In the context of the Covid-19 pandemic, public officials are called on to implement different strategies in order to respond effectively. One of the lessons of emergency management research is that effective response is unlikely without collaboration. Research on collaborative emergency management has focused on measuring the effectiveness of intergovernmental and intersectoral relationships, but little is known about the performance of inter-jurisdictional collaboration. This paper seeks to measure the network effectiveness of intermunicipal self-organized response to Covid-19. It uses a network analysis approach to compare planned and actual emergency management networks operating in the Santiago Metropolitan Region of Chile. Content analysis of 202 formal agreements established by municipalities in 2009-2019 was used to capture the planned network. The actual network was depicted by collecting original data through an online survey that represented the 96% of the local governments located in this Latin American city. The results show a structural gap between planned and actual networks and reveal effectiveness problems associated with the disaster preparedness phase. However, an emergent intermunicipal network has supported collaborative response to the Covid-19 pandemic. The study provides lessons for policymakers, public managers and researchers in the collaborative emergency management field.

The COVID-19 pandemic situation threatens the health of people globally, especially adolescents facing mental problems such as depression, anxiety, and obsessive-compulsive disorder due to constant COVID-19 stress. The present study aimed to provide basic data highlighting the need to alleviate COVID-19 stress among adolescents by promoting physical activity participation and strengthening self-concept clarity (SCC). To examine the relationships among participation in physical activity, SCC, and COVID-19 stress in pandemic-like conditions, the study was conducted on middle and high school students aged 14 to 19 and an online survey was conducted on 1046 Korean adolescents (521 male and 525 female students in the preliminary survey and main survey). Frequency, reliability, confirmatory factor, descriptive, and path analyses were performed using SPSS and AMOS 18.0. Participation in physical activity exerted a positive effect on SCC (p < 0.001) as well as a negative effect on COVID-19 stress (p = 0.031). Our findings also indicated that SCC exerted a negative effect on COVID-19 stress (p < 0.001). Regular participation in physical activity and strong SCC are also fundamental elements for alleviating COVID-19 stress. Given these results, state and local governments and educational institutions should encourage youth to participate in sports by suggesting policies, providing guidelines, and offering education. Such information may allow adolescents to endure and overcome COVID-19 stress during this critical period of life.

This article describes the findings of a national survey of State Hazard Mitigation Officers (SHMOs) in U.S. states and territories in order to gain a greater understanding of the roles that they play in assisting local governments to build the capacity required to successfully develop and implement Federal Emergency Management Agency (FEMA)-funded Hazard Mitigation Assistance (HMA) grants, an important but understudied aspect of hazard mitigation governance. The research questions focus on: (1) How states and territories enable local governments to develop and implement HMA grants and (2) SHMOs’ opinions regarding their perceived capacity and effectiveness in assisting local governments to develop and implement HMA grants. Results show that while states and territories are relatively well-equipped to perform general administrative duties required by FEMA, SHMOs expressed wide variation in their capacity to assist local governments to develop and implement HMA grants. This was particularly evident with regard to the delivery of specific technical assistance measures required to develop HMA grants. Survey responses also highlight modest levels of participation in FEMA-designed efforts to delegate responsibility to states and territories and low levels of participation in programs that offer pre-application funding to local governments to help them develop HMA grant applications. These findings should concern FEMA as the agency embarks on the implementation of the Building Resilient Infrastructure and Communities program, an ambitious pre-disaster hazard mitigation grant initiative.

Gluten-related disorders (GRDs) are increasing around the world, but their magnitude and relevance remain unknown in most Latin American countries. Thus, an online survey was conducted to estimate the prevalence of GRDs as well as adherence to a gluten-free diet (GFD) in Paraguayan adult population. There were 1058 individuals surveyed using a validated questionnaire (response rate of 93.9%). The self-reported prevalence rates were as follows (95% CI): gluten sensitivity (GS), 10.30% (8.53–12.29); non-celiac GS (NCGS), 5.19% (3.94–6.71); physician-diagnosed celiac disease (PD-CD), 3.11% (2.15–4.35); wheat allergy (WA), 2.07% (1.30–3.13); and adherence to GFD, 15.69% (13.55–18.02). Excluding CD, more women than men met the criteria for GRDs, adverse food reactions, and GFD (p < 0.05). Eight respondents reported the coexistence of NCGS with PD-CD and/or WA. Most cases on a GFD indicated medical/dietitian advice for following the diet (68.07%). Non-self-reported GS individuals indicated weight control (46.4%) and the notion that the GFD is healthier (20.2%) as the main motivations for following the diet. GRDs are not uncommon in Paraguayan adult population. It seems that there is awareness about GRDs and the GFD, but training about the diagnosis of GRDs is desirable because of the informed overlapping diagnoses of CD or WA with NCGS. Future studies involving face-to-face interviews are necessary.

