Abstract The level of development of every country is reflected in constitutional regulation and consequent laws that regulate citizens’ rights to participate in the administration of public affairs. The Constitution of the Slovak Republic and related constitutional laws establish the democratic and constitutional basis of the legal state of the Slovak Republic. The establishment of the Slovak Republic in 1993 required reformulating and enacting all rights and symbols of the state. The principle “the state’s power derives from the citizens” is embedded in the Constitution. However, doubts are currently being raised as to whether the citizens participate in the administration of public affairs in the estimated range and in the appropriate manner as it is embedded in the Constitution of the Slovak Republic. The scope of the article is extensive, due to the character of the selected problems. This also affected the main goal of the article. Since the aim is considerably large, it was necessary to define several partial objectives. At the same time, it was desirable to examine other indicators that contributed to the main aim. The aim of the article was to summarize, analyze and categorize the available facts about the legal-theoretical terms for the participation of citizens in public life in the conditions of the Slovak Republic, as well as within the EU.

This article analyses from an anthropological perspective the 2010 Belgrade Pride Parade, the first state-supported Parade in Serbia, as a part of the building of a democratic and European Serbian nation. In their discursive framing of the Parade and making claims on the state to take it under its auspices, the organising NGOs bound the event to the EU integration process of Serbia. This policy link helped them forge a political alliance with the state, but was also instrumentalised by the government to avoid an ideological conflict with the opponents of the Parade. Owing to the perception of the alliance as “elitist” and to the militarised and depoliticised nature of the state’s involvement, the event materially actualised and reified rather than transcended the enduring conflict of liberal and collectivist citizenship visions in Serbia. The article argues that the overall discourse of the government on Europeanisation is informed by the same top-down and instrumental logic. However, members of civil society develop political subjectivities which demand active citizen participation and critically engage with the discourse to restore its democratising potential. Similarly, the emerging “populist” politics of LGBT rights, illustrated by the pop singer Jelena Karleuša’s participation in the domestic debate, are better placed to face the legacies of socialist and ethnonationalist nation-building than the human rights and Europeanisation approaches.

The article analyzes the relationship between the State and universities in Mexico during the 1970s. From a socio-historical perspective, the academic and social project, Universidad-Pueblo, of the Universidad Autónoma de Guerrero (UAG) is addressed. The emphasis on written press makes it possible to observe how some higher education institutions and its students proposed critical models that were strongly articulated with social demands and left-wing movements amid an authoritarian political regime in which democratic institutional ways of citizen participation were virtually closed. The Universidad-Pueblo project is one of the most radical and complex experiences of this process and its study allows to analyze the relevance of universities within the state’s public life, as well as to consider the UAG as a democratic sphere in the political context of the state of Guerrero.

The article deals with economic sanctions and their impact on the state and prospects of the neighboring partner economies - the European Union (EU) and Russia. It provides comparisons of current data with that of the year 2013 (before sanctions) to demonstrate the impact of sanctions on both sides. Despite the fact that Russia remains the EU’s key partner, it came out of the first three partners of the EU. The current economic recession is caused by different reasons, not only by sanctions. Both the EU and Russia have internal problems, which the sanctions confrontation only exacerbates. The article emphasizes the need for a speedy restoration of cooperation.

Devolution, which was incorporated into the Constitution of Zimbabwe through section 264, is a new phenomenon in Zimbabwe. This incorporation came about because of the need for participatory governance and the devolution of power away from the centre. Over the years, local governance has been informed by a plethora of pieces of legislation that do not provide an enabling environment for citizen participation, giving Zimbabwe’s local government a chequered history that excludes citizens from participating in public affairs that affect their lives. An analysis of section 264 of the Constitution revealed that devolution has the propensity to enhance transparency, efficiency and effectiveness as well as the fulfilment of central government’s responsibilities at provincial and local levels. This article argues that the belated implementation of the devolution of power has delayed improved service delivery, effectiveness, efficiency and accountability within local governance. This article further seeks to explain how the implementation of section 264 of the Constitution can bring about good local governance.

The aim of the article is to present possible scenarios on maintaining democracy in the EU, while assuming different hypothetical directions in which it could develop as a federation, empire and Europe à la carte. Selected mechanisms, norms and values of the EU system that are crucial for the functioning of democracy in the European Union are the subject of this research. The abovementioned objective of scenario development is achieved through distinguishing the notions of policy, politics and polity in the research. In the analysis of the state of democracy in the European Union both the process (politics) and the normative approach (policy) have been adopted. The characterised norms, structures, values and democratic procedures in force in the EU will become a reference point for the projected scenarios. The projection refers to a situation when the existing polity transforms into a federation, empire or Europe à la carte. The article is to serve as a projection and is a part of a wider discussion on the future of the basis on which the European Union is build.

