Evaluate the UK Construction Project Impact and Response Strategies during the Epidemic through Malaysia and China

2020 is a special year, this year the world’s economy has become extremely unstable because of the arrival of COVID-19. Idiosyncratic shocks have hit the global economy. The stock market has suspended, companies have closed, unemployment has soared, every industry has faced the biggest crisis since the Second World War. The British construction industry is certainly no exception. This time it will be the victim of this epidemic and the financial crisis. Compared with the European and American countries, the impact of the epidemic in Asia (Malaysia and China) is relatively light. The development of the epidemic situation in these countries has been controlled relatively effectively and strictly controlled. They are inextricably linked. However, the impact of construction projects in any area under the epidemic, the countermeasures adopted by the government, the epidemic prevention measures adopted by the company and the risk prevention strategy are very different. Therefore, under different circumstances, whether it is from the construction industry managers themselves or government policymakers, it is essential to apply correct and valid management measures to face the projects under construction under the epidemic actively. Simultaneously, collect statistics from questionnaire surveys of three countries in the region, then get an experimental result. Besides, different countries have different policies and forms of epidemic development. So, this research will summarize the corresponding policies and coping strategies of the project. It based on statistics of Malaysia and Chinese construction Projects, surveys for five projects to make comparisons than do statistics to the survey result.

It is clear that challenging economic times inspire innovative abilities and solutions in the construction industry. In particular many of these innovations focus on cost implications, saving project time, reducing or eliminating waste, increasing productivity or redefining value. There is increasing pressure in the UK construction industry for new construction innovations, technology and processes with ability to lever a significant impact relative to disrupting the existing status quo; creating solutions that promote construction efficiencies deploying means to exploiting offsite construction approaches. The increased concern and challenge globally is that as knowledge and experience grows, the offsite manufacturers and suppliers are expected to demonstrate absolute innovative solutions that will heighten the proportion of project value being delivered through the use of offsite solutions on the bases that it makes sound project and business sense. Unparalleled huge cost saving benefits to clients and end users which is more than just creating a model is yet to be realized.

Purpose The coronavirus disease 2019 (COVID-19) pandemic has affected the global economy and, thus, the global construction industry. This paper aims to study the impact of COVID-19 on construction project performance in the United Arab Emirates (UAE). Design/methodology/approach This study adopted a qualitative and exploratory approach to investigate the impact of COVID-19 and its policies on project performance in the UAE construction industry in critical areas of the project management body of knowledge (e.g. schedule, cost, resources and contracts). Semi-structured interview questions were asked from ten construction professional to obtain valuable insights into the pandemic’s effects on the UAE construction industry and the effectiveness of policies implemented to rectify the damage and identify the industry’s new normal. Findings The findings indicate that the construction industry faced several challenges such as schedule delays, disrupted cashflows, delayed permits, approvals and inspections, travel restrictions, serious health and safety concerns, material and equipment shortages, among others which hindered the timely delivery of construction projects. It also indicates that efforts made by the government institutions and the construction industry of the UAE such as economic support programs, digitization of processes, fee and fine waivers, health facilities, among other statutory relaxations proved effective in supporting the construction industry against the adverse effects of the pandemic. Research limitations/implications The research findings are limited to the literature review and ten semi-structured interviews seeking an expert’s opinion from industry professionals working in the UAE construction industry. The research team did not get access to project documents, contracts and project progress reports which may be required to validate the interview findings, and to perform an in-depth analysis quantifying the impact of COVID 19 on construction projects performance, which is a limitation of this research. Practical implications The implication is that, owing to the imposed lockdowns and strict precautionary measures to curb the rapid spread of the pandemic, smooth execution of the construction project across the country was affected. The government institutions and stakeholders of the construction projects introduced and implemented various techniques and solutions which effectively handled the implications of the COVID-19 pandemic on the construction industry of the UAE. Originality/value This study has identified the challenges faced by the construction industry of the UAE in the context of the management of project schedule, project cost, construction contracts, health and safety of construction employees and other related aspects of the construction projects. This study also identified the techniques and solutions adopted by various public and private institutions of the country and their implications on construction projects. Therefore, this study provides guidelines for policymakers and future research studies alike.