Abstract The 1988 federal Constitution introduced a complex and innovative institutional arrangement that not only reestablished political rights and democratic procedures, but also reinforced decentralization as a fundamental guideline for policy implementation in Brazil. As a result, municipalities have become pivotal actors in the policymaking process. Scholars of Latin American politics have given much emphasis to the causes and determinants of decentralization, but not much has been done toward a more general understanding of how this increased decentralization has affected policymaker behavior and policy outcomes. This paper aims to do exactly that. Specifically, it investigates how institutional arrangements and electoral competition affect local government performance. The theoretical basis is the electoral democratic theory that broadly highlights elections as instruments of citizen control in retrospective and prospective voting approaches. The research employs a large-N cross sub-national analysis based on a dataset of electoral, partisan, socioeconomic and public financial information collected from over 5500 municipalities. Local governments’ performance, our dependent variables, are synthetic indicators formulated from 2009 nationwide surveys on public education, health, housing and welfare services. The OLS regression results confirm the hypothesis that politics variables do matter in how politicians make decisions and implement policy under the new Brazilian democratic Era. The empirical evidences suggest that electoral competition does not present a direct effect on government performance, however, ideology and citizen participation do. Therefore, this paper helps to expand our understanding of a political system’s impact on public policy outputs, which is extremely important not only for academic purpose but also to support policymakers’ decisions.

In Latin America, men who have sex with men (MSM) remain disproportionately impacted by HIV. Pre-exposure prophylaxis (PrEP) is an effective HIV prevention tool and has been FDA approved in the United States since 2012, but no Latin American state, with the recent exception of Brazil, has implemented PrEP guidelines. We carried out a multinational online survey of MSM in Latin America (n = 22698) in 2012 to assess whether MSM at highest risk of HIV acquisition (i.e., those engaging in condomless anal sex [CAS; n = 2606] and transactional sex [n = 1488]) had higher levels of awareness of PrEP, PrEP use and interest in participating in a PrEP trial. After adjusting for demographic and psychosocial characteristics including depressive symptoms, hazardous alcohol use, childhood sexual abuse, and sexual compulsivity, transactional sex and CAS were associated with increased PrEP awareness (aOR = 1.29, 95% CI: 1.05–1.59, p < .001 and aOR = 1.22, 95% CI: 1.11–1.34, p < .001, respectively) and PrEP trial interest (aOR = 1.45, 95% CI: 1.25–1.71, p < .001 and aOR = 1.74, 95% CI: 1.57–1.95, p < .001, respectively). Findings demonstrate substantial awareness of and interest in PrEP among MSM with behavioral risk factors for HIV in Latin America, suggesting that this region is primed for PrEP implementation, which has been slow.

ABSTRACTDisaster response requires rapid, complex action by multiple agencies that may rarely interact during nondisaster periods. Failures in communication and coordination between agencies have been pitfalls in the advancement of disaster preparedness. Recommendations of the Federal Emergency Management Agency address these needs and demonstrate commitment to successful disaster management, but they are challenging for communities to ensure. In this article we describe the application of Federal Emergency Management Agency guidelines to the 2008 and 2009 Chicago Marathon and discuss the details of our implementation strategy with a focus on optimizing communication. We believe that it is possible to enhance community disaster preparedness through practical application during mass sporting events.(Disaster Med Public Health Preparedness. 2011;5:310–315)

