Research background: Social and economic development involves a broad spectrum of social, economic and spatial phenomena. The multi-faceted nature of regional development arises directly from the fact that it is shaped by multiple factors. Current discourse emphasises the role of endogenous factors, which indicate the specific nature and the distinctive features of the given territory. Mobilising the endogenous potential ensures stable regional development dynamics. At the moment, one of the fundamental economic problems are the increasing differences in the development of specific regions. Purpose of the article: The purpose of this study is to assess the differentiation of the social and economic level development of Polish Voivodeships, applying the selected assessment methods for the years 2010 and 2015, draw up a rank list of regional units according to their development levels, and identify the groups of Voivodeships sharing similar development levels. The indicators used in this study, characterising the level of the social and economic development, have been systematised according to the following areas: demographics and labour market, regional entrepreneurship, local economy structure, innovation and research & development activities, technical infrastructure, social infrastructure, and the condition and protection of the natural environment. Methods: The level of the social and economic development of Polish Voivodeships was assessed using Zdzisław Hellwig’s development pattern method, which made it possible to rank them according to the level of development of Polish Voivodeship. The methodology is supplemented by Ward’s agglomerative clustering method, which made it possible to distinguish other Voivodeships according to the analysed phenomenon. The Voivodeship clustering method used Jenks' natural breaks classification method. Findings & Value added: Pursuing the research aims, the authors focused in particular on clear spatial differences. Through the analysis we were able to identify the changes in the social and economic development processes of the Polish regions. The Voivodeships were divided into groups according to their development level: the highest, high, low and the lowest.

Subject. This article analyzes the imbalances in the social and economic development of the subjects of the Russian Federation, and examines the issues of forming a policy of equalization and development of competitive advantages. Objectives. Analyzing the intraregional imbalances in the development of the subjects of the Russian Federation, the article aims to identify the internal causes of development imbalances and the dysfunctional subsystems. Methods. For the study, I used the methods of logical and statistical analyses. Results. The article reveals certain disparities in the social and economic development of a number of Russian entities, where one of the areas of development dominates. The article proposes certain theoretical provisions of the system for studying the intraregional imbalances in regional development. Conclusions. Since the level of socio-economic development of Russia's regions is characterized by significant differentiation, in order to improve the effectiveness of regional development policies, an analysis of internal imbalances in the development of the country's subjects is needed.

The results of analyzing the approaches, concepts, programs, as well as the practices of strategic management of regional development, existing in Russia and abroad, are presented. Based on the revealed trends and taking into consideration the factors of global instability in the world, a complex of scientific provisions is worded with regard to forming of a relevant management strategy for social and economic development of regions in modern-day Russia. The suggested approach includes 10 provisions. 1. The strategy of the region social and economic development should be considered as an integral structure of subsystems taking into account the whole range of its natural, economic and social components, which constitute a unified territorial complex with multiple intricate internal and external relations. 2. It is necessary to analyze the social and economic status of the region in the totality of the fields of its production-and-economic activities; and compare the relevant set of indicators, provided by the state and regional statistics, to the available data obtained as a result of monitoring the functioning of the industrial enterprises. 3. The strategic priorities in the social and economic development of industrial enterprises in the Russian Federation entity should be formed through a system of supporting the making of managerial decisions on the region’s development, which would include the earlier mentioned methods, models and program complexes of the information-and-analytical system. 4. Russian Federation entities should elaborate the strategies of their social and economic development in compliance with the Forecast of the Science and Technology Development in the Russian Federation for the Period till 2030. 5. Since Russian Federation entities, in their essence, are integral formations with a unified wide range of natural, economic and social components, and are interested in proportionate and well-balanced development of those, it means that in order to ensure the strategic industrial and economic priorities of these regions, it is necessary to perform a complex analysis of the supporting infrastructure subsystems (engineering and technical facilities and communications, resources of all kinds, etc.) for the industrial enterprises being developed. 6. The concepts and programs of the social and economic development of regions should not only be properly elaborated and informationally tied to relevant federal programs. 7. No matter the scale of the regional development plans and the ambitions within those, as formed by the regional departments of state authorities, all of that can only be fulfilled by the population of those entities. 8. The strategy of social and economic development of any region, as a rule, comprises the programs for development of the secondary and higher professional education, the forming of which should be based on the forecasts of the demographic increase of population, development of industrial enterprises and organizations located on the region’s territories, etc. 9. It is impossible to fulfill the strategies of the development of Russian Federation entities without such an important component as public healthcare. 10. Various social programs and social protection of the population in general should be one of the crucial aspects when forming the strategies of development of Russian Federation entities

