Abstract The current urban challenge is enhancing, maintaining and improving the urban resilience of cities. However, how can cities as complex and adaptive systems be or become resilient? There are specific capacities/qualities that urban systems should have to enhance and maintain their resilience (e.g. redundancy, resourceful, robustness, etc.). Different studies list and describe these capacities in literature, underling also to which urban dimension (e.g. economy, society) they are referred. However, there is a lack of quantitative assessment of these capacities. As well, the analysis of which degree different urban components can enhance and maintain these capacities. Based on the socio-ecological approach of urban resilience, this study proposes the application of multicriteria analysis (MCA) to evaluate which degree the different urban components can support the enhancement and the maintenance of the specific urban resilience capacities. The proposed framework is an indicators-based method that includes a multidimensional set of urban resilience indicators and the set of urban resilience capacities. In detail, the Analytic Network Process (ANP) has been selected according to its ability to consider the mutual interconnections of the evaluation elements. Moreover, a multidisciplinary panel of experts is asked to weigh the importance of the different urban components in enriching the different urban resilience qualities. The final result is a set of priorities that assess the relative importance of each urban component about a specific urban resilience capacity. The illustrated application is a preliminary pilot case study that quantifies the possibility of quantitatively assessing the urban resilience capacities. In detail, this application refers to a more complex and comprehensive evaluation approach that combines MCA with the System Dynamics Approach (SDM). Therefore, the next step of this research will concern the aggregation and the employment of the obtained priorities in the abovementioned approach to correlate the urban resilience performance with the urban capacities.

Wind turbine selection is an evaluation problem involving many factors, such as technology, economy, society, etc., and there exist internal dependencies and circular relationships among these factors. This increases the complexity of the selection problem. At the same time, with the development of wind power technology, the types of wind turbines on the market are increasing. Therefore, it is necessary to establish a scientific and comprehensive evaluation system to guide the selection work. This paper extends the traditional indicator system, selecting a total of twelve evaluation indicators from three aspects: operation reliability, economy, and supplier cooperation. The selected indicators are defined in detail to clarify the relationship between them. Then the triangular fuzzy number is introduced to accurately reflect the preference information obtained from experts, and a fuzzy analytical network process (FANP) model for wind turbine unit selection is constructed by combining fuzzy preference programming (FPP) with analytic network process (ANP). In the end, a case study in China is carried out. Results show that the 2.5 W unit produced by Goldwind obtains the best comprehensive evaluation value, which is consistent with the expanding market share permanent magnet direct-drive wind turbines. This paper could provide references for future wind turbine selection questions.

<p>Organic waste can be treated through anaerobic digestion in a bioplant facility. Different management  attern of bioplant has different consequences to each criterion affecting the sustainability of the bioplant. The study aims to apply multicriteria analysis using Analytic Network Process (ANP) method to alternatives of the bioplant management available in Bandung City as a case study. Multicriteria developed in the study, namely Technical, Environment, Social, and Economic, have their respective subcriterions to be analyzed further through interview to related stakeholders. The result revealed that the following subcriterions had the highest driving power and dependency: construction and operational, pretreatment, and availability of infrastructure  (Technical criterion), amount of labor required, readiness of community for waste segregation (Social), and  investment and operational costs (Economic). All subcriterions in criterion of Environment were deemed not so important. The best alternative choosen was a bioplant with waste segregation by generator at source and supported with waste bank</p>

Abstract: Integrated One-Stop School Evaluation Using Analysis SWOT-Analytic NetworkProcess (Case Study in Purwakarta Regency). One way to reduce dropout rates is through aSekolah Satu Atap Terpadu. One of the regencies in West Java that has organized a SekolahSatu Atap Terpadu as well as the object of this research is Purwakarta regency. By using SWOTAnalyticNetwork Process(ANP)analysis, thisstudyseekstoevaluatewhile providingalternativepolicies for the development of Sekolah Satu Atap Terpadu in Purwakarta regency. The data inthis study were obtained by filling out questionnaires by respondents online through Google Form,where respondents were actors who were directly involved in the implementation of a SekolahSatu Atap Terpadu. From the analysis results obtained Strengths and Threats occupy the highestvalue. Strengths include students could continue their education up to junior high school level andlocal government supports both in terms of budget and curriculum. While Threats, among others,school management has become more complex and the delegation of authority from the central andregional governments is not clear. Purpose This study aims to establish a rigorous model that can pragmatically evaluate the facilities management (FM) performance of hospitals. Design/methodology/approach Among the applicable performance indicators that were identified from extant literature, a focus group study shortlisted ten key performance indicators (KPIs) in four categories (safety, physical, financial and environmental) and verified their practicality. Using the analytic network process (ANP) method to process the focus group’s responses yielded importance weightings for the KPIs and developed the intended evaluation model. This model was then validated by a case study. Findings From the empirical data collected, two types of FM performance data and two scenarios of KPI scores were identified. To process these data and scores, a robust calculation method was devised and then proved useful in obtaining an overall score for holistic hospital FM performance. The case study confirmed the appropriateness and validity of the model developed. Research limitations/implications Through illustrating how the ANP method could be applied to develop an FM performance evaluation model, the study contributes knowledge to the multi-criteria decision-making domain. Despite the geographical limitation of the model established (i.e. centered around a group of hospitals investigated in Hong Kong), the study can serve as a reference for developing performance evaluation models for other buildings or infrastructures globally. Practical implications The model constitutes a practical tool for evaluating the FM performance of hospitals. Using this model on a regular basis will enable performance benchmarking and hence, continuous improvement of FM services. Originality/value The ANP model established is the first of its kind tailored for evaluation of hospital FM performance.

The ad hoc management of natural environmental features and inappropriate social interventions could cause vulnerability of thriving urban ecosystems. For instance sub-aerial exposure, water-related hazards, urban intrinsic sensitivity, urban adaptation ability or flexibility and urban transformability factors could contribute a potential danger. In spite of seasonal climatic changes, the exposure indicates a significant geographical determinism whereas the other factors express its antithesis. The present paper aims to adapt a vulnerability–resilience indicators' multicriteria analysis to show the variability and contribution rate with regard to local water-related risks. The municipality of al-Harrash from Algiers has been selected as a case study. The urban vulnerability–resilience closely tied up with a sum of relevant indicators confirmed by the diagnosis items, which are relevant to the local urban and hydro systems. The cumulative sums are obtained from a classification process referring to several criteria implied in the water-related risks. These were formulated here for the purpose of a multicriteria analysis with the objective of assessing the urban vulnerability–resilience index and subsequently orientating the preventive strategy towards different levels of sustainable measures. With this respect the exposure and sensitivity received a significant score while adaptation ability and transformability scored very low.

Many times, benefit-opportunity-cost-risk (BOCR) information system (IS)-related decisions are based mainly on short-term financial variables. We propose a broader decision-making framework, using contingency theory to identify environmental specific factors and assimilation theory to identify post-implementation factors to be considered in the decision. This approach is demonstrated within the context of a case study: the decision to merge the City of Pittsburgh and Allegheny County IS functions using an analytic network process (ANP)/BOCR analysis. ANP is a multi-criteria decision-making approach toward making decisions taking into account multiple criteria, alternatives and their interrelationships. The contingency/assimilation approach proposed here can be used in all sorts of IS decisions while the proposed IS merge decision model can be applied, with some contextual modifications, to similar public IS merge decisions. In addition, the ANP/BOCR approach is meticulously explained to serve as a useful reference for prospective users.
