Decentralizing Urban Policy: Case Studies in Community Development

In this paper three case studies of urban development policies are outlined in order to advance two models of the diverse structuring of interaction between business and politicians. The three cases concern the Italian cities of Pavia, Parma, and Modena. For each city we describe the economic and political context and review the planning policy, focusing on specific decisionmaking processes. This sets the stage for an analysis of the interaction between political and economic actors and for an evaluation of the results of that analysis with respect to the effectiveness of the decisionmaking and implementation processes of urban policy. Those factors which account for the relative strength of business interests and elected officials and favor their engaging in the bargaining relationships are discussed, and two contrasting models of their interaction are presented.

This chapter explores social work and community development practices in light of the urgent social, economic, and environmental issues facing the world today. Can those professions, established to support individuals and communities, overcome social disadvantage, evolve into new, alternative roles that seek combined human and non-human (animals, plants, living organisms) understandings leading towards transformative practices? Those professions are viewed within their own constructs and environmental agendas. Ancient and contemporary Indigenous knowledges are then considered, as they relate to the First Law of caring for their living country and living lifestyles. Two community development case studies are examined, involving non-Indigenous people in their community, and Indigenous traditional owners across a whole river catchment to address key questions: How can those disciplines contribute to ecological transformation? Can they appreciate and include non-humans in their practice? and How can Indigenous ancient and current knowledges contribute to social justice practice?

Music festivals' popularity has exploded, boosting revenues for host cities, artists, businesses, and a struggling recording industry. They also provide an environment very conducive for community development, for both locals and visitors alike. This research attempts to fill a literature gap by building on urban policy and arts policy theories to show how music festivals and music, in general, fit into the academic public administration discourse. These festivals have the potential to increase host cities' residents' quality of life and allow residents and visitors alike to experience new culture and showcase their own. However, a city that considers hosting a music festival cannot dive into the situation without careful considerations of significant challenges others have faced. Given these significant implications for cities for the better or worse, public administration scholars should examine this topic carefully and continue to monitor the new information about these festivals as it develops.

Storytelling, art and craft can be considered aesthetic expressions of identities. Kalahari identities are not fixed, but fluid. Research with present-day Kalahari People regarding their artistic expression and places where it has been, and is still, practised highlights that these expressions are informed by spirituality. This article explores this idea via two Kalahari case studies: Water Stories recorded in the Upington, Kakamas area, as well as research on a specific rock engraving site at Biesje Poort near Kakamas. The importance of the Kalahari People’s spiritual beliefs as reflected in these case studies and its significance regarding their identities and influence on social change and/or community development projects is discussed. The article thus highlights ways in which spirituality can be considered in relation to social change projects that are characterised by partnerships between local community, non-government and tertiary education representatives and researchers and that highlight storytelling as an integral part of people’s spirituality.