There is no society free from a criminality. There is also no level of social and economic development, level of affluence or philosophical and ethical system which may ensure total elimination of criminality from the social life. The aim of this article is presentation of the scale of criminality phenomenon in Podkarpackie Voivodeship in the years 2010–2019 with the consideration of criminality among minors on the basis of data included in the reports of The Regional Police Headquarters based in Rzeszów and The Metropolitan Police in Warsaw concerning security situation as well as public order in Podkarpackie Voivodeship, taking into account the juvenile delinquency in this area. In this article the sociological theories explaining the reasons and factors that influence criminality are discussed.

The purpose of the article is to study trends and identify problems of budgetary provision of the development of Zaporizhzhia region in the context of budgetary decentralization reform. Methods of systematic and comparative analysis, graphical visualization, generalization and statistical methods were used for the study. The article examines the impact of decentralization reform on the financial provision of social and economic development of administrative and territorial units of Zaporizhzhia region. The comparative analysis of the budgetary provision of the development of Zaporizhzhya region and other regions of the Central region is conducted. The article describes the trends and problems of Zaporizhzhya region development. The following positive trends were revealed: increase of revenues to local budgets of the region; reduction of transfer dependence of the region on the state budget; formation of high-taxation CTCs. The negative tendencies of development were: increase of differentiation of financial provision of the development of the regional center and other administrative and territorial units, reduction of the growth rate of revenues to the development budget of Zaporizhzhia region. Attention is drawn to the fact that under the conditions of decentralization reform and administrative and territorial reform, consolidated territorial communities are actively being formed in the Zaporizhzhya region, most of them with high financial capacity, which testifies to the high potential of regional development. The article analyzes the regional target programs of Zaporizhzhia region and clarifies the possibilities of their integration with the Action Plans for implementation of the Regional Development Strategies. The dominance of the social component over the development of regional target programs and low level of implementation of a number of programs are emphasized.

This article explores regional Buddhist monasteries in Tang Dynasty (618–907 CE) China, including their arrangement, functions, and sources for their study. Specifically, as a case study, it considers the reconstruction of the Kaiyuan monastery 開元寺 in Sizhou 泗州 (present-day Jiangsu Province) with reference to the works of three prominent state officials and scholars: Bai Juyi 白居易 (772–846), Li Ao 李翱 (772–841), and Han Yu 韓愈 (768–824). The writings of these literati allow us to trace the various phases of the monastery’s reconstruction, fundraising activities, and the network of individuals who participated in the project. We learn that the rebuilt multi-compound complex not only provided living areas for masses of pilgrims, traders, and workers but also functioned as a barrier that protected the populations of Sizhou and neighboring prefectures from flooding. Moreover, when viewed from a broader perspective, the renovation of the Kaiyuan monastery demonstrates that Buddhist construction projects played a pivotal role in the social and economic development of Tang China’s major metropolises as well as its regions.

This article underscores the need to establish strong linkages between industry and universities in India; assesses the extent to which such linkages exist in a cross-section of Indian universities; and identifies remedial measures as appropriate. The authors describe the challenges facing universities and industry: identify the areas most appropriate for collaboration and the various kinds of collaboration that exist or are possible in India; assess the extent to which collaborative efforts are succeeding in selected universities; and identify factors which help or hinder the development of cooperative activity. Finally, they list the policy implications of their analysis. The article provides an overview of the current situation in India and sets out practical measures for increasing collaboration between industry and higher education which the authors consider essential to the social and economic development of the country.

The enthusiasm of immigrant sending countries around migration and development hinges on the fact that the flow of money, knowledge and universal ideas can have a positive effect on development in these countries. The Canadian Seasonal Agriculture Workers Program (CSAWP) was established in 1966, most of the Social Science literature on this program has emphasized its exploitative and problematic aspects. Without dismissing the significance of the focus and results of other research, this paper examines the social and economic development impact of this program on households and communities in Jamaica. Research done by academics and an analysis of Jamaica‟s newsprint media done for this research reveal that the CSAWP has had positive development impacts. Findings suggest that the program is delivering social and economic benefits to migrant workers and their families. It has increased income, consumption, child schooling and improved health care. In addition to improving the standard of living for migrant workers and their families, the CSAWP has additional benefits at the community and national levels.
