Research background: In this article the characteristics of the terms of an entrepreneurship of a region and a local development were presented. Likewise, it demonstrates the results of research about using the development model method to classify special economic zones (SEZ) in terms of the most important indicators referring to the economic activity of zones in Poland, as well as showing the potential of zones — by noting their advantage or distance in relation to another zone in terms of criteria for functioning of privileged areas forming together a group. Purpose of the article: The aim of the article is to show the possibility to use a multidimensional comparative analysis method to recognize the level of a region’s development in a time-space system on the example of SEZ operating in Poland. Methods: The essential data source about the article’s description were reports published by the Ministry of Economy and then the Ministry of Enterprise and Technology: Information on the implementation of the Act on Special Economic Zones. The empirical analysis used the method of multidimensional comparative analysis used to recognize the diversification of the functioning of fourteen SEZ operating in Poland in a time-space system. The examination procedure covered the years 2009–2017. A constant development pattern was adopted for all the years of the study. Findings & Value added: The results of conducted analysis show that in SEZ there were real development processes. However, these processes were accompanied by persistent disproportions in the level of development of individual zones.

AbstractBoosting the local economic growth and cohesion policy may be supported by using the public intervention. The local governments may benefit directly and indirectly from the place-based policy implemented as Special Economic Zones (SEZ). SEZ directly increase the employment and the number of firms, while, indirectly, they can raise the local public sector financial performance in the long run by increasing revenues from personal and corporate income taxes. This article assesses the efficiency of this policy at the local level in the context of an institutional environment and inter-agent local diffusion. It also uses the statistical methodology based on the comparison of the empirical density distributions of the economic and financial indicators within the institutional groups to detect the global shift or divergence or convergence patterns. This article examines the Polish experience of public intervention in 1995–2016 with 14 SEZ located in more than 350 different locations. It proves that in general, the financial and economic situation of the municipalities with SEZ did not improve. An institutional analysis of the SEZ operating conditions indicates that the weak operating requirements for SEZ firms together with a poor location cannot constitute a catalyst for local development.

The objective of this paper is to analyze the decision making process on foreign direct investment (FDI) as well as the location strategies used as the main objective which is the achievement of greater profits via cost reduction. Part of the assumption that the Special Economic Zones (ZEE) recently decreed (2016) offer tax incentives that allow them to reduce costs to foreign companies, encouraging them to establish them in these areas. A comparative analysis of the EEZs with the state of Jalisco as a reference, since this is characterized as an industrialized and attractive state for the arrival of FDI. The method used was a comparative analysis of the descriptive scope of variables such as population by age group, level of education and the Global Indicator of Economic Activity (IGAE), as well as the IED. Finally, the main conclusion is that the strength of these states under the EEZ regime is the Economically Active Population (EAP). However, the decree that establishes these special zones in Mexico must be accompanied by policies that strengthen the educational and social and security conditions in these States. В статье представлены некоторые результаты дифференциации российских регионов на территориях которых созданы особые экономические зоны, особый контекст занимает сравнительный анализ приграничных регионов в пределах которых функционируют технико внедренческие зоны. Теоретические подходы исследования базируются на работах отечественных ученых экономистов, изучающих проблематику инновационного развития регионов, методические представлены анализом статистических данных. The article presents some results of differentiation of Russian regions in the territories of which special economic zones are created, a special context is occupied by a comparative analysis of border regions within which technically innovative zones function. Theoretical approaches of the research are based on the works of domestic scientists of economists, who study the problems of innovative development of regions, methodical are presented by the analysis of statistical data.

The aim of the present work is to show how the changing approach to special economic zones in Poland influenced the competitiveness of Polish regions, both on the internal and external scale. In the case of external conditioning, a comparative analysis of competitiveness of Polish regions against the Czech regions was conducted.In the examination of the internal- and external competitiveness conditions of particular Polish regions, an important element that shapes it is the existence of special economic zones. Their location positively affects the competitiveness of the given region, due to lower costs of functioning for the subjects active in the area. According to the original assumptions, creation of the zones was designed as a privilege for problem areas, e.g. characterized by high unemployment or low industrialization.Today’s solutions in this aspect considerably depart from the original assumptions of the idea of special zones, as – created when demanded by the investors – the zones include the most attractive regions. This has led to a situation when disproportion between peripheral and central areas of economic development is increasing. On the other hand, from the point of view of the state’s economic policy, Poland becomes more competitive. When observing the current inflow of crucial investments into the Central-European countries, we do not see situations typical of the 1990s and the first decade of the 21stcentury, when the most important investments were aimed at the Czech Republic or Slovakia (PeugeotCitroen-Toyota, VW, Kia or Hyundai), since the offers made by Poland to these investors usually concerned relatively unattractive locations, often peripheral, which could not compete with the areas of Prague, Bratislava, Ostrava, Trnava or Zilina.
