Subject. This article discusses the issues of development of cloud infrastructure in Russia and abroad, the advantages of cloud technologies, and forecasting their potential prospects. Objectives. The article aims to identify the features and potential problematic aspects of the development of cloud technologies in the modern Russian and foreign digital economies and predict the prospects for their advancement taking into account the post-pandemic development of world economies in 2020–2021. Methods. For the study, I used the methods of observation, generalization, and analysis. Results. The article describes the benefits of cloud infrastructure for the growth of global digital economies, as well as potential threats that impede the effectiveness of cloud technologies in Russia and abroad. Conclusions. The article concludes that it is necessary to further implement legislative initiatives in Russia that contribute to the high-quality storage of information and ensure its confidentiality in cloud storage.

Subject. This article discusses the issues related to the technological infrastructure of agriculture, improving the efficiency of energy resources, minimizing labor and material costs, and ensuring the continuity of the production process. Objectives. The article aims to study methods to improve the technological infrastructure of agricultural enterprises in the digital economy terms. Methods. For the study, we used the methods of comparison and classification. Results. The article describes patterns of development of technological processes in agriculture in the digital economy. Conclusions. The technical fitting-out of agriculture in the digital economy should be considered as a set of measures to prepare the industry for the production of high-quality products, which implies the use of digital technologies that minimize human participation in the production process.

The article is devoted to the topical issue of finding new effective and improving existing widespread compression methods in order to reduce computational complexity and improve the quality of image-renewable image compression images, is important for the introduction of cloud technologies. The article presents a problem To increase the efficiency of cloud storage, it is necessary to determine methods for reducing the information redundancy of digital images by fractal compression of video content, to make recommendations on the possibilities of applying these methods to solve various practical problems. The necessity of storing high-quality video information in new HDTV formats 2k, 4k, 8k in cloud storage to meet the existing needs of users has been substantiated. It is shown that when processing and transmitting high quality video information there is a problem of reducing the redundancy of video data (image compression) provided that the desired image quality is preserved, restored by the user. It has been shown that in cloud storage the emergence of such a problem is historically due to the contradiction between consumer requirements for image quality and the necessary volumes and ways to reduce redundancy of video data, which are transmitted over communication channels and processed in data center servers. The solution to this problem is traditionally rooted in the search for effective technologies for compressing, archiving and compressing video information. An analysis of video compression methods and digital video compression technology has been performed, which reduces the amount of data used to represent the video stream. Approaches to image compression in cloud storage under conditions of preservation or a slight reduction in the amount of data that provide the user with the specified quality of the restored image are shown. Classification of special compression methods without loss and with information loss is provided. Based on the analysis, it is concluded that it is advisable to use special methods of compression with loss of information to store high quality video information in the new formats HDTV 2k, 4k, 8k in cloud storage. The application of video image processing and their encoding and compression on the basis of fractal image compression is substantiated. Recommendations for the implementation of these methods are given.

At present, the digital economy, which takes information technology and data as the key elements, is booming and has become an important force in promoting the economic growth of various countries. In order to explore the current dynamic trend of China’s digital economy development and the impact of the digital economy on the high-quality economic development, this paper measures the digital economic development index of 30 cities in China from the three dimensions of digital infrastructure, digital industry, and digital integration, uses panel data of 30 cities in China from 2015 to 2019 to construct an econometric model for empirical analysis, and verifies the mediating effect of technological progress between the digital economy and high-quality economic development. The results show that (1) The development level of China’s digital economy is increasing year by year, that the growth of digital infrastructure is obvious, and that the development of the digital industry is relatively slow. (2) Digital infrastructure, digital industry and digital integration all have significant positive effects on regional total factor productivity, and the influence coefficients are 0.2452, 0.0773 and 0.3458 respectively. (3) Regarding the transmission mechanism from the digital economy to the high-quality economic development, the study finds that the mediating effect of technological progress is 0.1527, of which the mediating effect of technological progress in the eastern, northeast, central and western regions is 1.70%, 9.25%, 28.89% and 21.22% respectively. (4) From the perspective of spatial distribution, the development level of the digital economy in the eastern region is much higher than that in other non-eastern regions, and the development of digital economy in the eastern region has a higher marginal contribution rate to the improvement of the total factor productivity. This study can provide a theoretical basis and practical support for the government to formulate policies for the development of the digital economy.

