The article analyzes the history of formation and development of agricultural research work – a component of the culture of agronomy, which was considered the basis of the agriculture. Despite the organizational and financial difficulties, the research work had developed. The flourishing of research in Ukraine fell on 20-30’s of the 20th century. At this time in the agrarian science of Ukraine there were the significant scientific and organizational changes, as a result of which the priorities in the tasks of research institutions changed and practice began to dominate over theoretical developments. In the conditions of agriculture of the Ukrainian SSR, successful control of the pests and plant diseases was the key to ensuring a good harvest. But the struggle without knowledge of the conditions of development of the pests or pathogens of the plant diseases, was a measure only of a palliative nature. The correct and expedient control of the plant diseases required knowledge of the course of development of the disease, the time of its occurrence, the prevalence and harmfulness and many other aspects of biological and economic nature.

The aim is to analyze the bibliographic series based on the National Scientific Agricultural Library of the National Academy of Agrarian Sciences of Ukraine. The methods are source analysis, in particular, the use of traditional methods of classification and critique of documentary sources, its identification, analysis and synthesis. Scientific novelty. The article covers the topics of the most popular series “Agrarian Science of Ukraine in Persons, Documents, Bibliographies”, that was founded in 1998. The theoretical and practical contribution in the development of a strategy for managing the agro-industrial complex of Ukraine by well-known scientists M. Vavilov, O. Kvastsnyky, P. Sloskin, K. Gedroits, V. Resemlo, I. Lukinov, O. Alesho, S. Tretyakov, B. Yenken, A. Sko­rohodko, O. Bugutsky, D. Lykhvar, A. Sapegin, V. Pe­re­sipkin, C. Frankfurt, O. Kalachikov, M. Krav­chenko, M. Zubets, P. Prokopovych, V. Kudashev is revealed. Originality. Thematic blocks of serial editions are devoted to issues of the role of academic scientific institutions in scientific and methodological support and coordination of scientific researches, development of some branches of agriculture, with its general characterization are set. Main results. The significance of serial publications as an information resource for studying the history of the forming and development of agricultural research work, the formation of a network of branch scientific institutions, the extension of agrarian education, the establishment of scientific schools and areas in agrarian science, actualization of the scientific heritage for solving urgent issues of the present, etc. The most numerous block of editions is devoted to the development of academic branch science, which took place within the framework of the functioning of the All-Ukrainian Academy of Agricultural Sciences, the Department of Agricultural Sciences of the Academy of Sciences of the Ukrainian SSR, the Ukrainian Academy of Agricultural Sciences, the Southern Department of the All-Union Academy of Agricultural Sciences and the National Academy of Agrarian Sciences of Ukraine. Conclusions. It is shown that serial editions, created on the basis of a wide range of diverse sources, mainly Ukrainian archival funds, periodicals, statistical materials, scientific literature, promote the representation and evaluation of the activities of some agricultural scientists and research teams in the departmental, regional and sectoral aspects. Practical meaning. The article will contribute to the expansion of the source resource for the study of the formation and development of the agricultural researching work in Ukraine.

