Abstract The green economy has gained worldwide attention, especially in the urban agglomerations where population and economic activities are highly concentrated. However, what kind of urban agglomeration spatial structure is more conducive to promoting the green economy? No clear conclusions have been made. Here, we study the impact of urban agglomeration spatial structure on the green economy, and also reveal how urban agglomeration spatial structure influences the three subsystems of green economy. We find that: (1) urban agglomeration spatial structural evolution is closely related to green economy, while in the research period, most urban agglomerations are not located in the optimal range of the spatial structure that drives the green economy. (2) Towards polycentric spatial structure is contributive to green economic growth, however, the excessively polycentric could not benefit green economy. (3) The evolution of urban agglomeration spatial structure exerts heterogenous impacts on the three subsystems when green economy is decomposed into economic subsystem, resources subsystem, and environmental subsystem. Towards polycentric is more conducive to the improvement of economic subsystem and resource subsystem, while, the tendency to monocentric drives the environmental subsystem development. (4) Lastly, our conclusions enlighten the urban agglomeration development planning and spatial mode for approaching a better performance in green economy.

In 2009 the Goverment of Indonesia through the National Development Planning Agency has launched a Sectoral Climate Road Map, where the forestry sector relies on the development of industrial forest plantations (HTI) and forest management units (KPH) with the most efficient consideration of the cost budget and the effectiveness of technical feasibility for sustainability. The policy of HTI development by the Indonesian government furthermore has the opportunity to contribute to climate change mitigation through the REDD + scheme. This study aims to develop the strategies of  industrial forest plantation management for REDD + schemes. This study analyzed internal factors that become strengths and weaknesses as well as external factors that become opportunities and threats using SWOT analysis to develop the strategies. The management of HTI in case of  industrial forest plantation company PT. Finnantara Intiga (FI) was defined as an internal environment, while the external environment covers the entire environment related to HTI and REDD+. The results of the research showed that, the strength score is 1,817 and weakness is 1,186, so the difference is 0,631 (positive), as well as the element of opportunity is greater than the threat. The positive difference values both strength and opportunity indicate the priority strategies that will be used by PT. Finnantara Intiga in the REDD + scheme is an aggressive strategy (SO strategy)by using all the strengths and utilizing the opportunities.Keywords : Industrial forest plantation, REDD+, SWOT Analysis

Abstract Permeable asphalt pavement should be selected according to the rainfall characteristics of the project site, so as to improve the permeable performance and ensure the bearing capacity of the pavement structure. Therefore, taking a city in the central plains urban agglomeration of China as an example, the characteristics of the rainstorm intensity distribution and cumulative rainfall are analyzed, and a combination scheme of drainage surface layer asphalt pavement suitable for rainfall characteristics in this area is proposed. Then, the pavement structure design is systematically carried out based on the permeable capacity and bearing capacity. The results show that under the rainfall conditions in this area, there is no surface runoff on the permeable asphalt pavement with 120 mm drainage surface layer, which is suitable for the medium traffic grade of urban roads with cumulative equivalent axle loads of 10 million to 12 million times.

Abstract Characteristics of local development planning from the perspective of planning documents referring to selected tourist communes Local development planning (including the preparation of planning documents) as well as undertaking initiatives and tasks supporting local development (resulting from planning documents) play the key role in local development steering process. The objective of the hereby paper is to analyze planning documents prepared for the selected territorial self-government units (four tourism oriented communes located in Lower Silesia region) in relation to strategic planning qualities identification in particular communes and referring these qualities to the conditions of effective strategic planning (discussed in literature on public management). The conducted research results confirm that many strategic planning qualities, in the selected communes, may be responsible for lowering its effectiveness. The ones, which are mainly responsible for counteracting effective planning, are as follow: reducing SWOT analysis to just the method for listing strengths and weaknesses of communal development potential, as well as presenting only the opportunities and threats; the absence of new management tools and techniques application, including the scenario oriented method; uncritical transfer of patterns from strategies prepared for other communes and referring to planning documents more as the condition for obtaining external financing sources rather than an actual programme facilitating the accomplishment of developmental goals. In spite of the above, the improvement of planning process has been observed in communes, which in consequence should result in higher level of local development programmes practical usefulness.

The purpose of regional development is to improve the people's welfare. So in an effort to achieve these objectives community-based development planning is needed, by striving for the communities’ basic needs to be accommodated in a transparent, democratic and accountable manner. This study analyze the strategies and determine the model of clean water supply for the community in Bengkalis Regency. The research analysis uses descriptive qualitative and quantitative and SWOT. The SWOT Analysis shown that the community needs for clean water in Bengkalis Regency could be used SO strategies, namely strategies to achieve policy objectives by utilizing the strengths and potential/opportunities that are owned by cooperation between stakeholders. Whereas the water supply model that is possible for community needs in Bengkalis Regency is through the Piping Network (JP) provided by the local government through PDAM BUMD, non-piping / Non-Piping Networks (BJP) through PAMSIMAS and community self-help.

Conservation areas are known for their significant functions to protect the plant and animal biodiversity, as well as their ecosystems. Lapak Jaru Tahura, which is located in Gunung Mas Regency, Central Kalimantan, is one of the conservation areas with potential ecotourism attraction. The strategy for developing tourist objects and natural attractions in Tahura Lapak Jaru needs to be formulated to gain positive impact and to reach its sustainability. The purpose of this study was to dig ecotourism potential in Tahura Jaru Kuala Kurun and to formulate tourism development strategies in the Tahura Lapak Jaru in Kuala Kurun tourist area. This research was conducted through 2 (two) stages of analysis. First, identifying the tourism potential in the Tahura Jaru Kuala Kurun area with descriptive analysis. Second, formulating a tourism development strategy in the Tourism Area of the Lapak Jaru Kuala Kurun tourism area with a SWOT analysis. The results showed that the Lapak Jaru Tahura is a very potential site for further development to become a tourist attraction. The strategy of Tahura Lapak Jaru development is aggressive, namely, to use the strength they have to take advantage of current opportunities. These strategies, among others, are, first, to maintain its position as a tourism destination which fully supported by local government and the ease of gaining potential investor. Second, regional development planning needs to include the participation of local communities so that target consumers who tend to like nature tourism can be achieved.
