Subject. The article investigates the fishing industry, its goals, targets, development trends, and structural changes. Objectives. The purpose is to develop tools to assess the magnitude and direction of structural changes in the fishing industry of the region and test it, using the Primorsky Krai case. Methods. The study employs methods of aggregation of information and creation of composite indices, expert assessments, and the hierarchy analysis technique. Results. We developed methods for quantitative assessment of the magnitude and directions of structural shifts in the fishing industry of the region. The paper includes the test results of these methods, using the fishing complex of the Primorsky Krai case. Conclusions. The developed methodological approach can be used to create tools for assessing the magnitude and direction of structural shifts in other cross-cutting sectors. Our detailed analysis of structural changes in the fishing industry of the Primorsky Krai shows serious problems in the material and technical base and in the implementation of investment and innovation processes in this area. To solve these problems, it is required to consolidate the resources and efforts of the State and the business, and to develop and implement an active structural policy in the fishing industry of the region.

The methodological approach and methodical problems of evaluation and mapping of biodiversity of mountain forest territory in Primorsky Krai (south of the Russian Far East) are considered. The complex evaluation of biodiversity is presented according to the scheme: (ecotopical environments → vegetation → animal population) ← fire-danger. It is proposed to compile the maps of ecotopical diversity on a basis of diversity index and contrast of relief characteristics, and the maps of geobotanical and zoological diversity — on a basis of spatial extrapolation of indexes relating biota to environmental conditions. The examples of construction of appropriate maps are given for Primorye Region.

Implicature is an implied meaning of speech that is conveyed indirectly by the speaker to the speech partner. This study aims to describe the conversational implications of herbal medicine traders in Prenduan traditional markets, Madura. This research used a pragmatic theoretical approach (implicature) and a descriptive qualitative methodological approach. The data collection technique of this study used the technique of listening, taking notes, and recording. The data analysis technique classified conversational implicatures based on the pragmatic theory approach. The results of the data analysis indicated that there were conversational implicature in the conversations of herbal medicine traders in Prenduan traditional market. Conversational implicatures are used, namely: prohibition, approval, refuse, command, request, assure, complaint, and report.

The benefits management methodology is a complementary analysis technique to traditional project management practices. It dynamically evaluates the benefits associated with the implementation of an information system (IS), including all phases from planning to monitoring, both during and after the implementation. This article presents a case study of the application of the Cranfield School of Management's benefits management technique as it is applied to an insurance company. It identifies and quantifies the underlying benefits of IS implementation, organizational and structural changes, and alignment with the organization's strategy. The data was collected through analysis of secondary documents and interviews with insurance company employees. The main contribution of this article is to demonstrate the versatility of the Cranfield School of Management's technique during the study of IS projects. It provides a graphical visualization of the dependencies between all elements of the network.

This article analyses the trends in greenhouse gas (GHG) emissions intensity over the period 1995–2009 in a mix of developing and developed economies that account for almost two-thirds of global emissions. From the accounting point of view, it distinguishes between the production-based emissions (PBEs) and consumption or demand-based emissions (DBEs). Several studies find that while PBEs in many developed economies during the last decades have stabilised, the DBEs are on the rise. Understanding the relative influence of various factors that have shaped the different patterns of emissions growth can provide us with important policy insights for controlling GHG emissions. The article undertakes a decomposition exercise to understand the variations/fluctuations in both PBEs and DBEs intensities due to changes in technology and changes in economic structure (i.e., composition of aggregate production and final consumption). The main findings of this article are that, over the period 1995–2009, technological change has been the key driver of emissions intensity improvements in both PBEs and DBEs. Emissions intensity improvements in consumption activities have been slower than production, particularly in EU 27. Structural changes or changes in the composition of aggregate production and demand have relatively smaller contribution in overall intensity improvement. Structural shifts in the economy have somewhat negatively contributed to emissions intensity improvements in Canada and China. In India, structural shifts in both production and consumption activities have contributed significantly to emissions intensity improvements. When taking account of trade, changes in the sources of imports have worked against overall emissions intensity improvements, particularly in the developed economies of Canada, European Union (EU 27) and USA, where imports from relatively emissions intensive sources have increased during the period. In the face of today’s global challenges, oil and gas companies must define long-term priorities and opportunities in implementing complex Arctic offshore projects, taking into account environmental, economic, technological and social aspects. In this regard, ensuring strategic sustainability is the basis for long-term development. The aim of the study is to analyze existing approaches to the concept of “strategic sustainability” of an offshore Arctic oil and gas project and to develop a methodological approach to assessing the strategic sustainability of offshore oil and gas projects. In the theoretical part of the study, the approaches to defining strategic sustainability were reviewed, and their classification was completed, and the most appropriate definition of strategic sustainability for an offshore oil and gas project was chosen. The method of hierarchy analysis was used for strategic sustainability assessment. Specific criteria have been proposed to reflect the technical, geological, investment, social and environmental characteristics important to the offshore oil and gas project. The strategic sustainability of 5 offshore oil and gas projects was analyzed using an expert survey as part of the hierarchy analysis method. Recommendations were made on the development of an offshore project management system to facilitate the emergence of new criteria and improve the quality of the strategic sustainability assessment of offshore projects in the Arctic.

