The implementation of advanced information technology for nuclear power plant construction industry in the Republic of Korea is a challenging task to improve the competitive edge for APR1400 across the global nuclear business market. This paper will briefly describe the phases of development of an information management system (hereinafter IMS) in nuclear power construction during the last 40 years in Korea. Additional development task which strengthen the IMS capability will be described from our experience. It will analyze the IMS development and implementation stages for Korean nuclear power plant construction projects such as YGN 3&4, UCN 3&4, YGN 5&6 and UCN 5&6, and the successful application case of the UCN 5&6 Radwaste Building in which 3D CAD technology was implemented for the first time. By reviewing lessons learned, this paper will define the Information Technology advancements resulting the reduction of project costs and construction schedule both by project execution procedures and IT systems including 3D CAD application. The future plan will include integrating project management systems based on data-centric approach and handover strategy for better O&M phase through configuration management technology. In this report, we address the functions to be developed and added in the new IMS.

Use of the engineering, procurement and construction (EPC) contracting arrangement is increasing in China recently, especially for those important construction projects. The nuclear power plant construction projects are as well. Because of the associated hazards, nuclear power plant construction projects require more strict safety and quality requirements as compared with more conventional construction projects. As essential means and safety shields, the equipment quality supervision and surveillance requirements and their implementation mode should be explored to meet the requirements of EPC projects. It is highly demanded to establish new rules to meet the quick development of nuclear power plant construction projects. The article discusses the current equipment quality supervision and surveillance mode first, and then discusses the needs to build rules especially the significance of introducing independent organizations to supervise equipment quality for those nuclear power plant construction projects for using EPC contracting arrangement despite the supervision and surveillance conducted by manufactures, EPC contractors, nuclear power plant owners and the National Nuclear Safety Administration.

After the accident at the Fukushima Daiichi Nuclear Power Plant following the Great East Japan Earthquake, the future promotion of nuclear power generation has been discussed from various points of view. Ensuring national security requires down-toearth policies on energy as well as on defense and food supplies, together with diplomatic efforts and technologies that realize these policies. In the author’s opinion, in view of Japan’s poor fossil fuel resources and a worldwide increase in energy demand, particularly among emerging countries, nuclear power generation should be maintained with all possible measures taken to ensure safety until alternative power generation methods are developed that provide excellent safety, stability, and economy. Therefore, in light of the lessons learned from the experience of the Fukushima accident, the problems identified should be carefully examined and improvements should be made to revitalize nuclear power generation in Japan. With this awareness in mind, this article discusses the concept of the social responsibility of engineers and managers, i.e., the meaning of a sense of responsibility and compliance with laws and norms for business personnel, through personnel at Tohoku Electric Power Co., Inc., (Tohoku Electric) at the time of the Great East Japan Earthquake and achievements by the late Yanosuke Hirai, a former vice president of the company, who greatly influenced decisions on the premise height of the Onagawa Nuclear Power Plant. Nowadays, the statements of engineers, policymakers, and managers are viewed less reliable than before. In such circumstances, reviewing the words and deeds of Mr. Susumu Yoda, a former vice president of Tokyo Electric Power Co., Inc., (Tepco) who was involved in promoting nuclear power generation, we discuss the concept of the social responsibility of those involved in megatechnology. Finally, the author highlights a current question involving a basic problem regarding the concept of decision making in relation to problems including scientific uncertainty, and discuss the direction in which to proceed.

This paper uses the China AP1000 project as an example to exhibit the application of quantitative risk management in nuclear power plant construction projects. For those lump sum contracts, one of the most significant purposes of quantitative risk management is to determine the contingency, i.e. the reserved money and time for projects. This paper studies the application of Monte Carlo simulation in determining the contingency, taking into account the distinctive features of nuclear power projects. Most nuclear power projects, especially advanced ones such as Generation III and above, meet one common obstacle in estimating key economic indicators — the absence of historical data due to its avant-garde design. As cost estimators of the coal power plant contractors may collect their data from thousands of previous cases, nuclear power plant contractors, especially in many developing countries, do not have a shared database of financial data. Some first-of-a-kind nuclear power plants have absolutely no historical data to look up. This paper aims to provide a resolution to this problem. First, the feasibility and representativeness of different probability distributions are compared based on their respective skewness and kurtosis to determine the best-suited distribution in nuclear power projects. This paper also analyzes the use of second-order Monte Carlo simulation in reducing the error caused by the biased estimation of inexperienced risk assessment engineers.

Rosatom State Corporation is one of the world leaders in the construction of nuclear power plant (NPP), keeping a ten-year portfolio of foreign orders at the level of 140 billion $. Taking into account the long period of construction nuclear power plant, significant amount of capital investment, significant number of participants investment-construction project, critically important for constructer organizer to identify and consider possible risks of project implementation in time, developing and improving its management mechanisms. As a part of research risk analysis and systematization was performed, realized in the construction of nuclear power plants by domestic specialist in 2008-2020 (Novovoronezh NPP-2, Rostov NPP, Kursk NPP-2, Belarussian NPP, NPP Kudankulm, NPP El-Dabaa, NPP Akkuyu, NPP Rooppur, NPP Paksh-2). Based on the analysis formed 8 risk families, determined shares of these groups in general registry. The revealed structure of realized risks demonstrates, that the largest share in general registry is made up of technical and organizational risks, which are systematically given insufficient attention by researches and construction organizers. Conducted research also allows us to draw a conclusion about the most common risk concerning late detection of complex conditions of the object placement site, which was implemented in five projects out of nine considered. The results of the accomplished research can be used in the development of modern nuclear power plant construction projects in Russia and abroad, which will have a positive impact on the competitiveness of domestic projects in the global nuclear power plant market and increase their profitability. The experience of nuclear power in terms of risk management can become a driver for full-scale improvement of organizational and technological approaches in the construction of unique buildings and structures in the future.
