The article provides a detailed analysis of the educational complex in the discipline "Outpatient therapy", which is taught at the relevant departments of RNIMU named after N.I. Pirogov and the department of the same name VSMU named after N.N. Burdenko. Both of these universities are part of the East European NOMK, which was created to implement the Strategy for the Development of Medical Science in the Russian Federation for the period until 2025. The fundamental difference between the educational process in the two universities is the different distribution of the hourly load across semesters and the methodological approach to studying the discipline. Various approaches to teaching discipline in universities are aimed at achieving a common goal - the training of medical personnel focused on achievement of a common goal - the training of medical personnel oriented to the professional standard “Physician-general practitioner (district general practitioner)” and the provision of primary health care. The experience accumulated by the staff of the departments allows us to fully approach the training of specialists and, quite justifiably, to begin interaction between structures for the exchange of this experience.

The paper presents a sociological analysis of the possibilities of using distance technologies in teaching students with medical specialization. A content analysis of federal state educational standards, programs, and curricula for the training of specialists in medical universities of the Russian Federation was carried out to determine whether it is possible to transfer some aspects of the educational process to a distance form of learning. Through semi-structured interviews, a survey was carried out among teachers who indicated their opinion on distance education for future medical workers. In conclusion, distance technologies for training of health and medical personnel can be used in limited cases that do not require the development of practical skills.

This article is devoted to V.V. Trofimov, Minister of Health of the RSFSR, an outstanding health care manager, who tried to introduce the modern methods of self-financing, automated information systems, etc., into the management of medical science during the period 1962-1983. At the initiative of V.V. Trofimov, for the first time in the country, the Main Department of research institutes and coordination of scientific research was established, the purpose of which was to ensure a scientific breakthrough in medicine through the development and implementation of innovative methods. The experience of joint work of health authorities, medical universities, and research institutions began to accumulate. It allowed solving problems of improving the quality of medical care according to united comprehensive plans. The material and technical base for public health protection was developed. During the tenth five-year plan alone, 20 large multi-specialty hospitals were built for 600-1200 beds, 88 polyclinics for 750-1200 visits per shift, 80 maternity hospitals and departments for 8849 beds were put into operation, 24 women’s consultations for 1000 visits per shift, and 13 multi-specialty children’s hospitals. The availability of medical personnel increased from 34.8 in 1975 to 40.0 in 1980 (per 10,000 population). The reform of the financing of medical institutions included the transfer of hospitals and polyclinics to economic accounting. The reform was introduced to enhance medical workers’ financial incentives to improve medical care, as savings increased doctors’ and nurses’ salaries. In essence, it was an anti-pod to the extensive, expensive way of conducting the national economy adopted in the country. As the first Editor-in-Chief of the journal “Health Care of the Russian Federation” and he prioritized innovative research in editorial policy for many years to come.

Significance. Training of medical personnel is the most important factor determining the level of development of human resources in health care. The transformations that have been taken place in the Russian system of higher medical education in recent years substantuate scientific research in this area. Purpose of the study: to analyze training of doctors in the subjects of the Russian Federation that are part of the Siberian Federal Okrug. Material and methods. The authors used specially developed statistical maps, which included information from the reporting forms «No. 1-Monitoring», the number of which corresponded to the number of medical universities and medical faculties in the subjects of the Siberian Federal Okrug, 10 in total. Each of the statistical maps included over 30 criteria. Results. The study has identified subjects of the Russian Federation in the Siberian Federal Okrug with population growth accompanied by the reduced number of doctors (the Republic of Tyva and Altai), which only exacerbated their shortage. However, against the background of the population decline, there is a rather pronounced increase in the number of medical personnel (the Irkutsk Oblast and the Republic of Khakassia) in some subjects of the Siberian Federal Okrug, The subject ranking based on the comparison of indicators of the number of doctors and volumes of their training in these regions, shows that the Tomsk, Novosibirsk and Omsk regions, where, despite the high number of medical personnel, there is a large number of medical graduates, top the ranking. Vice versa, in other subjects of the Siberian Federal Okrug, the relatively low number of medical personnel is combined with small volumes of training of doctors (the Republic of Khakassia, the Republic of Altai and Kemerovo region), preventing effective ellemination of the personnale shortage in the coming years. Analysis of indicators characterizing activities of medical universities in the Siberian Federal Okrug made it possible to compare subjects of the Siberian Federal Okrug by the most important performance criteria, including implementation of the educational process, development level of infrastructure, financial and economic indicators, and others. The results obtained made it possible to determine ranking positions of each educational organization that trains doctors in the Siberian Federal Okrug. Conclusion. The presented results are recommended for use in the process of forming the evidence-based personnel policy in health, both at the level of the Siberian Federal Okrug and in other regions of the Russian Federation, while the presented experience in conducting such studies is recommended for use in general management of health personnel.