Este estudo objetivou descrever como os diabéticos acondicionam a insulina em seu domicílio e identificar o responsável pela orientação sobre o acondicionamento da insulina. Trata-se de um estudo exploratório-descritivo, que percorreu a trajetória metodológica qualitativa. A análise dos dados foi realizada por meio da técnica de análise de conteúdo temática. Os sujeitos da pesquisa foram 14 pacientes diabéticos assistidos pela Estratégia Saúde da Família. Os dados foram coletados através de um roteiro de entrevista semiestruturada e para sua análise utilizou-se a técnica de análise de conteúdo de Minayo. Frente aos resultados considera-se que os usuários de insulina entrevistados têm um conhecimento superficial do local adequado para o acondicionamento da insulina e como transportá-lo e tem a segurança que o enfermeiro é responsável pelas orientações do acondicionamento da insulina e nos remete a uma reflexão sobre a qualidade das informações prestadas em visto que muitos têm um baixo nível de escolaridade.Descritores: Enfermagem; Diabetes Mellitus, Insulina. Insulin of packaging at home diabeticAbstract: This study aimed to describe the pack diabetic insulin in your home and identify the person responsible for guidance on the packaging of insulin. The article proposes methodological approach for assessing the consequences of state social policy based on an extended agent-based spatial model with a detailed representation of the reaction of agents to changes in social transfers and taxation as the instruments of government policy. Optimization of territorial social policy is ensured by maximizing the iso-elastic function of social welfare (FSW), based on the individual utility functions of households and taking into account the degree of rejection of social inequality. Structural changes resulting from public policy are analyzed by aggregating the decisions of microeconomic agents and calculating the inputoutput balance table, including through a visual representation in the fourth quadrant of redistribution processes when transfers and taxes change. The results of experimental calculations show that at each level of the coefficient of rejection of inequality for both transfers and taxes, local maxima arise that correspond to the optimal levels of transfers and taxes and form monotonically decreasing iso-optimal curves depending on an increase in either the share of transfers or the level of taxation. The proposed approach to the formalization of ideas about the ratio of efficiency and fairness in the construction of FSW provides an opportunity to choose optimal solutions to justify an agent-based social policy.

Purpose. Development of a comprehensive methodological approach to the credit worthiness estimation of counterparties in the mining industry as a part of a conservative credit policy. Methodology. The tasks set in the article have been solved by using modern general scientific and special methods: abstract and logical method for the implementation of theoretical generalizations, the conclusions and recommendations formation; the hierarchy analysis method to justify the priority of structural parameters for credit worthiness estimation of counterparties of mining enterprises. Moreover, the authors own previous research results regarding receivables management are used. Findings. The structural parameter priority of the credit worthiness estimation of counterparties at mining enterprises within the conservative credit policy has been propose`d, which is substantiated by the hierarchy analysis method. Synthesizing the formed hierarchical model and theoretical achievements on the issues of receivables management, a structural and logical sequence of the credit worthiness estimation of counterparties of mining enterprises has been developed. Originality. A comprehensive methodological approach to the credit worthiness estimation of counterparties in the mining industry within a conservative credit policy has been developed. Compared to the existing ones, it is a clear algorithm of estimation stages based on a hierarchical model of structural parameters of credit worthiness estimation. The advantages of the authors development are: system flexibility at the stage of formation of criterion base and structural components; clear formalization of results; detailed structuring of evaluation parameters; the possibility of forming a clear unambiguous conclusion about the credit worthiness estimation of counterparties of mining enterprises; compliance of the methodological tools of the estimation system to current trends in the mining industry. Practical value. A comprehensive methodological approach to the credit worthiness estimation of counterparties in the mining industry is used to achieve the effective planning, regulation, control, rational organization of relations in the field of cash flow.

Economic development of society is inevitably connected to transitions of economy from one status in another. In the course of transition economic systems unite lines of the previous and new business cases. Such conversions wear both local, and universal character. One and all changes in any economic system lead to change of its structure. Development of economic systems is followed not only by absolute quantitative changes of the indices describing them, but also their relative changes relatively each other. As a result of it in system structural shifts are created. In the modern conditions of high dynamism of conditions of managing the role э controls of structural conversions of economic systems taking into account risk factor raises. The main complexity is that today there was no reliable single system for determination and preventing of risk situations because each type of activity has unique specifics and respectively requires individual approach. In each area the study of risk is based on an object of research of this branch of science and leans both on the general, and on specific approaches and methods. The purpose of operation was detection of an entity of structural shifts in the industry and methods of purposeful impact on them. For its achievement a row of research tasks is solved: the concept of structural changes in the industry is entered; it is shown that priority structural conversion of the modern Russian industry is reindustrialization; classification of structural shifts is offered and the concept "progressive structural shift" is created; the analysis of structural changes in the Russian industry and tendencies of their development is carried out; the mechanism of influence of risks on the pursued structural industrial policy is revealed; sentences on neutralization of risks by creation of standby system are developed. In a research theoretical and empirical methods, in a particular are used: review of literature, logical and systems analysis, methods of collection of empirical data, descriptions and processings of results of a research. As a result of the conducted research recommendations about increase in efficiency of the industrial policy realized in Russia taking into account experience of the People's Republic of China are formulated.
