The report provides an assessment of the innovation factor in the reindustrialisation of Eastern Siberia, based on data on R&D costs and the introduction of innovative products. The Krasnoyarsk Territory has the greatest innovative potential, followed by the Irkutsk Region. The terms of modernisation of industrial complexes in Krasnoyarsk and Irkutsk were compared on the basis of the triple helix model. This model formalises the interrelation of production with university education and the development of interaction between all parties of the innovation process. The leadership of the Krasnoyarsk Territory was confirmed by a more developed innovation infrastructure of universities that interact with local engineering and aerospace corporations. Industrial production of the Irkutsk oblast is more focused on the extraction of minerals and the production of primary processing goods due to its more eastern position and dependence on the needs of the Chinese market.

The aim of the article is to study the dynamics of innovations development, to identify the main problems of innovative activities development and to advance proposals for the incentive instruments formation. The main method of research is the systemic and structural approach, which makes it possible to organize the search for solving problems most effectively. Methods of comparative, functional analysis and classification are also used. The theoretical basis of the article is the conceptual provisions and scientific principles developed by domestic and foreign scientists on the innovative development of industrial enterprises, tools for their implementation. However, the problems associated with the development and implementation of an effective mechanism for applying the innovative development of industrial enterprises in the context of the need to intensify the inclusiveness of innovative processes remain unfinished. The importance and significance of these questions determined the choice of the topic of the article, setting of the purpose and objectives of the study. The article analyzes the status and dynamics of innovative activities of domestic enterprises. The main trends and problems of the enterprises’ innovative development in modern conditions of limited financing and reducing the foreign investment resources are revealed. The level of using various types of innovations by industrial enterprises is investigated and the peculiarities of cost sharing for innovative activities are determined. The condition analysis of innovative activities of Ukraine’s industrial enterprises is carried out, namely the ratio of innovative products sold, the ratio of enterprises engaged in innovative activities, the number of new technological processes introduction and the production development of new types of products by industrial enterprises, funding sources of innovative activities. The structural analysis of various instruments efficiency of innovations financing in the domestic market is carried out. Ukraine’s innovation infrastructure should be provided with adequate resources in the context of a modern international methodology to support innovative business, which will help to minimize and close this gap. The available resources and potential should be focused on supporting research, which is one of the foundations of innovation potential, and creating an effective infrastructure that will help to transform research results into a product suitable for commercialization. Programs should be introduced to support academic payouts, start-ups, or other means of commercial use of innovative investments. The exposure-response relationships of innovative development stagnation are revealed and the ways of optimization and elimination of imbalance are provided. The recommendations for improving the innovative activities of industrial enterprises are developed.

New and innovative products are drivers for successful and sustainable growth of companies. Only a continuous stream of innovations can defend established market segments and create new markets for the company. Especially for European companies, innovations offer the opportunity for differentiation against competitors and therewith help to consist the present cost pressure mainly coming from Asian countries. Thereby, innovation inherent risks regarding limited product success, longer development times and quality lacks threaten the success of the innovation process. With this paper, a new approach is introduced, which aims at the reduction of the risks in the innovation processes. This is realized by shifting the focus from a customer requirement driven innovation screening to a product portfolio based innovation approach. The idea is to identify innovation opportunities within existing portfolios to maximize the use of existing company capabilities.

The study is devoted to the development of the organizational and economic mechanism for activating the innovation process of regional economic systems using a system approach. The organizational and economic mechanism of the innovation process activation of regional innovation systems means an organic set of the innovation components that provide the innovation process, as well as a set of functions, forms, methods and levers of regulation to activate it to ensure sustainable development of regional economic systems. The general components of the organizational and economic mechanism of the innovation process activation are singled out, which include: economic, social, informational, international, financial and managerial components. As well as specific components of the organizational and economic mechanism of the innovation process activation, which include: scientists, enterprises and organizations, the innovation infrastructure, consumers of innovative products. The levers of influence of the organizational and economic mechanism, which are the levers of direct and indirect state and regional influence, are considered in detail. Direct and indirect methods of the organizational and economic mechanism of the innovation process activation, as well as functions of the organizational and economic mechanism are detailed, namely: planning, motivation, stimulation, organization, control. The visualization of the organizational and economic mechanism is developed. Successive stages of the implementation of the organizational and economic mechanism of the innovation process activation are offered. In accordance with the methodology of the system approach, a recurrent ratio of the organizational and economic mechanism of the innovation process activation is developed.

The definition of "innovative potential of a separate territory" is given. The components of the innovation system are defined - innovation potential, innovation infrastructure, innovation process. The content of the innovative development of territorial communities is revealed by ensuring the implementation of strategic priorities for the development of the territory using the information potential of the region. The characteristic features of the development and competitiveness of a territorial community are given, which help to identify a territorial community with an innovative type of development. The article deals with the management of sustainable development of the region in the context of information society. The necessity of information support of public administration is proved with the help of data of continuous monitoring of parameters of sustainable development.

