The concept of a smart city has attracted the attention of many scholars and policymakers in many countries worldwide. The role of accounting as a tool of governance in smart city politics, however, has so far been largely overlooked, especially in less developed countries (LDCs). This paper sets off to fill this research gap and hitherto unexplored linkages between accounting and smart cities. Drawing on the concept of governmentality, the authors conducted a case study based on document analysis, meetings observation, and 42 semi-structured interviews at a branch of a hybrid electricity company owned by New Cairo City in Egypt, during 2018. Findings show that the case company has implemented smart distribution networks of electricity in which new management accounting technology (enterprise resource planning (ERP) system) is used to trace costs, revenues, client complaints and feedback in a timely manner. The new network (of infrastructure and technologies) has represented timely accounting information as a major political power to influence accurate governance decision-making, such as smart electricity pricing and control, and to challenge governance decisions that are not sound. This paper is one of the first studies to explore the socio-political dynamics of accounting in smart city governance in the context of LDCs.

<p><strong>Abstract.</strong> This paper is focused to address the map display usability for finding given POI addresses in a popular urban city area. LOD 1 of 3D representations of city buildings are presented into a 2.5D map for pedestrian navigation test. This 3D map display is evaluated against familiar 2D map system on the test participants’ smartphones. 16 participants were involved in the field test. The typical walking model of a searching task that is focused only to look for a certain address of building is chosen as the way finding model during the field test. Three kinds of navigation processes i.e. self-orientation, spatial knowledge acquisition and navigation decision for searching task were evaluated for each test participant. Usability measures of 3D map-based display over 2D-map based display for pedestrian navigation were collected from test participants’ mobile devices. In addition to that, activities of test participants in terms of acceleration and orientation information are used to support analysis of pattern and trends of test participants. As the testing app is also intended to support smart city application, its ability to provide user report on complaints was also assessed. Most participants agreed with the statements in the questionnaire that were organized into three sections, i.e. addressing participants’ interaction, participants’ responses in navigation processes and crowdsensing. The results suggest that 3D map-based pedestrian navigation is more usable to be used to look for a certain address of building in central tourist area of urban city.</p>

A single frequency network (SFN) based on the DTMB (Digital Television Terrestrial Broadcasting System) terrestrial digital television (DTV) system normally causes interference among signals from multiple transmitters in the network. These transmitters should broadcast the same program at the same frequency simultaneously in the service area. To meet the SFN network construction requirements in complex transport situation, TS distribution networks synchronization is one of the most important foundations. A design was proposed to insert into each MPEG-TS (SIP) packet with one absolute timestamp in the SFN adapter, which was proved to be valuable insuring the synchronization of the SFN TS distribution through field-test in Ningxia DTMB network.
