The article presents problems and threats related to the transport of dangerous goods. The statistical data of breakdowns and road accidents involving dangerous goods were concluded. The article describes the results of own research related to the transport of dangerous goods. Finally, the structure of the road transport safety system for dangerous goods was proposed, which will reduce the risk of dangerous incidents and improve the operation of emergency services.

With the improvement of national economy and living standards of the people,the demand for transport of dangerous goods is greater and greater, the traffic volume of the road dangerous goods is rising constantly. The accidents of road transport of dangerous goods happen frequently, the extent of injury that the accident causes is more and more serious, the accidents destroy and pollute the environment seriously,threaten people’s lives and properties seriously, cause the serious economic losses. This papter is to set up the indicator system of safety evaluation of road transport of dangerous goods, and put forward the countermeasure of our country’s road transport of dangerous goods pointedly, offer real guidance for carrying on road transport of dangerous goods, reduce the emergence of traffic accident of road transport of dangerous goods.

Abstract According to the data of the Supreme Audit Office, every day in Poland, 20 thousand of vehicles transport dangerous goods by road. Annually 150 million tons of dangerous goods are transported, including flammable, explosive, corrosive, toxic and radioactive materials. The article presents an analysis of aggregated data obtained from particular institutions, participating in different way in monitoring and controlling transport of this type of goods. The analysis of combined data has enabled the identification of organizational and legal possibilities for reducing the dangers associated with the road transport of dangerous goods in Poland.

Road accidents are generating economic and public high costs. They include: losses resulting from the long-lasting or temporary impossibility of creating GDP, expenses on the treatment and rehabilitation of people injured in the accidents, costs of emergency services involvment, payment of compensations and benefits, financial losses or emotional suffering of the accidents' victims and perpetrators' relatives, leading to reduce their economic activity. Statistical data presented in the point out to the high risk of road accidents. Also causes of unsatisfactory level of the road safety improvement in Poland were presented.

The article presents the problems of threats related to the transport of dangerous goods in road transport as well as statistical data on such transports. Some of the terms that appear during threats as well as the division of dangerous substances have been interpreted with a detailed description of their impact. Basic legal acts during transport were presented, including control, packaging, marking, safety rules as well as emergency procedures.

The road safety management methodology should be based on a system approach. This means that the road transport must be formalized as a complex system (CS), and then safety can be interpreted as an emergent feature of such a system. Road accidents should be interpreted as "organizational accidents". They should be studied using concepts such as "normal accident theory" (NAT) and "highly reliable organization" (HRO). The main purpose of the article is to show the usefulness of these concepts for the road safety and risk management, especially in Polish conditions. The system approach to road safety research (and transport safety) will allow for the better safety results.

The paper presents the methodology for the risk analysis of the road transport of dangerous goods. The risk analysis includes the societal risk for communities living or staying within a radius of six kilometres from all national roads in Poland. The GIS software was employed to make this analysis. The prepared matrix has included the product of the likelihood of a road accident involving explosive dangerous goods and the consequences for communities living in the abovementioned area. The likelihood analysis was developed for explosive and toxic dangerous goods. The consequence analysis was based on the population density, according to which a respective number of people was assigned to each building, depending on the time of day (daytime, nighttime). Each stage of the analysis was presented in the form of a map. In total, two variants of the likelihood analysis, four variants of the consequence analysis and four variants of risk analysis have been developed. All analyses have been developed for the entire country.

Dangerous goods accidents occur infrequently, but the consequences are extremely large and cause many losses. The transport of hazardous substances itself is time consuming and requires a great deal of responsibility compared to a simple load. The safe transport of dangerous goods depends on a large number of factors. The purpose of this article is to examine the conditions of carriage of dangerous goods and to evaluate the factors affecting the carriage of these goods by road transport. This is done by analyzing the scientific literature and statistics and conducting a qualitative survey. The study identified three group factors that have the greatest impact on the safe transport of dangerous goods by road. The survey results were processed using the Kendall ratings correlation method, and the compatibility of the expert sample was studied using the matching factor. The study, using the medium-range transformation weights (ARTIW) method, identified the main factors of normalized subjective weights that influence the safe transport of dangerous goods. The outcomes of the research presented in the paper show that the main factors of Group I have the greatest impact on the likelihood of an accident during dangerous goods transportation by road transport; they include incorrect loading of cargo, driver fatigue, vehicle condition, and weather and road surface conditions. The most important technical/technological factors of Group II are correct loading or unloading of the cargo, tightness of the vehicle semi-trailer/container/tank, and the technical condition of the vehicle. The most important organizational factors in Group III are the risks associated with the carriage of goods, the choice of route, and communication with the emergency services. In the following stages of research, the main factors of the three groups identified should be used to develop models to make the transport of dangerous goods safer.

The article examines various factors affecting the accident rate in road transport and studies in detail the consequences of exceeding the established speed limit. Based on the statistics of road accidents and calculations made, the level and severity of the consequences caused by the violation of the speed limit by the driver is established.