<p><strong>Abstract.</strong> The near future of our planet under climate change is predicted to be characterized by increasingly frequent and severe natural hazards of all kinds. Understanding the potential spatial extent and impacts of these hazards is a critical component of creating effective emergency management plans, not just on the part of emergency managers and relief organizations, but also for those who may reside in areas vulnerable to disaster. Often, information about disaster risk is communicated using maps, such as in the case of storm surge maps, evacuation zone maps or wildfire extent maps. While generally helpful, these maps are of limited use to those with low vision or blindness, and the information is rarely, if ever, distributed in accessible formats. Furthermore, in contrast to wayfinding maps, this type of information does not lend itself to being translated into a set of instructions to be read aloud by a test-to-speech device. Instead, risk maps are useful because they allow users to identify and assess spatial relationships between many features on the maps- a key process that would be muddled if the maps were to be verbally described, and thus a process that is currently inaccessible to those who cannot see the maps. As people with visual impairments are especially vulnerable in disaster scenarios, working towards the universal accessibility of spatial information is imperative for inclusive disaster preparedness and hazard mitigation.</p><p>Many challenges exist in creating maps for people with visual impairments. The most obvious is the fact that a visual medium cannot be used by someone who is unable to see. It is important to note that “visual impairment” covers a broad spectrum of conditions from pronounced myopia to complete blindness. Here, I will be limiting my topical scope to people with total or near-total blindness. Tactile maps are the tool of choice for this population. However, it is generally harder to distinguish between similar patterns using touch than using sight, so features on a tactile map need to be unique and unambiguous. This makes it more challenging to communicate information typically represented using color gradients or transparency. Additionally, distributing spatial information in tactile form poses another layer of complications. There are several options for creating tactile maps, from embossed paper to 3D printing, and each come with their own advantages and drawbacks. Cost, speed and detail all vary among these media, and thus each potentially impact the user’s perception of risk.</p><p> In my talk, I will be examining these challenges as they intersect with research on cartographic risk visualization, emergency management, and tactile maps in general. First, I will briefly discuss the state of risk visualization in the context of emergency management, focusing on preparedness. Then, I will give a general overview of the extant research on tactile maps with particular attention paid to their influence on spatial cognition. Next, I will examine how the considerations particular to risk map creation are affected by the potentials and limitations of tactile maps. Finally, I will outline a research agenda for creating and distributing accessible maps for emergency management. Using visual impairment and tactile maps as starting points, I will identify further aspects of emergency management that urgently require greater attention to accessibility, and how cartographic research and technology can help bridge those gaps.</p><p> Planning for natural hazards is an essential step in mitigating their impacts on communities, and that process includes individual citizens making their own plans for evacuation, finding shelter or securing food, water or medicine. This is especially important for people with disabilities, as resources deployed after a disaster may fail to accommodate their particular needs, and processes such as evacuating a building or house can take substantially longer than average. Planning for these scenarios is made all the more difficult for people with visual impairments, as conventional maps are unhelpful, and environmental awareness is limited. Thus, empowering people with visual impairments to make emergency plans for themselves and contribute to planning for their community as a whole can help build autonomy and self-confidence and ultimately ensure that disaster plans truly account for everyone.</p>

Disability groups are groups vulnerable to disaster risk. Most families with disabilities feel worried about defending themselves in the event of a disaster. They are less socialized with disaster mitigation efforts. This research has provided an overview of the preparedness of families with disabilities children in increasing disaster resilience. Analytical research was conducted on families with disabilities children in the city of Padang. Data collection tools in this study used a standard questionnaire from LIPI-UNESCO / ISDR. The data were processed by a computer and analyzed using multiple regression statistical tests. The results showed the preparedness of Families With Disabilities Children in the face of disasters; it was seen that the knowledge category was ready (42.2%), the preparedness plan category was not ready (37.8%), the disaster warning category was not ready (46.7%), the resource mobilization category was not ready, ready (82.2%), the tsunami disaster preparedness index value is 57% (ready category). This research recommended local governments must provide special treatment for people with disabilities by increasing training, seminars, and disaster simulations.

INTRODUCTION: Little is known about management and mitigation of COVID-19 in long-term care facilities (LTCF) for the aged in Latin America. OBJECTIVE: To describe how the management of LTCF in Latin American countries plan and adapt their routines for coping with COVID-19 and whether they have been able to fulfill recommendations published by the World Health Organization (WHO). METHODOLOGY: A cross-sectional study was conducted by online survey of managers of LTCF located in Hispanic American countries. A 46-item questionnaire (adopting the WHO principles) was sent to participants. Descriptive statistics were used to summarize the data. RESULTS: Twenty-three care home managers replied, responsible for a total of 874 older people (range: 5 - 270). One questionnaire was excluded because of missing responses. Fourteen LTCF (63.60%) were private, for-profit facilities. The rate of compliance with WHO recommendations exceeded 70% for the majority of items. Just over half of the institutions had developed a strategic management plan, or had identified strategies for dealing with deaths of suspected cases. Difficulty acquiring personal protective equipment (PPE) was reported by 59.10% of the LTCF surveyed. The homes’ capacity for SARS-Cov-2 testing was limited (36.36% of the institutions did not have any tests). CONCLUSIONS: The rate of compliance with recommendations published by the WHO for dealing with COVID-19 was greater than 70% at the majority of the LTCF surveyed. More than half of the institutions had strategic management plans. Availability of PPE and SARS-Cov-2 testing capacity were very unsatisfactory.