The author proves that the successful stability of independent Slovenia contributed to a number of factors, existing since its being incorporated in the SFRY. The factor, uniting the state has become the common goal – the aspiration to join the EU. The process of the European integration contributed to the modernization of a number of spheres, in particular social, cultural and economic ones. The global financial and economic crisis has revealed the turmoil in the economy of the state and its leadership was forced to gradually reduce a significant part of social privileges for the population. This caused the tension in the society and reduced the level of the national unity, having a negative impact on people’s wellbeing. However, since 2014, the Prime Minister M. Cherar has been trying to restore people’s trust in the state. The situation is getting better; indicators of trust in government are increasing, which also points to state capacity and political regime stability in Slovenia. Abstract The European Commission's State of Health in the EU (SoHEU) initiative aims to provide factual, comparative data and insights into health and health systems in EU countries. The resulting Country Health Profiles, published every two years (current editions: November 2019) are the joint work of the European Observatory on Health Systems and Policies and the OECD, in cooperation with the European Commission. They are designed to support the efforts of Member States in their evidence-based policy making and to contribute to health care systems' strengthening. In addition to short syntheses of population health status, determinants of health and the organisation of the health system, the Country Profiles provide an assessment of the health system, looking at its effectiveness, accessibility and resilience. The idea of resilient health systems has been gaining traction among policy makers. The framework developed for the Country Profiles template sets out three dimensions and associated policy strategies and indicators as building blocks for assessing resilience. The framework adopts a broader definition of resilience, covering the ability to respond to extreme shocks as well as measures to address more predictable and chronic health system strains, such as population ageing or multimorbidity. However, the current framework predates the onset of the novel coronavirus pandemic as well as new work on resilience being done by the SoHEU project partners. This workshop aims to present resilience-enhancing strategies and challenges to a wide audience and to explore how using the evidence from the Country Profiles can contribute to strengthening health systems and improving their performance. A brief introduction on the SoHEU initiative will be followed by the main presentation on the analytical framework on resilience used for the Country Profiles. Along with country examples, we will present the wider results of an audit of the most common health system resilience strategies and challenges emerging from the 30 Country Profiles in 2019. A roundtable discussion will follow, incorporating audience contributions online. The Panel will discuss the results on resilience actions from the 2019 Country Profiles evidence, including: Why is resilience important as a practical objective and how is it related to health system strengthening and performance? How can countries use their resilience-related findings to steer national reform efforts? In addition, panellists will outline how lessons learned from country responses to the Covid-19 pandemic and new work on resilience by the Observatory (resilience policy briefs), OECD (2020 Health at a Glance) and the EC (Expert Group on Health Systems Performance Assessment (HSPA) Report on Resilience) can feed in and improve the resilience framework that will be used in the 2021 Country Profiles. Key messages Knowing what makes health systems resilient can improve their performance and ability to meet the current and future needs of their populations. The State of Health in the EU country profiles generate EU-wide evidence on the common resilience challenges facing countries’ health systems and the strategies being employed to address them.

This analysis provides a detailed snapshot of the radio news landscape in Hungary, a European-Union-member ‘illiberal state’ in mid-April 2018, a few weeks after the general election. In this study, we wished to quantitatively characterize radio news broadcasts. This is the first study that provides a detailed analysis of contemporary radio news output across all formats, target audiences, owners and regions in Hungary. The study uses several quantitative and geographic indicators that include objective elements such as news ecosystem diversity, local news production, news about local issues, sound bites, credited political press, news sections and more subjective news framing and a framing-based bias indicator. Our results show that the ideological diversity of radio news was far the highest in the Budapest region. MTVA, the state media provider had significantly more politically biased news than other stations. Local radios never criticized local public affairs. A few stations in Budapest did broadcast balanced, pro-opposition and critical news, but they were in minority over pro-government news items that dominated the rural media landscape with significantly less choice.

Abstract Distilling industry is among the traditional sectors of the food industry. It is a significant producers of agricultural primary production and the most stable component of demand in the labour market. Among all the sectors of the food industry, however, it is subject to the greatest extent of the regulation of the business by state, when a crucial component of regulation is the legal regulation of the selection of the excise tax on alcohol. Given the considerable degree of regulation of excise taxes on alcoholic beverages by one of the secondary law of the EU, it is considered appropriate to assess the level of transposition of basic elements of excise tax on alcohol, as defined by literature, into the legal order of the Slovak Republic.

AbstractQuite a few recent ECJ judgments touch on various elements of territorial rule. Thereby, they raise the profile of the main question this Article asks: Which territorial claims does the EU make? To provide an answer, the present Article discusses and categorizes the individual elements of territoriality in the EU’s architecture. The influence of EU law on national territorial rule on the one hand and the emergence of territorial governance elements at the European level on the other provide the main pillars of the inquiry. Once combined, these features not only help to improve our understanding of the EU’s distinctly supranational conception of territoriality. What is more, the discussion raises several important legitimacy questions. As a consequence, the Article calls for the development of a theoretical model to evaluate and justify territoriality in a political community beyond the state.