The term äóÖsustainable constructionäó» is used to highlight the responsibility of the construction industry in attaining sustainable development (SD). With the increasing necessity for resource efficiency and climate change adaptation, there is a need for construction key stakeholders to implement sustainable principles and practices in construction projects. In the UK context, engaging in such action will facilitate the government target of 80% greenhouse gas reduction by 2050 and also be a potential source of competitive advantage in the future. The aim of this study is to examine how the industry values and promotes sustainable principles and practices in construction projects. A quantitative research method was adopted in order to reach a wider audience in the industry. An online questionnaire survey was used to collect data. The key finding from the survey is that the level of construction industry promotion of sustainable principles and practices is less than it should be. The outcome of the survey suggests that the industry needs to strategise on how to champion and promote the implementation of sustainable principles and practices at a greater level if the industry is to contribute to the global quest for SD.

The construction industry is an essential tributary of the global economy and an important resource in the overall product of the local economies. In December 2019, the construction industry was exposed to a shock beyond the local level as a result of COVID-19, which was classified by the World Health Organization as a global pandemic after its rapid and sudden spread in multiple countries. The nature of the effects of COVID-19 on the construction industry varied according to the diversity of its projects. The pandemic raised many challenges at the level of the workforce, low or halting productivity, production time and costs, as well as disputes in contractual formulas for construction projects. But some of the effects were more severe and caused consequences for all stakeholders in the construction sector. Researchers and those interested in the construction industry have dealt with the repercussions of COVID-19, but most of the publications focused on studying the impact of the pandemic on the local construction industry, so this paper attempts to shed light on the most prominent effects of COVID-19 on the construction industry around the world, and which were repeated with high frequency in previous studies and reports by following the methodology of review, analysis and selection, and then suggesting optimal coping strategies to reduce the damages of these effects.

     Suicide attacks, bombings, explosions became the part of daily life in Iraq. Consequently, the threat of terrorism put the Iraqi construction sector in the face of unique and unusual challenges that not seen on other countries. These challenges can have extensive impact on construction projects. This paper seeks to examine the impact of the terrorist attacks on construction industry and determine the extent to which the impact of terrorism on construction projects in terms of cost, schedule, and quality. This study adapted quantitative and qualitative approaches to collect data using questionnaire survey and interviews, as well as historical data. The study focused on projects that have been the target of terrorist strikes in Diyala governorate. A variety of statistical procedures were employed in data analysis. The results revealed the extent to which terrorist attacks impact construction projects in terms of cost, time, and quality. The results of this study will enhance the awareness of all construction parties to the impact of the terrorist attacks against construction projects. Eventually, this can develop a risk management assessment and assist contractors to properly protect projects and buildings to minimize injuries and fatalities in the event of terrorism.

The Responsible Use of Medicines in Agriculture Alliance (RUMA) was established to promote the highest standards of food safety, animal health and animal welfare in the British livestock industry. It has a current focus to deliver on the Government objective of identifying sector-specific targets for the reduction, refinement or replacement of antibiotics in animal agriculture. The creation and roll out of sector specific targets in 2017 through the RUMA Targets Task Force, has helped focus activity across the UK livestock sectors to achieve a 50% reduction in antibiotic use since 2014. This has been realised principally through voluntary multi-sector collaboration, cross sector initiatives, codes of practice, industry body support and farm assurance schemes. This article provides an overview of RUMA's work to date providing insight into the methods used to create the targets, why they are so important, the impact they are having and how ongoing support and robust data are vital components in achieving the latest set of targets.

