Project finance in Russia: The status, international practices, and public-private partnership

Subject This article considers the issues related to project financing in Russia, its current status, foreign practices in this area, as well as in the context of public-private partnership. Objectives The article aims to explore the current state and development of project financing in Russia and foreign countries, analyze and identify risks, and consider trends in the further development of project financing. Methods For the study, I used the methods of comparative, logical, and statistical analyses, and graphical interpretation of information. Results The article defines project financing, identifies risks, and denotes trends in its global and domestic development. Conclusions and Relevance The introduction and application of public and market management models, or their combination, may be an incentive for further development of project financing. Today, the most promising direction is the use of project financing as a method of financing investment activities. The results of the study are theoretically relevant for further research into the financing of infrastructure projects in Russia.

The paper presents the legal status of existing public enterprises in Slovenia before and after the adoption of Public-Private Partnership Act, that demanded the reorganization of existing public enterprises in the period 2007-2009. The paper also presents the analysis of local public utilities delivery mechanisms in Slovenia, focusing on the local public utilities providers in the field of water and waste management. The aim of the paper is to introduce the changes in the legal status of existing public enterprises, caused by new legislation and also to give an insight into the current state of local public utilities providers in the field of water and waste management. The results confirm the fact that public enterprise is the most common organizational form of local public utilities providers in the field of water and waste management and lead to conclusion that in the reorganization process the majority of existing public enterprises retained the status of a public enterprise.

Анализу подвергается понимание государственно-частного партнерства в указанной сфере, рассматривается современное состояние общественных отношений, особенности нормативно-правового регулирования государственно-частного партнерства в связи с реализацией Транспортной стратегии Российской Федерации. Рассматриваются особенности регулирования отношений государственно-частного партнерства в иностранных государствах. The article is devoted to the main problems associated with the formation of state policy for the implementation of the mechanism of public-private partnership in the transport sector. The analysis examines the understanding of public-private partnership in this area, examines the current state of public relations, es- pecially the regulatory legal regulation of public-private partnership in connection with the implementation of the Transport Strategy of the Russian Federation. The features of the regulation of public-private partnership relations in foreign countries are considered.

The aim of the article is to study the best foreign practices and models of public-private partnership in the field of vocational and higher education, identify opportunities for their adaptation to Ukrainian realities and develop recommendations for productive use of foreign experience in this area. The theoretical significance of the article is that it is analyzed the semantic content of the basic concepts related to public-private partnership in the foreign scientific space; it is identified the prerequisites for the development of public-private partnership in vocational education abroad (at the national, institutional (vocational education institution), production (enterprise) levels; it is analyzed the challenges to vocational education and training in foreign countries which the public-private partnership is aimed to solve; criteria for typification of partnerships (number of participants, areas of partnership, integrated criterion «project financing — provision of educational services», integrated criterion «breadth of partnership and depth of interaction between partners», integrated criterion «degree of coordination of interaction — volume of investment») are identified; the author’s typology of partnerships in the field of education in foreign countries is substantiated.The practical significance of the article is that the authors developed recommendations for deepening public-private partnership in vocational and higher education institutions of Ukraine based on the study of foreign experience, suggested directions for its further development in Ukraine. It is determined that in the foreign conceptual and terminological field, in addition to the concept of «public-private partnership» uses a number of concepts (Private Finance Initiative, PFI) (UK), Service Provision Project (SPP) (Mexico), Alternative Financing and Procurement (Canada), Private Sector Participation (PSP) (World Bank). The common essential features of these concepts are singled out: cooperation of different stakeholders, complexity of the purpose, focus on the result, parity of responsibility, long-term nature of interaction, formality of relations. Criteria for distinguishing types of partnerships in foreign practice are proposed: number of participants, areas of partnership, integrated criterion «project financing — provision of educational services», integrated criterion «breadth of partnership and depth of interaction between partners», integrated criterion «degree of coordination of interaction — volume of investment». The peculiarities of the types of partnerships in vocational education, which were singled out on the basis of the criteria proposed by the authors, are characterized: bilateral and multilateral; infrastructure, private management of public institutions, outsourcing of educational services, outsourcing of non-educational services, innovation and research partnerships, vouchers and subsidies; private initiatives, sponsorship, mixed projects, government programs; broad partnership, in-depth partnership; liberal, solidarity, paternalistic, consortium types of partnerships. Based on the analysis of the best practices of public-private partnership, the probable effective directions of public-private partnership in the field of vocational and higher education in Ukraine were singled out: strengthening the participation of companies in the processes of professional training; outlining a clear and concise division of responsibilities in the partnership; development of national standards of vocational education; gradual introduction of elements of dual education; promoting the prestige of vocational education as an attractive alternative to academic education; facilitating the learning trajectory between vocational and higher education; forecasting skills. It was developed recommendations for the development of public-private partnership in the field of vocational and higher education in Ukraine in the context of: formalization of interaction (conclusion of agreements and memorandums of partnership), management of interaction (establishment of qualitative and quantitative indicators for monitoring the activities of private providers and vocational education institutions; periodic reviews of vocational education institutions to bring them in line with the standards set in the contract), development of partnership effectiveness (clear criteria for quality and effectiveness), technologicalization of interaction (in particular, use of algorithm of of interaction between vocational education institutions and partners for public-private interaction initiatives). The need to study such models of partnerships in the field of education as the Chambers of Commerce and Industry in Germany, the Sectoral Council for Industrial Training (Canada), centers of excellence in vocational education (Netherlands), industrial centers or clusters (Tuscany in Italy and Baden-Württemberg in Germany), the National Skill Development Corporation (India) was actualized.

