leadership, the federal government began to take responsibility for management of the economy, provision of social services, protection of the public's health, maintenance of employment opportunities, promotion of social equality, protection of the environment, and a host of other tasks. As the government's responsibilities and ambitions grew, Congress assigned more and more complex tasks to the agencies of the executive branch, which sometimes were only too happy to expand their own power and autonomy. Executive agencies came to be tasked with the responsibility for analyzing and acting upon economic data; assessing the environmental impact of programs and projects; responding to fluctuations in the labor market; safeguarding the food supply; regulating the stock market; supervising telecommunications and air, sea, and land transport; and, in recent years, protecting the nation from terrorist plots.

This chapter examines how the landscape of American broadcasting in the second half of the twentieth century evolved from a situation in which values of liberal independence acted as a front for the sway of network corporations to one in which the incremental fragmentation of the increasingly global media market posed a challenge to the rhetoric of national space. It considers how the spatial dynamics inherent within American culture have been represented in American writers such as Toni Morrison, Philip Roth, and Don DeLillo, and contrasts this with the perspectives of a younger generation, in particular those of David Foster Wallace and Dave Eggers. It explains how the “Voice of America” (VOA), the official radio and television service of the U.S. federal government, became “the nation's ideological arm of anti-communism,” while the minds of supposedly free-thinking citizens at home were also shaped surreptitiously by the new power of electronic media.

This paper examines literacy as it affects Space Technology in Nigeria. The place of digital technology enables a proper understanding of literacy in Nigeria. The paper is divided into four parts. The first section redefines literacy in order to understand the possibilities of meanings based on the perceptions of James (1984), Onukaogu (2008), Arua (2009) and Ajayi (2009) that conceptualize the complex nature of literacy and its indispensability. The second part visualizes the role played by literacy in educating technological advancement in Nigeria, bearing in mind that in 1999, the Federal Government of Nigeria approved the Nigerian Space Policy and the implementation of the space program. The third section underscores the socio-economic relevance of literacy in enhancing global space technology for Nigeria while the fourth section relates Ajayi’s (2009) projection in a meta-critical manner, so that Nigeria can become a world power. The theoretical framework for this paper is the “Transformational Theory”. The theory opines that “learning occurs as a result of transformation of participation in culturally valued activities” such as space technology. The paper emphasizes practical findings to stimulate excellence and literacy relevance in science and technology.

This section introduces the topic by explaining the role that structure plays in protecting liberty and property rights. As illustrations, it explains how federalism offers a role for states and the national government to play in addressing pandemics, race discrimination, and criminal law. It explains how the states and federal government have adopted increasingly different forms of government over time. It then introduces the parts. Part I deals with the judicial branch. The second part of the book looks at current issues facing the executive branch in the state and federal systems. The third part of the book deals with the legislative branch. The fourth part of the book, all in Chapter 9, takes vertical separation of powers one step further: federalism within federalism. The fifth part of the book, all in Chapter 10, addresses the ultimate recourse of liberty: the freedom to change our fifty-one constitutions.

During the Obama administration, the White House Office of Management and Budget’s (OMB) leadership helped to initiate and cement evidence-based policymaking reforms across the federal government, particularly in social services programs. Notable accomplishments were in the design of outcome-focused programs that use and build evidence, the strengthening of agency evaluation capacity, and interagency data-linkage projects to harness administrative data. Here, I review those accomplishments and catalog the key assets and tactics that OMB used to help federal agencies increase their use of evidence and innovation. I also assess the shortcomings and limitations of the Obama-era OMB approach and draw conclusions about what could be done in the current or a future administration to further advance evidence-based policymaking in the executive branch. Specifically, I propose that Congress and the administration should work to improve agency evaluation capacity, assess and report on agencies’ progress in using and building evidence, and establish an Intergovernmental Evidence and Innovation Council.


Significance Some hard-right members of the Republican congressional caucus argue that allowing federal spending to lapse and threatening a government shutdown could force legislators to approve steep cuts to the federal bureaucracy. As congressional factions, leaders and President Donald Trump’s administration weigh in on government spending, debates about the appropriate scope of federal agencies and programmes are likely to feature prominently. Impacts Costly entitlement programmes are unlikely to be targeted for cuts owing to their popularity. Congressional allies of USAID will block Trump’s plan to consolidate it into the State Department. Empty executive branch-appointed positions will hinder the effective functioning of the federal government. The proposed abolition of the state and local tax deduction for federal taxes will place pressure on sub-national government programmes.