The article «History of formation and activity of Council of Museums in museums of local history of the north-east of Kazakhstan in the 40-50s of the XX century» deals with the problem of organizing research in museums. The First All-Russian Museum Congress in 1931 contributed the transformation of museums from academic centers to cultural institutions and made scientific research impossible in museums. However, the lack of professionally trained personnel, the low level of scientific description of collections, construction of expositions, exhibitions, content of lectures and excursions, led to a gradual decline of the authority of museums. Based on the documents that were found in the funds of the State archives of Pavlodar region, Semipalatinsk, Ust-Kamenogorsk, the authors convincingly prove the flawed and erroneous attitudes of the congress. The study used archival documents on the creation of Council of Museums, their personnel composition, and main activities. It is proved that the need to revive the research activities of museums has led to new forms and methods of organizing research work. Council of Museums in local history museums of the north-east of Kazakhstan were established in the late 1940s. There were difficulties in organization due to the lack of specialists who could work in the museum on a voluntary basis. They attracted employees of party, soviet, and trade union organizations who were educated as teachers of geography and history. In special cases, managers of agriculture and industry were included. The members of the Council worked in three directions corresponding to the structure of the departments of local history museums of that time: nature, history, industry and agriculture. The Council of the Pavlodar regional Museum of Local History was registered only formally, its members did not meet and did not take any part in the activities of the museum. This was explained by the insufficient number of professional personnel, due to the lack of higher educational institutions in the region, as well as the employment of specialists in the main job. A significant number of interested specialists lived in Semipalatinsk and Ust-Kamenogorsk, forming a group of local history activists there, which had a positive impact on the creation and work of Council of Museums. Members of the councils gave lectures in the museum, went on business trips to collect exhibits, were engaged in the preparation, examination and adjustment of thematic and exposition plans, preparation of collected materials for exhibition, helped to establish the relationship of museums with administrative, industrial and public organizations. Museum employees could not perform such work on their own, due to the lack of necessary professional competencies and time. Thus, we can conclude that it is necessary to include third-party workers of science and education in the museum councils. The governing bodies and museum workers felt a lack of specialists in various fields of knowledge. The staff of the museums consisted of people without secondary, and in most cases higher education. They did not have the skills of systematization and were not familiar with the scientific methods of collecting and processing museum materials. The decisions of the Council of Museums were not official, but they were very significant and necessary. Without their activities, the museum practice of the region would not be so effective and efficient.

Professor Klemensas Sinkevičius when sharing his impressions about IFLA congress in Helsinki has mentioned this collection of Lithuanian books but he did not show deeper interest in it. If to take a deeper look it is obvious that even a small part of the collection (collectionof Lithuanian old books) a few aspects of which were described in the article is worth of further investigation. This part of collection is valuable because of publications themselves that could be called monuments, as they are of rare publications category. Majority of them are unique because of their perfect physical condition or because of other criteria of value. The whole collection of Lithuanian books is also a monument because it is worth investigation phenomenon reflecting application of law on compulsory copy controlled by censorship in Lithuania at the time of tsars’ rule. In planning further research work it would be important to plan research of the whole Lithuanian book and Lithuania-related books collection that is in the Finnish National Library. The plan would consist of research of the publications as such de visu, a deeper analysis of history of formation of the collection, analysis of its composition in various aspects, preparation of a list of Lithuanian book-monuments, which could be a part of digital of European heritage and consideration of strategy and projects needed to implement it.

Abstract The growing number of foreign applicants looking forward to getting education in Ukrainian medical universities makes us find the ways how to improve and make effective the pre-professional training system of foreign medical applicants for further education. The article deals with the issues of the history of formation and development of the preprofessional training system of foreign medical applicants in Ukraine. On the ground of the electronic databases of the official websites of higher educational establishments, the data on years of opening first offices of the dean, departments and preparatory faculties for foreign medical applicants in Ukrainian medical universities are analyzed and systematized. Also the data on the setting up preparatory faculties at other universities who carry out licensed training of foreign students of the medical profile are presented. The data on the operating and management of such institutions in the system of the University administration are generalized. It’s revealed that during the years of its functioning the pre-professional training has changed, in particular the system was commercialized and the institutions involved in training foreign applicants have been reorganized. The modern trends in teaching foreign medical students at the preparatory faculties of the Ukrainian medical universities are displayed. Based on the analysis of the data it is concluded that the system of the pre-professional training of foreign medical applicants was set up in the 50s-60s years of the twentieth century. During this time, some positive experience in the preparation of future international medical specialists has been gained. The system of the pre-professional training of foreign medical applicants has been comprehensively improved and an effective system of managing foreign medical applicants has been created.

Structurally, the book includes 59 short chapters, United in 14 thematic blocks. They include such traditional sections as: the concept, essence and content of management; basic approaches to the study of the history of management; basic functions of management; connecting processes; basics of conflict management; organizational culture; management of organizational changes; social responsibility and ethics of business organizations; management consulting, etc. But the form of presentation of the material is unusual – it is a programmed textbook, designed mainly for independent work of the student and equipped with a system of constant self-control.