The global economy has been severely paralysed, owing to the unprecedented crisis triggered by the COVID-19 pandemic, and different studies have indicated that the crisis is relatively more maleficent to the lower-income and middle-income economies. Methodologically, this study relied on the review and analysis of the grey literature, media reporting and data published by the Asian Development Bank, United Nations Conference on Trade and Development (UNCTAD), United Nations (UN), World Bank, International Monetary Fund (IMF) among others. The article begins by describing the impact of the pandemic on low-income and middle-income countries, and it discusses how they have responded to the crisis. While discussions have surfaced regarding whether COVID-19 will reverse the process of globalization, what will be its impact on the low-income country like Nepal? The study also highlights that with foreign direct investments speculated to shrink and foreign assistance and remittance taking a hit, how is Nepal struggling to keep its economy afloat? Analysing the new budget that the government unveiled in 2020, this study concludes with a note that instead of effectively implementing the plans and policies directed by the budget, Nepal is unnecessarily engaged in political mess and is needlessly being dragged into the geopolitical complications.

Based on analyzing the complexity of construction projects, we established a collaborative management framework for complex construction project and presented the main content of collaborative management. The main content includes three parts, the first part is the collaborative management for system itself, the second part is to reduce the system complexity in order to reduce the difficulty of management and the last part is to reduce the complexity caused by the uncontrollable external environment. We can use the method of risk pre-assessment and take risk prevention measures to reduce the impact for collaborative management caused by the dynamic external environment.

The comprehensive development in Saudi Arabia forced the private sector to bring foreign employees to assist in accomplishing this development. The number of foreign employees reached to six million people according to the late statistics. This huge number of people exerted pressure on the public free medical facilities that forced the government to issue a decree that instructs private sector to use private medical facilities for their foreign employees. The private sector dealt with this decree in different ways according to the perception of the company from providing full medical coverage for their employees to providing nothing. This has created a problem to many foreigners in which they have to pay for their medical needs. The government, then, issued a new decree that is the mandatory medical insurance. This decree requires the private sector to provide full medical coverage for their foreign employees. This decree will have an impact on the construction companies (contractors) and the cost of the construction projects. This paper presents results of a study conducted to identify the impact of the mandatory medical insurance on the construction contractors in Saudi Arabia. The methodology used was to prepare a questionnaire that investigates the objectives of this study and distributes it to the contractors. The questionnaire includes many aspects among them the impact of this decree on the company performance and the competition between contractors; how this extra expense being dealt with; and the impact on the employee. The questionnaires were distributed to 150 construction contractors and 90 questionnaires were collected. Results of the study reveal the impact of the mandatory medical insurance on the construction contractors in general and according to their classifications. In addition, the study presents the current practice implemented by contractors to provide medical care for their foreign employees.

In recent decades, the construction industry has been widely criticized for its lack of efficiency and productivity, and it has been shown that the Malaysian construction industry records poor quality on its projects. To overcome this issue, the Technical Committee on Quality Assessment in Construction with the support of the Construction Industry Development Board (CIDB) has introduced Quality Assessment System in Construction (QLASSIC). QLASSIC is a scoring system that is used to assess and evaluate the performance of construction buildings. It is based on the Construction Industry Standard (CIS 7:2006). Unfortunately, this assessment system had poor implementation since its introduction in November 2006. QLASSIC was not extensively implemented and was taken lightly by the contractors and developers in Malaysia. There are still a huge number of contractors that are not aware of QLASSIC even the big construction companies. Thus, this research is aimed at investigating the contractor’s perspective towards the implementation of QLASSIC in the construction industry in Malaysia. Three objectives are developed to achieve the aim: (1) identification of the needs to implement QLASSIC; (2) investigation of issues and challenges to implement QLASSIC and (3) recommendation of strategies to implement QLASSIC. Structured questionnaire surveys were distributed to the G7 and G6 contractors in the Klang Valley area; which may have or may not have experience in implementing QLASSIC in their projects. The result revealed that majority of the respondents were aware and understand the needs of QLASSIC implementation, but there were still few who were unfamiliar with the QLASSIC. The current level of implementation of QLASSIC in Malaysia is still not satisfactory due to several issues and challenges acting as barriers to its implementation. Therefore, the initiatives from the government are important to promote QLASSIC implementation in the construction industry. By doing this, the contractors would be aware of the implementation of QLASSIC in the construction industry. The significance of this research is that it will assist contractors and other construction players in comprehending the implications and importance of QLASSIC implementation.
