Natural disasters, including earthquakes, Tsunamis, floods, hurricanes, and volcanic eruptions, have caused tremendous harm and continue to threaten millions of humans and various infrastructure capabilities each year. In their efforts to take countermeasures against the threats posed by future natural disasters, the United Nations formulated the “Hyogo Framework for Action”, which aims at assessing and reducing risk. This framework and a global review of disaster reduction initiatives of the United Nations acknowledge the need for information systems research contributions in addressing major challenges of natural disaster management. In this paper, the authors provide a review of the literature with regard to how information systems research has addressed risk assessment and reduction in natural disaster management. Based on the review the authors identify research gaps that are centered around the need for acquiring general knowledge on how to design IS artifacts for risk assessment and reduction. In order to close these gaps in further research, the authors develop a research agenda that follows the IS design science paradigm.

<p>ABSTRACT<br />BPBD Denpasar City is an institution that has the duty to coordinate disaster management among other agencies / work units in the Denpasar City area. The flow of information on the disaster that has occurred at this time has been informed on the BPBD website so that people can find out information related to the disaster in the area of Denpasar City. However, in the delivery of such information it is still reported in general and has not been reported in more detail, for example the location of the disaster site. Every new disaster is reported to be expected to provide information to officers so that it can accelerate the coordination process. Another problem is the recapitulation process of events that occur every year that have difficulties in data collection. The disaster management system build to help related parties, namely the Denpasar City BPBD in managing disaster data and displaying information about events in detail to the public. The system can display important announcements to the public and access to view disaster data recapitulation. System testing uses the blackbox method to ensure functionality is running well. The results of the study indicate the system has been successfully developed in managing disaster data.<br />Keywords : Information Systems, Disaster Mitigation, Web<br />ABSTRAK<br />BPBD Kota Denpasar merupakan sebuah lembaga yang memiliki tugas untuk mengkoordinasikan penanggulangan bencana diantara dinas/satuan kerja lain yang berada di wilayah Kota Denpasar. Alur penyampaian informasi bencana yang terjadi saat ini sudah diinformasikan pada website BPBD sehingga masyarakat dapat mengetahui informasi terkait dengan bencana di daerah Kota Denpasar. Namun dalam penyampaian informasi tersebut masih dilaporkan secara umum dan belum dilaporkan secara lebih terperinci misalkan letak dari lokasi bencana. Setiap adanya bencana yang baru dilaporkan diharapkan dapat memberikan informasi pada petugas sehingga dapat mempercepat proses koordinasi. Permasalahan lainnya adalah proses rekapitulasi kejadian yang terjadi setiap tahunnya yang mengalami kesulitan dalam pendataan. Sistem manajemen pengelolaan bencana dibangun untuk membantu pihak terkait yaitu BPBD Kota Denpasar dalam pengelolaan data bencana dan menampilkan informasi mengenai kejadian secara detail kepada masyarakat. Sistem dapat menampilkan pengumuman penting kepada masyarakat dan akses untuk melihat rekapitulasi data bencana. Pengujian sistem menggunakan metode blackbox untuk memastikan fungsionalitas berjalan dengan baik. Hasil dari penelitian menunjukkan sistem telah berhasil dikembangkan dalam melakukan pengelolaan data bencana.<br />Kata Kunci : Sistem Informasi, Mitigasi Bencana, Web</p>

Jawa Barat merupakan wilayah rentan kejadian bencana. Kabupaten Ciamis merupakan daerah yang mempunyai tingkat kerawanan cukup tinggi terhadap kejadian bencana alam tanah longsor dan banjir berdasarkan pemetaan secara global 2012-2029. Namun demikian, penanganan bencana belum tertangani secara optimal. Penanganan korban pada kondisi bencana belum tertangani dengan baik karena minimnya koordinasi, data layanan kesehatan yang tidak memadai sehingga menyebabkan tidak tertanganinya korban akibat bencana. Penggunaan sistem informasi dalam penanganan bencana sangat diperlukan khususnya untuk aspek layanan kesehatan. Tujuan penelitian ini terbentuknya sistem informasi kesehatan khususnya dalam penanganan bencana di Kabupaten Ciamis untuk memudahkan dalam koordinasi penanganan korban dimulai dari lokasi bencana, evakuasi dan transportasi korban ke tempat layanan kesehatan yang sangat tergantung dari kondisi korban, sarana dan prasarana fasilitas kesehatan, logistik yang dibutuhkan, jarak dan waktu tempuh ke tempat layanan kesehatan, serta sumber daya manusia di tempat layanan kesehatan. Penelitian menggunakan metode riset terapan, menggunakan sistem informasi geografis (SIG) dengan perangkat lunak arcgis. Hasil penelitian ini yaitu terbentuknya prototipe sistem informasi kesehatan di Kabupaten Ciamis yang diberi nama “Sistem Informasi Bencana Padjadjaran (SIMBARAN)” berisi elemen kesehatan yang diperlukan selama bencana meliputi layanan kesehatan terdekat di sekitar kejadian, sumber daya manusia yang tersedia, saranan prasarana, penanggung jawab program dan sistem rujukan sehingga memudahkan dalam koordinasi penanganan korban yang nantinya diharapkan dapat menurunkan angka kematian korban akibat bencana ataupun kejadian kecelakaan lainnya. Direkomendasikan agar setiap kabupaten di wilayah Jawa Barat memiliki model Sistem Informasi Bencana karena wilayah Jawa Barat yang rentan terhadap kejadian bencana.Kata kunci: Aspek kesehatan, mitigasi, sistem informasi, “simbaran”. Disaster Mitigation Management use Information Technology in CiamisAbstractWest Java is one of region with susceptible disaster. Ciamis is an area that has a fairly high level of vulnerability to natural disasters as landslides and floods based mapping globally from 2012 to 2029. However, disaster management has not handled optimally. Handling of victims in the disaster condition is not handled properly due to lack of coordination, health services data is inadequate, causing no casualties from the disaster Settlement. Using of information systems in disaster management is indispensable, especially for health services aspects. The study purpose is establishment of health information systems, especially in disaster management in Ciamis to facilitate the coordination of the handling of victims starting from the disaster site, evacuation and transportation of victims to the health service that is highly depend on the condition of the victim, facilities and infrastructure of health facilities, logistics required, distance and time to the health service, and human resources in the health service. The research method applied research, using a geographic information system (GIS) software ArcGIS. The results of this study is the formation of a prototype health information system in Ciamis, named “Information System Disaster Padjadjaran (SIMBARAN)” contains the elements necessary health during disasters include the nearest health service in the vicinity of the incident, the human resources available, the proposition infrastructure, responsible program and a referral system to facilitate the coordination of the handling of victims who might be expected to decrease the death toll from the disaster or other accident scene. This study being recommended for each district in West Java has a Disaster Information System model because West Java region that is susceptible to disaster events.Keywords: Information systems, health aspects, mitigation, “simbaran”.

This study was conducted with the help of information and communications technology in the government's disaster safety management, which is promoting an intelligent government. We would like to suggest policy measures for the application of artificial intelligence (AI), also referred to as determinants. To this end, we review the government's disaster safety management and review the development and operation of AI. AI-based government disaster safety management is examined, showing databases according to disaster area, the infrastructure of information systems that are operated by institutions, and that the existing infrastructure operates on one disaster platform. Furthermore, this paper proposes the fostering of manpower and organizations for the operation of AI on the deployed infrastructure and platforms.
