To date, much of the work published on the problems of plant construction has been restricted to either determining the timing of the building, or forming static location—allocation models, with little attempt to combine the spatial and temporal aspects into one solution. By construction of a taxonomic tree, this paper demonstrates that the capacity expansion and the location—allocation solutions are just the simplest instances of a whole class of models. Formulation of these various possibilities is undertaken and it is shown that a fully integrated spatio—temporal plant-construction model can be derived, at least at the theoretical level. Although the derivations are in the form of deterministic programming models, the concluding section of the paper suggests possible ways in which these might be reformulated to allow for the fact that most planning takes place in an uncertain environment.

This note examines a previously published model for dynamic location—allocation analysis. The usefulness of this model is enhanced by reformulating the problem as an operational zero-one, mixed-integer program while retaining the intent of the original version.

Agricultural  development  program  in  Indonesia  is  the  part  of  economic development.  Papua  Province  in  the  economic  sector,  the  agriculture  sector  is  the very important role in supporting economic growth in the region. This study aims to analyze  the  basic  sector  and  basic  sub-sector  of  agriculture,  analyze  the  position sector  and  the  agriculture  sector  in  the  future,  and  the  determinants  of  changes  in positions on regional economic growth based on the calculation of the GDP Keerom district  and  Papua  province  in  2008-2011.The  study  used  secondary  data  over  a period of four years. The analysis  method used is Location Quotient (LQ), Dynamic Location  Quotient  (DLQ),  and  Total  Shift  Share  (TSS).  The  analysis  LQ  show  that agriculture  sector  is  the  basic  sector  in  the  economy  Keerom. While  the  agriculture sector  as  the  sub-sector  basis  (leading  sector) is plantation,  animal  husbandry,  and forestry. The combined method of LQ and DLQ, show that agriculture sector is still the sector basis in the future. The results of the analysis TSS is known that the deciding factor  position  change  on  plantations  and  fishing  sub-sector  is  the  location  factor, while the determining factor position change on the livestock sector is the factor of of economic structure.

This research aims at determining the sectors, which have regional superiority in Wonogiri, as the consequence of the implementation of Regulation 22/1999 and 25/1999. Furthermore, it also finds out determinant factors, which cause positioning, and repositioning these sectors.LQ (Location Quotion) and DLQ (Dynamic Location Quotion) are used to determine superior sectors, and to identify determinant factors causing positioning and repositioning superior sectors, SSA (Shift Share Analysis) is used on this research. The result of this research indicates that statically, superior sectors in Wonogiri are: Agriculture; transport and communication ; Services; and Financial, ownership and business services. The sectors which are hoped to become superior in the next time are: Financial, ownership and business services; Agriculture; and Services. Positioning and repositioning superior sectors in Wonogiri are caused by Location superiority.