This research focuses on factors that influence the competitive advantage of the sustainable digital economy. Digital economy helped to speed up the exchange of information flows which, in turn, impacted on the creation the new forms of business and socio-economic interactions. Such sectors as banking and finance or hospitality and services are all influenced by the advancements of the digital economy that include sharing economy or Blockchain technology and its related applications. In this article, we show that digital economy is more sustainable due to the fact that it requires less energy sources and can itself contribute to the formation of the green economy and the acceptance of the renewable energy. All these features constitute its competitive advantage that needs to be further supported and fostered. In addition, we discuss key strategies and the development of skills to adapt to a digital economy and provide an overview of high-quality training for high-tech workers. It was assumed that in future, people would be able to easily acquire new skills through vocational training and vocational training. However, the spread of digital technologies has changed the way we work and has increased the need for high-quality training for workers in a wide range of professions. To use such technologies effectively, workers in an increasing number of sectors and professions need both general and advanced ICT skills.

The cloud technologies are gaining boom in the field of information technology. But on the same side cloud computing sometimes results in failures. These failures demand more reliable frameworks with high availability of computers acting as nodes. The request made by the user is replicated and sent to various VMs. If one of the VMs fail, the other can respond to increase the reliability. A lot of research has been done and being carried out to suggest various schemes for fault tolerance thus increasing the reliability. Earlier schemes focus on only one way of dealing with faults but the scheme proposed by the the author in this paper presents an adaptive scheme that deals with the issues related to fault tolerance in various cloud infrastructure. The projected scheme uses adaptive behavior during the selection of replication and fine-grained checkpointing methods for attaining a reliable cloud infrastructure that can handle different client requirements. Similarly, with the ceaseless advancements in the device ecosystem and in the IT field, government-specific applications will flourish and be deployed and maintained in special cloud stores, platforms, and infrastructures to be found, bound, and used by any input/output devices for a variety of everyday personal and professional purposes. Smart, sustainable, intuitive, and citizen-aware services can be dynamically created from the ground up as well as orchestrated or choreographed out of multiple atomic and discrete software services. Such composite services are directly fulfilling government activities. Thus, clouds emerge as the most common and minimum requirement for not only producing and stocking services but also for hosting application platforms. Further, clouds facilitate provisioning and renting out their configurable and customizable assets on demand. Through self-service portals, the cloud usage is to pick up fast in the days to unfold. Digital economy is an important starting point for China’s high-quality economic development, which may have an impact on the level of industrial structure. This paper calculates the development level of digital economy by entropy weight method, selects the relevant data of 31 provinces and cities in China from 2012 to 2019, and uses the method of empirical test to analyze the impact of the development of digital economy on the upgrading of China’s industrial structure. The result shows that the development of digital economy can promote the upgrading of China’s overall industrial structure, which is significant at the level of 1%. Further research shows that the development of digital economy has regional heterogeneity on the upgrading of industrial structure in the eastern, central and western regions of China. The research of this paper has important practical significance for the high-quality development of China’s economy.

Relevance of the work is due to the increase of crimes committed with the use of cloud technologies and lack of scientific support and research methods of obtaining information located in the cloud storage. Currently, there is a significant increase in incidents committed using cloud technologies. Therefore, to obtain forensically important information from the cloud storage is an urgent task. The process of obtaining such information is a complex technical actions that require a lot of experience and time. The data obtained in this work, experts will optimize actions to improve the efficiency analysis of incidents in the area of ​​information security related to the use of cloud technologies, both through optimization of labor and time costs, and due to the quality of research results.