The article deals with the theoretical and practical issues of innovation activity as a factor of economic development and its sustainability. It reveals that economic instability can affect the investment climate, as well as cause significant slowdown of the innovation process. It points out the differences in adaptation processes in regions, which are reflected in the pace and direction of innovation implementation. An assessment of the innovation potential of a resource-type region was carried out based on indicative method and a set of criteria which were divided into five groups. The groups are formed according to scientific, technical, personnel, financial and resulting components. The analysis revealed that the resulting component is in a pre-crisis state, which is determined by the small number of active enterprises introducing innovation technologies and a small share of innovative products. It was noted that the technical and personnel components are in a normal state, and the financial component is in the state of crisis. It was concluded that there exists a sufficiently high innovation potential in the basic sectors of the industrial region. The debatable results of any assessments of the innovation potential and its impact on the sustainability of socio-economic development are underlined.

With the basis that research is one of the most important internal sources for innovation, a new approach to create competence-cell-based production networks focused on research activities is presented. Thus, a research process, specific for competence-cell-based networks, is also described. In this process, which is subdivided in different phases, the competence-cells, as the smallest performance units, are temporarily linked in a production network. They cooperate to carry out industry-oriented applied research to generate new ideas or technologies to be used in innovative products. For this process, an approach for the non-hierarchical selection of the necessary competence cells is also introduced. This selection is accomplished by means of the innovation potential, which is based on parameters that evaluate nearly objectively the innovative capabilities of the competence cells.

The national innovation system is one of the main mechanisms for restructuring the Russian economy. The implementation of innovations, the active development of the science and technology industry creates the necessary conditions and prerequisites for the transition of the economy to its new technological structure, providing an innovative type of economic growth. In recent years, the literature has developed many approaches to the definition of the concept of “innovative potential”. Some authors consider this category as a set of resources and capabilities of the system to create and implement innovations. Others define innovative potential as a measure of the region’s readiness to create and promote innovations. The third group of authors treats innovation potential as a result of innovation activity, identifying in some way the concept of “innovation potential” and “innovation process”. This article discusses approaches to the definition of a comprehensive indicator of innovative potential. The assessment methods considered in this article allow to determine the level of innovative potential of an organizational system, to perform a comparative analysis of systems according to a generalized indicator of innovative potential and its components, and also to develop programs for the development of organizational systems taking into account the effective use of innovative system capabilities.

In today's market economy factors concerning knowledge, new technologies and innovative solutions are essential for economic development. However, the Polish economy, despite its high innovation potential compared to other European Union countries, is characterized by a very low level of innovativeness. Implementing this potential is conditioned with an appropriate economic policy of the state and rational approach to its resources and legal solutions. One of the possibilities of such an action is the use of public procurement instrument through which it is possible to more effectively create demand for innovative products and services. As shown by literature studies, the achievements of the subject literature associated with the creation of demand for innovations by public administration in Poland have been very modest. This gap is recognized the article and it attempts to build a model for assessing the innovativeness of these units. Network thinking methodology was used to build the model. As a result, after the identification of factors affecting the conduct of an innovative public procurement, a network of links was established between them and examined in terms of type, intensity and duration of exposure. Building a model according to the methodology, the opinions of experts have been used along with long-term observations conducted in the course of participation in all kinds of conferences and trainings. The model was also subjected to validation in two selected units.

Для достижения необходимого уровня конкурентоспособности экономики страны, развития национальной инновационной системы, требуется идентификация и актуализация факторов, оказывающих влияние на национальную инновационную систему, ее успешное функционирование. Из множества факторов, влияющих на инновационное развитие, необходимо выделить основные и второстепенные. В статье рассматриваются основные характеристики инновационного процесса, механизмы взаимодействия субъектов экономики и науки. Рассматриваются модели эндогенного роста и имитационного инновационного развития и интенсивного инновационного роста. При рассмотрении двух подходов к природе зарождения инновации: модель technology – push и модель market-pull, авторами выдвигается и подтверждается гипотеза о том, что фактором развития национальной инновационной системы является, прежде всего, реализация технологических инноваций. Авторами доказывается, что особое внимание необходимо уделить развитию научно-технической инновационной инфраструктуры. Развитие национальных инновационных систем может иметь секторальный характер: применение соответствующей экономической политики, стимулирующей развитие науки, технологий, инноваций в отдельных секторах экономики и кластерах, в которых под влиянием различных факторов сложились наиболее благоприятные условия для развития в сфере технологий. To achieve the required level of competitiveness of the country's economy, the development of a national innovation system, identification and updating of factors that influence the national innovation system and its successful functioning is required. Of the many factors affecting innovative development, it is necessary to distinguish the main and secondary. The article discusses the main characteristics of the innovation process, the mechanisms of interaction between economic entities and science. The models of endogenous growth and imitation innovative development and intensive innovative growth are considered. When considering two approaches to the nature of the origin of innovation: the technology-push model and the market-pull model, the authors put forward and confirm the hypothesis that the factor of development of the national innovation system is, first of all, the implementation of technological innovations. The authors prove that special attention should be paid to the development of scientific and technical innovation infrastructure. The development of national innovation systems can be of a sectoral nature: the application of appropriate economic policies that stimulate the development of science, technology, innovation in individual sectors of the economy and clusters, in which under the influence of various factors the most favorable conditions for development in the field of technology have developed.