Prerequisites. The relevance of the study is caused by the fact that the personality of P. Shatilov does not have a sufficient scientific reflection in the literature from the standpoint and with the use of methods of studying medical local lore. In particular, historical research methods are neglected, however, they can be used to study the work of P. Shatilov in Kharkov in more detail during the epidemics that engulfed the city in 1919-1921. Today, when the whole world suffers from coronavirus infection, it is extremely important to give an example of medical struggle in emergencies, the victories of P. Shatilov not only as a physician but also as a citizen, because such examples instill responsibility to society. Task was to provide an updated biographical study of P. Shatilov for the centenary of his death, taking into account the methods of historical research, which had not previously been used in works of this kind. After all, medical personnel require a wider use of methods than previously represented biographical studies on the figure of P. Shatilov. To reproduce the biography of a scientist on a historical background, highlighting not only personal data, but also depicting the era in which the scientist lived and worked. Materials and methods. The results of similar studies have indicated that it is necessary to rely on conceptually important general scientific epistemological principles: historicism, objectivity, a combination of both logic and historicity, systematicity. The same methods were used in this study. The methodological basis of this type of research is a specific group of approaches and methods that are used for systematic analysis of the general historical process and medical personalia as an integral part of historical and medical knowledge. The biographical approach, thanks to which the historical reality is considered in time and space, widely covers the problem in a large historical context is a leading one. Phenomenological and paradigmatic approaches provide the necessary scientific tools to reproduce the atmosphere of the time period, reconstruct the preconditions for the formation of worldviews of P. Shatilov, clarify the sources of influence on personality development, the formation of views and beliefs of the scientist, generalization of views and beliefs and his impact on the development of medical science. The high share of this innovative and traditional form of research is provided upon the condition of following the principle of historicism, objectivity of coverage of facts, adequacy in the use of all sources of information, as well as avoiding idealization of the provisions and ideas of the past, giving them a dogmatic status. Results. As a result of a comprehensive study, a medical personalia of P. Shatilov was created, which is based on the application of a comprehensive methodological approach. This is what distinguishes this study from previously created ones and provides an example to researchers for studying topics related to personalities. Conclusions. P.I. Shatilov's work in Kharkiv in recent years has been marked by difficulties in combating the plagues that have engulfed the city. However, the scientist tried to introduce a systematic action to combat plagues, based on the principles of contemporary scientific knowledge.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The article presents analysis of modern laboratory technologies and requirements for the quality of laboratory tests in the Russian Federation. Basic rules that improve the quality of laboratory tests at the preanalytical, analytical and postanalytical stage are studied on the example of tests in the Laboratory Hemotest. The optimal list of laboratory tests used in the practice of a general practitioner and organizational options for performing laboratory tests, the features of the process that affect the speed of obtaining a result by a doctor in an outpatient setting and in hospital, are presented.

The article proves that it is impossible to achieve a significant increase in the salary of medical personnel within the existing system of healthcare financing of the Russian Federation, namely, in accordance with the “may” Decrees of 2012 by V. V. Putin, to bring the salary of doctors to a level twice higher than the average for the region by 2018. It is proved that to achieve the necessary results in terms of increasing doctors’ salaries and motivating citizens to increase labor productivity and a healthy lifestyle, it is necessary to transfer the system of healthcare financing within the framework of obligatory medical insurance to medical savings accounts.

Статья посвящена анализу возможностей сетей связи для сокращения цифрового разрыва между регионами Российской Федерации. Основным результатом статьи является установление взаимосвязи валового регионального продукта и доли занятых в сфере информатизации и связи в общем числе занятых во всех отраслях. Результаты статьи могут быть использованы заинтересованными министерствами и ведомствами при реализации программы цифровой экономики, научными и проектными организациями при планировании и проектировании сетей связи, а также университетами в учебном процессе. The article is devoted to the analysis of the capabilities of telecommunication networks with ultralow latency to reduce the digital divide between the regions of the Russian Federation. The main result of the article is to establish the relationship between the gross regional product and the share of people employed in the field of informatization and communications in the total number of people employed in all industries. The results of the article can be used by interested ministries and departments in the implementation of the digital economy program, scientific and design organizations in the planning and design of communication networks, as well as by universities in the educational process.

In order to identify the technological level of crop production development in the federal districts of the Russian Federation a rating assessment of technological efficiency was carried out using the methodological approach of calculating the Technological Efficiency Index for the period from 2016 to 2020. Each federal district has a rating based on the calculated indices in statics and dynamics for the main crops are cultivated in the country, including grain and leguminous crops, corn for grain, sugar beet, soy, potatoes, vegetables, fruits and berries. As a result, of the conducted research were obtained the rating assessment for the dynamic index of technological efficiency taking into account the calculation of the average indicator for 2016-2020, the growth rate and the prevailing technological features of the district as of 2020. The obtained results of the rating assessment allowed us to identify the five federal districts of the leaders in the technological efficiency of crop production in Russia. This rating approach can be used in relation to various territorial units and is adapted to any agricultural crops.