The article is meant to analyze various strategies and models for the development of smart cities, as well as the concept of project financing of smart cities, proposed by Pietro Doran, one of the founding partners of the world’s first smart city built from scratch in South Korea — Songdo. The authors believe that Songdo’s financing model, based on P. Doran’s Project Model can be considered as an effective way to attract investment in greenfield projects for the development of «smart cities» in Russia on the basis of public-private partnership.

Dialogical Linguistics is considered to be an integral linguistic branch, claiming the status of a distinct «research program» and comprises such sections as follows: Linguistics of Dialogical Text, Linguistic Theory of Replication, Interactional Theory of Dialogue, General Theory of Dialogue. In the final part of the article, the principles of dialogical modeling of linguistic objects are being formulated.

The purpose of the study is to examine the features of innovative and investment development of vegetable growing. It is substantiated that innovative and investment activities are interrelated, their balanced combination is necessary for further development of the vegetable growing industry. Organizations that produce vegetables have been ranked. A conclusion is made about the need for innovative and investment development of the industry. The organizational and economic mechanism of the innovative and investment development of the industry is proposed, involving the use of public-private partnership, the involvement of industry associations and unions, the introduction of sectoral marketing, bringing the education system in line with the requirements of the innovation economy, the formation of clusters, the deepening of the specialization of organizations within the spatial organization of the country, and the development of infrastructure facilities. Basic innovations for introduction in vegetable growing are considered.

The growing interest to public-private partnership (hereinafter PPP) projects in the field of education in the conditions that lead to more intensive social and economic development of Russia is the basis for studying domestic and global historical experience in this issue. The article examines the main trends of the PPP development in education through the prism of historical retrospective. On the basis of the analysis of the historiography and modern scientific opinions in the study of the formation and development of PPP in the field of education, researchers formed their understanding regarding this issue in the historical past and in modern socio-economic space of Russia. The historical analysis allows determining the main milestones in the emergence and further development of various forms of interaction between the state, business and education. The conclusions, to which the authors came, allow identifying the main trends and characteristic features of public-private partnership in the sphere of education. The purpose is to define basic directions of the PPP development through the prism of historical retrospective and analysis of contemporary scientific opinions. Methodology of the work: retrospective, systemic and comparative methods were used in the paper. Results: the research of historical experience in the development of PPP in education in Russia was carried out. The latest scientific opinions regarding this issue were analyzed that allowed identifying current trends in the development of PPP in education.
