AbstractAlthough the voluntary sector is internationally valued as an integral component of the welfare mix, studies on East Asian welfare regimes have primarily focused on state-market-family interactions, paying scant attention to the long-standing and pivotal role of voluntary agencies in their construction. This case study illuminates this less-known aspect of modern welfare history in the context of South Korea, with a particular focus on the activities of voluntary organizations. The study categorizes South Korean voluntary associations into four types and examines their different contributions in shaping South Korea’s welfare regime, by applying Young’s framework on government–voluntary organizations relations. This historical exploration on the South Korean voluntary sector aims to deepen understanding of an East Asian welfare state regime. It further suggests that current welfare mix debates, focusing on the service delivery role of voluntary organizations within Western European welfare states, should be broadened.

In this chapter, we explore how the changing politics of the third sector under austerity problematises minority women’s intersectional social justice claims in Scotland, England and France. We begin by exploring the ‘governable terrain’ of the third sector in each country since the 1990s. As the principle of a ‘welfare mix’ becomes normalised in each country, the reality of having different welfare providers vying for state contracts seems to prompt isomorphic changes whereby third sector organisations refashion themselves in the image of the private sector as a necessity for survival. We then move on to discuss the impact these changes in the third sector are having on minority women’s activism. We analyse how the idea of enterprise has become entrenched within these organisations and how an enterprise culture is problematically reshaping the ways in which organisations think about their mission, practices and programmes of work—especially in relation to minority women. We conclude with a discussion about what the marketisation of the third sector means for minority women. We argue that political racelessness is enacted through enterprise as minority women’s interests are de-politicised and de-prioritised through the transformation of the third sector.

ABSTRACTThe main purpose of this article is twofold: (1) an examination of welfare regimes using a bottom-up approach, which enables a comprehensive analysis of welfare production based on recipients perceptions; and (2) an examination of more than one type of welfare-mix coexisting inside the national level across policy sectors. A classification of welfare regimes is carried out following a bottom-up approach and relying on the basis of the importance of welfare providers to satisfy social risks and promote well-being. Three traditional (e.g. state, market, family) and one alternative welfare providers (e.g. community) are considered. Data is collected through twenty semi-structured interviews in seven marginalised communities of Puerto Rico. The results show five configurations of intra-national welfare-mixes across the following welfare areas: housing, nourishment, health, education, maternity/paternity, disability, work-unemployment and older-age. This paper contributes to the theoretical proposals of intra-national welfare regimes, and alternatives providers in the welfare-mix.

Το άρθρο χρησιμοποιεί την έννοια του «μίγματος ευημερίας» (welfare mix) ως βασικό ερμηνευτικό εργαλείο, επιχειρώντας να εξετάσει την αναλογία του στις πολιτικές αντιμετώπισης της έλλειψης στέγης στην Ελλάδα. Οι αλλαγές στο μίγμα ευημερίας οδηγούν σε νέους τύπους διακυβέρνησης. Σε αυτό το πλαίσιο, η οπισθοχώρηση του κράτους επιχειρείται να αναπληρωθεί από την κοινωνία των πολιτών και τον ιδιωτικό τομέα. Στην Ελλάδα, στα χρόνια της κρίσης, η ανάδυση των πολιτικών για την έλλειψη στέγης φαίνεται να ακολουθεί αυτά ακριβώς τα μονοπάτια. ΜΚΟ, φιλανθρωπικά ιδρύματα και ιδιωτικές επιχειρήσεις πρωταγωνιστούν στην προσφορά ευημερίας, εξαιτίας της μη παρέμβασης του κράτους. Γεγονός που έχει εμφανή αρνητικό αντίκτυπο στην ποιότητα της κοινωνικής προστασίας των αστέγων.

Zusammenfassung Subsidiarität ist in vielfältiger Weise ein verbindlicher, wenn auch auslegungsbedürftiger Grundsatz im deutschen und europäischen Recht. Zum Subsidiaritätsprinzip (als „Grundsatz des hilfreichen Beistands“) gehört die Verantwortung von Staat und Kommunen für die Vorhaltung von infrastrukturellen und sozialen Ressourcen. Anders als in vormodernen Gesellschaften mit ihren klaren Rollenzuweisungen in Familie und Gesellschaft ist für eine moderne Gesellschaft aber charakteristisch, dass sie eine Vielfalt von Akteuren kennt. So hat im deutschen Sozial- und Gesundheitssektor die verbandlich organisierte Wohlfahrtspflege eine herausragende Bedeutung. Innerhalb eines neu gestalteten subsidiären wohlfahrtsstaatlichen Arrangements muss gewährleistet werden, dass sich die Stärken und Schwächen der verschiedenen Träger sozialer Dienste optimal ergänzen. Ziel sollte die Transformation vom versäulten Wohlfahrtskorporatismus hin zum vernetzten Wohlfahrtsmix sein. Abstract: Association Welfare and Welfare Market Reformulation of Subsidiarity? Although subsidiarity is in many ways a binding principle in German and European law, it always requires interpretation. In accordance with the principle of subsidiarity (as a „helpful assistance principle“) the federal state as well as municipalities have the responsibility to provide infrastructural and social resources. Unlike pre-modern societies with their clear distribution of roles in family and society, modern societies are characterised by a variety of actors. For example, welfare associations in the German social and health care sector are of crucial importance. Within a newly designed subsidiary welfare state arrangement it is necessary to ensure that the strengths and weaknesses of the various social service providers are taken into account.
