In order to promote the development of crisis management in large-scale public buildings, to make solutions for the insufficient crisis management ,poor implementation and other issues. Crisis strategy evaluation system of large public buildings is proposed through the use of literature research and coding method from the perspective of their own. Three dimensions of 16 evaluations are proposed ,including basic security strategy, risk strategy of emergency response, recovery strategy in the hole life cycle of crisis management. In this section, the research and the calculation method are given, and to determine the index weight by expert investigation method. In order to make clear our strengths and weaknesses when facing emergencies through scientific and reasonable evaluation of current crisis management evaluation strategy. Such is so helpful to improve the theory of crisis management of large public buildings in the application and optimizing risk management, and so is to provid a more complete and effective decision basis for the crisis management strategy of large public buildings when facing emergencies.

The knowledge of the materials’ mechanical properties is a preliminary and important step in the seismic vulnerability assessment of existing buildings. In RC structures, the compressive strength of concrete can have a crucial role on the seismic performance and is usually difficult to estimate. Major seismic codes prescribe that concrete strength has to be determined essentially from in-situ and laboratory tests. In some cases such estimation can be complemented by default values in accordance to standards at the time of construction, therefore analysing the actual concrete properties typically found in RC existing buildings realized in different periods can make available useful data. To this end, in this paper attention has been addressed to public buildings, namely schools and hospitals. A large database made up of about 1500 test results on concrete cores extracted from about 300 RC public buildings located in Basilicata region (Italy), has been prepared and analysed. The relationships between the actual strength values (mean and dispersion) and the construction period of buildings have been studied. Theoretical distributions to approximate the discrete distributions of strength values in different construction periods have been determined, thus providing relevant data for the structural assessment of individual buildings and, especially, for large scale vulnerability evaluations.

Greywater (GW) can be an important resource for urban water consumption, replacing potable water for purposes that do not require drinking water quality. If applied on a large scale, this practice will reduce the potable water demand and the wastewater produced in urban areas, minimizing the negative impacts and costs of water extraction and wastewater treatment. A correct characterization of GW is important to assess its potential for a direct reuse or, if not possible, to make a correct definition of a feasible and cost-effective treatment system. This article aims to contribute to the characterization of GW produced in washbasins and showers in domestic and public buildings. A compilation of several works on GW collection and sampling produced by the authors is presented. Samples were taken from GW produced in showers and washbasins in households, changing rooms and in a restaurant. Results are compared with values presented in similar studies and compared with standards and guidelines published in different countries.

- The "mega structure" just refers to itself and its dimensions are simply related to the relationship between economical and technological issues, while its vitality is supported by mobility flows. The large scale, both on the physical and on the conceptual side, asks to reflect about the traditional paradigms of urban and architectural design, but most of all about the new relationship occurring between planning strategies and architecture. Large size buildings are mainly located in the urban sprawl areas, with efficient infrastructures and weak urban fabric, where integration is quite difficult. Mega structures have always existed - monuments, public buildings or infrastructures - as every culture has raised its own monuments as a demonstration of power through an impressive possibility of dominion on nature, a continuous challenge of man.

