Policy formation and implementation have largely shifted from a top-down government-led process, to a collaborative governance approach characterised by complex and opaque partnerships, weakly steered by the state.  We use 36 interviews, undertaken in Toronto and Melbourne between 2015 and 2018, to assess procedural accountability in these two cities: the extent to which policy outputs developed through a partnership approach are fair, transparent, rational, and intentional.  We find that both cities fail the basics of procedural accountability, and that there is little shared understanding amongst key partners – local and provincial/state policymakers, non-profit and private sector housing providers, and philanthropic and private sector finance providers – about the definition and missing quantum of affordable housing, let alone a sense of how to move forward.

Este artigo pretende explorar a presença do setor privado na oferta da educação escolar no Brasil. Por meio de uma evolução histórico-cronológica baseada na legislação nacional referida na história da educação brasileira, pode-se apreender diferentes conceitos como o de concessão e o de autorização. E sob tais conceitos a iniciativa privada na educação escolar também se dividiu entre instituições com fins lucrativos e instituições sem fins lucrativos. De qualquer modo, salvo raras exceções, os conceitos de concessão e de autorização significam que tais instituições dependem do poder do Estado para os certificados e diplomas por elas emitidos tenham valor oficial.Palavras-chave: Educação Escolar Privada; Educação Privada e Concessão; Educação Privada e Autorização de funcionamento.This article intends to examine the presence of the private sector in the institutions of education in Brazil. Through an evolution based as much as in the historical evolution and in the national legislation of brazilian education, it is possible to apprehend diferent conceptions as concession and authorization. And under such conceptions  the free enterprise in the education also is divided between free enterprises with profit-making purpose and free enterprises with non-profit purpose. In such a way, except scarce situations, the concepts of concession and authorization mean that such institutions depend of the State´s power to obtain official value to the certificates and the degrees issued.Key-words: Private education; Private Education and Concession; Private Education and operating authorization.

Non-profit organizations carry out activities that the state either does not want to perform or does not take responsibilities for them due to financial reasons, and the private sector is not interested in them. Specific features of such kind organizations is the fact that their performance is mostly depended on the work of a man – a volunteer, so a human capital is their integral part. Volunteering is a multidimensional phenomenon. It is an important part of the society and its future development. The context of volunteering has changed in last years, because social trends as globalization, technological development, changes in demography, emergence of postmodern values, and changes in families and work change people´s attitudes toward volunteering. In order a volunteer could realize his own personality and belief in volunteering activities and simultaneously participate in meeting goals of an organization, it is essential that all elements of management (organizing, managing, control, evaluating) are carried out effectively and have a meaning. To achieve this point, it is needed to know reasons, why people do volunteering that does not have only motivational sense, but also strategic one. Identifying motifs is therefore broader than just meeting needs and their knowledge is an essential factor for the effective functioning of non-profit organizations regardless of fields of their operation.

This article explores some impacts of relationships between the third sector, the state and the market on the non-profit sector workforce in Reading, England. We argue that: the growth of state influence has brought forth paid and unpaid workers to represent the sector to the state; in most non-profit organisations paid workers create the conditions for unpaid work. For a minority the opposite is true; labour in the non-profit sector is influenced by competition from the private sector for workers and ‘clients’; workers’ paid work, family commitments and market services limit volunteering, especially for what we term ‘lifestage’ volunteers.

There are three explanations in the literature for Hong Kong embarking upon the state provision of housing in 1954. One explanation sees this provision as an inevitable response to the inability of the private sector to provide affordable housing for the influx of immigrants after 1945. The second interprets it as support for the property development industry, rather than for public welfare. The third explanation traces the intervention to the need to reproduce labour power, All three explanations may be criticized for faulty reasoning and for misinterpreting the historical background of the involvement. An argument is made for more attention to the autonomy, although limited, of the state and to the actual and potential resistance of squatters in producing the outcome of squatter resettlement and not just squatter clearance.

With the enactment of the Education System Act no 20 of 2003 (better known as the Sisdiknas Act), the State has determined that educational institutions should have a legal umbrella in the form of a legal entity, or better known as the Legal Entity Education. As a non-profit organization, the Foundation is the right legal entity that becomes a place for educational institutions, especially private schools. Therefore, of course, Notary has a very crucial role in making notary deed in the form of establishment and deed of change, such as example how in making the right basic budget and not multi interpresatasi for stake holders in the foundation. The provision of water services has traditionally been considered a responsibility of the state. During the late 1980s, the private sector emerged as a key actor in the provision of public services. Mexico City was no exception to this trend and public authorities awarded service contracts to four private consortia in 1993. Through consideration of this case study, two main questions arise: First, why do public authorities establish partnerships with the private sector? Second, what are the implications of these partnerships for water governance? This article focuses, on the one hand, on the conceptual debate of water as a public and/or private good, while identifying new trends and strategies carried out by private operators. On the other hand, it analyzes the role of the state and its relationships with other actors through a governance model characterized by partnerships and multilevel networks.Spanish La provisión del servicio del agua ha sido tradicionalmente considerada como una responsabilidad del Estado. A finales de la década de 1980, el sector privado emerge como un actor clave en el suministro de servicios públicos. La ciudad de México no escapa a esta tendencia y en 1993 las autoridades públicas firman contratos de servicios con cuatro consorcios privados. A través de este estudio de caso, dos preguntas son planteadas: ¿Por qué las autoridades públicas establecen partenariados con el sector privado? ¿Cuáles son las implicaciones de dichos partenariados en la gobernanza del agua? Este artículo aborda por una parte, el debate conceptual del agua como bien público y/o privado, identificando nuevas tendencias y estrategias de los operadores privados. À la fin des années 1980, le secteur privé est apparu comme un acteur clé dans la fourniture de certains services publics. La ville de Mexico n'a pas échappé à cette tendance et en 1993, les autorités publiques ont signé des contrats de services avec quatre consortiums privés. À travers cette étude de cas, nous nous interrogerons sur deux aspects : pourquoi les autorités publiques établissentelles des partenariats avec le secteur privé ? Quelles sont les implications de ces partenariats sur la gouvernance de l'eau ? Cet article s'intéresse, d'une part, au débat conceptuel sur l'eau en tant que bien public et/ou privé, en identifiant les tendances nouvelles et les stratégies menées par les opérateurs privés. D'autre part y sont analysés le rôle de l'État et ses relations avec d'autres acteurs à travers un modèle de gouvernance, défini en termes de partenariats, et des réseaux multi-niveaux.

Since 2004 and for the first time in the history of broadcasting in the region, a dozen Latin American countries have acknowledged community radio and television stations as legal providers of audiovisual communication services. In Argentina, a law passed in 2009 not only awarded legal recognition to the sector, it also provided a promotion mechanism for community media. In this respect, it was one of the most ambitious ones in the region. The driving question is: How relevant are public policies for the sustainability of community media in Argentina? The argument is: even though the sector of community media has developed and persisted for decades in illegal conditions imposed by the state, the legalization and promotion policies carried out by the state from the perspective of human rights in a context of extreme media ownership concentration have been critical to the growth and sustainability of non-profit media.
