AbstractThere are few reported efforts to define universal disaster response performance measures. Careful examination of responses to past disasters can inform the development of such measures. As a first step toward this goal, we conducted a literature review to identify key factors in responses to 3 recent events with significant loss of human life and economic impact: the 2003 Bam, Iran, earthquake; the 2004 Indian Ocean tsunami; and the 2010 Haiti earthquake. Using the PubMed (National Library of Medicine, Bethesda, MD) database, we identified 710 articles and retained 124 after applying inclusion and exclusion criteria. Seventy-two articles pertained to the Haiti earthquake, 38 to the Indian Ocean tsunami, and 14 to the Bam earthquake. On the basis of this review, we developed an organizational framework for disaster response performance measurement with 5 key disaster response categories: (1) personnel, (2) supplies and equipment, (3) transportation, (4) timeliness and efficiency, and (5) interagency cooperation. Under each of these, and again informed by the literature, we identified subcategories and specific items that could be developed into standardized performance measures. The validity and comprehensiveness of these measures can be tested by applying them to other recent and future disaster responses, after which standardized performance measures can be developed through a consensus process. Results from previous research suggest that the ability to manage ambiguous problems during acute emergency and disaster management is a desirable quality among decision-makers. Ambiguity is a perception that arises when the problem-solver is dissatisfied with his or her understanding of the structure of the problem, and consequently of the problem-solving process. This article presents the results of an empirical study of ambiguity tolerance among Swedish fire commanders. Two different personality tests have been employed. The findings show that the sampled fire commanders are no more ambiguity tolerant than other individuals with no experience of emergency and disaster management; consequently, there appears to be no correlation between ambiguity tolerance and this professional role. Commanders who see themselves as practically oriented are more ambiguity tolerant than those who see themselves as academics. Increasing professional experience and age decreases the frequency of situations in which commanders experience some form of ambiguity. However, experience and age do not affect tolerance if ambiguity is perceived. No correlation between risk tolerance and ambiguity tolerance is found. More research needs to be conducted on how ambiguity tolerance affects performance among decision- makers during emergency and disaster responses.

In the 15 years since Kobe’s Hanshin-Awaji Earthquake, awareness is growing that simply gathering information may not be enough for preparing systems, executing emergency responses, and making decisions rapidly and precisely. The question has become how - and whether - emergency response information can be used effectively and efficiently for rapid disaster response, recovery, and rebuilding. We analyzed emergency response decision making from the perspective of information processing, looking for the features organizations need to process information efficiently. We also propose how to continuously improve emergency response performance.

An operant conditioning discrimination paradigm was evaluated in terms of relationships between response behavior of young children and two stimulus components of the paradigm, the discriminative stimulus (DS) and the reinforcing stimulus (RS). Experiment I measured response performance in normal 1-year-old subjects as a function of differences in intensity and/or complexity among three DSs. Results showed no significant differences in conditioning rate, habituation, or consistency of the conditioned response relative to variable properties of the DS. Experiment II examined response performance of normal 2-year-old children as a function of two modifications in the RS, reinforcement schedule and reinforcement novelty. Subjects reinforced on a variable-ratio schedule of intermittent reinforcement and subjects reinforced on a 100% schedule demonstrated equivalent response habituation and consistency. In the second part of the experiment, subjects receiving novel RSs showed significantly greater response recovery than subjects reinforced with familiar RSs. Comparison of normal 1- and 2-year-old children revealed similar rates of conditioning and response consistency. However, 2-year-olds habituated more rapidly than 1-year-olds.