Проанализирована актуальность строительства объектов культурно-массового назначения. Описана целесообразность проектирования многофункциональных трансформируемых помещений для общественных зданий. Приведены достоинства и недостатки применения рециркуляции воздуха как способа энергосбережения. Акцентировано внимание на поддержании чистоты воздуха в помещении и способах борьбы с бактериями и вирусами в приточном воздухе. Предложена схема многозональной общеобменной вентиляции воздуха без рециркуляции с блокированием кондиционеров для взаимозаменяемости с целью обеспечения микроклимата в многофункциональных помещениях общественных зданий. Описана последовательность работы системы вентиляции в теплый и холодный период года. Разработана система рекуперации с промежуточным холодоносителем для теплого периода года. Приведено описание работы установки кондиционирования воздуха. На примере реально существующего объекта выполнено численное исследование режимов работы системы вентиляции с рекуперацией теплоты и холода для трансформируемого помещения. Построен график для определения граничных условий работы рекуператора исходя из соотношения между интенсивностью теплообмена за счёт конвекции и интенсивностью теплообмена за счёт теплопроводности. При различных наружных температурах воздуха и расчетных температурах уходящего воздуха построены графики определения оптимальных параметров температуры воздуха на входе в утилизатор при оптимальных значениях водяного эквивалента . Выявлены и описаны режимы работы кондиционеров с теплоутилизатором в теплый период года, работающих в составе многозональной общеобменной вентиляции воздуха с блокированием кондиционеров для взаимозаменяемости. В ходе численного исследования выявлено, что наибольшая энергоэффективность системы вентиляции с рекуператором будет достигнута при принятии в качестве оптимального значения водяного эквивалента W = 3. We analyzed the relevance of cultural facilities construction. As well, we described the expediency of designing multifunctional transformable spaces for public buildings. Moreover we presented advantages and disadvantages of using air recirculation as a method of energy saving. A special attention is focused on maintaining indoor air clean and on various ways of combatting bacteria and viruses in the intake air. We offered a scheme of multi-zone forced air ventilation without recirculation with blocking air conditioners for interchangeability in order to provide a microclimate in multifunctional spaces of public buildings. We described the sequence of operations in the ventilation system in warm and cold seasons. We also developed a recuperation system with an intermediate refrigerant for warm seasons. The article presents a detailed description of the air conditioning unit operation. We carried out a numerical study of the operating modes of the ventilation system with heat and cold recovery for transformable spaces on the example of a real-existing facility. We show a graph to determine the boundary conditions of the recuperator operation based on the ratio between the intensity of heat transfer due to convection and the intensity of heat transfer due to thermal conductivity. At various outside air temperatures and design temperatures of the outgoing air, we created some graphs for determining the optimal parameters of the air temperature at the inlet to the heat exchanger at the optimal values of the water equivalent. We identified and described several modes of operation of air conditioners with a heat exchanger in warm seasons, operating as part of a multi-zone forced air ventilation with blocking air conditioners for interchangeability. In the course of a numerical study, it was revealed that the highest energy efficiency of a ventilation system with a recuperator could be achieved when the water equivalent value W = 3 is taken as the optimal value.

Fatal fire disasters in commercial and hotel buildings and social effort not to repeat disasters from the 1930s to the beginning of the 21st Century in Japan are reviewed to verify what have been learnt from fire disasters in modern public buildings. Shirokiya Department fire in 1932, Japan's first significant fatal fire in commercial building, evoked social awareness of fire safety in high-rise buildings, and led to the requirements for general framework for the limitation of fire damage in large scale building such as fire separation for the restriction of damaged area, protected escape staircases, and sprinklers. However, procrastination in introducing smoke control and floor-to-floor fire and smoke separation is believed to have become a background for the frequent fatal fires in public buildings in the 1960s. Experience of fatal fires in hotel buildings from the 1960s to the mid-1980s led to the introduction of labeling of fire safety and qualification of fire safety manager for hotels, which became the main background for exterminating fatal hotel fires.

Purpose The purpose of this paper is to investigate a survey on critical success factor for the maintenance of local public buildings and how reported score values and factor rankings depend on characteristics (contingencies) of the local governments that participated. Design/methodology/approach The authors use data from a large-scale survey of Norwegian local governments that covered 66 per cent of all local governments and 80 per cent of the population. The authors combine these data with contingent information from public registers on demographics, fiscal, political and geographical characteristics. The authors run regressions to determine whether contingencies affect survey results. They further study how score values vary with a key contingent factor. Findings The main result of this paper is that the reported importance of critical success factors is contingent on local government population levels. A comparison of importance rankings based on population quartiles shows that ranking orders change, both between quartiles and from the overall ranking, and that certain factors show systematic changes. Further, the authors find that when controlling for sampling error, groups of factors should be considered as equally important. This result holds both for the full sample ranking and for rankings within population quartiles. Originality/value The results of this paper have implications for all survey-based investigations of critical success factors where contingent information on respondents are available. Contingencies need to be taken into consideration, both when assessing rankings according to some criteria and when comparing actual score values.
