Abstract. Internet becomes critical infrastructure in the distribution of information. The information is used for decision making and ensure the success of human activities. However, the distribution of information in rural Indonesia is inconvenient, because the digital communication infrastructure (internet) doesn’t cover all areas in Indonesia. This problem causes the digital divide in Indonesia. This study proposes communications infrastructure and data transfer mechanism or media sharing that can be applied to a variety of rural areas conditions in Indonesia, which has limited communications infrastructure. The approach is to build low power digital carrier devices in the form of minicomputer and utilize Delay or Disruptions Tolerant Network (DTN) architecture. Testing results in the digital carrier node show that the data is successfully delivered. Keywords: Rural Area, Mini-PC, Delay Tolerant Network

Drones are frequently used for the delivery of materials or other goods, and to facilitate the capture and transmission of data. Moreover, drone networks have gained significant interest in a number of scenarios, such as in quarantined or isolated areas, following technical damage due to a disaster, or in non-urbanized areas without communication infrastructure. In this context, we propose a network of drones that are able to fly on a map covered by regular polygons, with a well-established mobility schedule, to carry and transfer data. Two means exist to equidistantly cover an area with points, namely, grouping the points into equilateral triangles or squares. In this study, a network of drones that fly in an aerial area divided into squares was proposed and investigated. This network was compared with the case in which the area is divided into equilateral triangles. The cost of the square drone network was lower than that of the triangular network with the same cell length, but the efficiency factors were better for the latter. Two situations related to increasing the drone autonomy using drone charging or battery changing stations were analyzed. This study proposed a Delay Tolerant Network (DTN) to optimize the transmission of data. Multiple simulation studies based on experimental flight tests were performed using the proposed algorithm versus five traditional DTN methods. A light Wi-Fi Arduino development board was used for the data transfer between drones and stations using delivery protocols. The efficiency of data transmission using single-copy and multiple-copy algorithms was analyzed. Simulation results showed a better performance of the proposed Time-Dependent Drone (TD-Drone) Dijkstra algorithm compared with the Epidemic, Spray and Wait, PRoPHET, MaxProp, and MaxDelivery routing protocols.

A limited number of studies in the scientific literature discuss the “Build-Back-Better” (BBB) critical infrastructure (CI) concept. Investigations of its operational aspects and its efficient implementation are even rarer. The term “Better” in BBB is often confusing to practitioners and leads to unclear and non-uniform objectives for guiding accurate decision-making. In an attempt to fill these gaps, this study offers a conceptual analysis of BBB’s operational aspects by examining the term “Better”. In its methodological approach, this study evaluates the state of Saint-Martin’s CI before and after Hurricane Irma and, accordingly, reveals the indicators to assess during reconstruction projects. The proposed methods offer practitioners a guidance tool for planning efficient BBB CI projects or for evaluating ongoing programs through the established BBB evaluation grid. Key findings of the study offer insights and a new conceptual equation of the BBB CI by revealing the holistic and interdisciplinary connotations behind the term “Better” CI: “Build-Back-resilient”, “Build-Back-sustainable”, and “Build-Back-accessible to all and upgraded CI”. The proposed explanations can facilitate the efficient application of BBB for CI by operators, stakeholders, and practitioners and can help them to contextualize the term “Better” with respect to their area and its CI systems.

The Finnish National curriculum obligates teachers to give parents encouraging feedback about their children’s learning and development, the aim being to build a constructive relationship between homes and schools and to encourage close collaboration among all parties. Teachers in Finland nowadays use digital platforms that allow effective online communication. The frequency and quality of such communication vary a great deal. In particular, there seems to be a lack of clarity concerning the amount of encouraging feedback delivered in this way. The focus in this paper is on the extent to which Finnish parents (N = 1117) in both urban and rural areas are content with the amount of such feedback. We carried out a logistic regression analysis to predict parental contentment with the amount of encouraging messaging, with the pupil’s grade level, parental attitudes to digital communication, as well as parental educational level and gender as independent variables. In sum, parents who were less highly educated, with a neutral-to-positive attitude to digital communication and with a child in lower secondary school were most likely to be content with the amount of communication. These results have both research and practical implications in terms of enhancing the understanding of how best to deliver encouraging digital feedback between homes and schools. Furthermore, it seems that teacher education should focus on communicative competence early on. The current study completes our three-part series of studies on digital home–school communication in Finland.
