As in previous lists, mention is here confined generally to units specifically authorized by law or established by the President by executive order or Reorganization Plans under general authority vested in him. Changes in units created by heads of departments or independent establishments are excluded unless of major importance.A. Reorganization Plan No. III, under authority of the act of April 3, 1939 (53 Stat. L. 561), was transmitted to Congress on April 2, 1940; it will become effective 60 calendar days thereafter; a resolution disapproving the plan was adopted by the House of Representatives, but was rejected by the Senate. The changes made by this plan are as follows:Administrator of Civil Aëronautics. The designation of the Administrator of the Civil Aëronautics Authority is changed to Administrator of Civil Aëronautics.

Created by Public No. 38, 75th Congress, approved April 16, 1937, to examine the course of instruction and to advise the Secretary of the Treasury in regard thereto. Committee will consist of five “persons of distinction in the field of education,” who shall be appointed by the Secretary of the Treasury and who shall serve without pay, but who shall be reimbursed for actual expenses of travel.

This chapter examines the theory of the unitary executive and its deployment in the Trump presidency afgainst the specter of a Deep State. The theory asserts that the president possesses all the executive power, that the incumbent alone is the executive branch. The idea is that anything less than complete control over administration by that individual risks an obfuscation of responsibility, clouding the judgments on presidential performance that “the people” get to deliver retrospectively in the next election. This reading of the Constitution is often joined to a strikingly plebiscitary conception of American democracy. This chapter takes up two issues of special interest. The first is an alternative “republican reading” of the Constitution which anticipates inter-branch collaboration in the control of administrative power. The second is the relationship between the vesting clause of Article II, on which the unitary theory is based, and the selection procedure, which has changed radically since its original constitutional formulation. The chapter concludes by pointing to the distortions of constitutional meaning introduced by joining an expansive reading of the vesting clause to contemporary selection mechanisms.

In his celebrated study of American democracy written in 1888, Lord Bryce reserved his most condemnatory reflections for city government and in a muchquoted passage asserted: ‘There is no denying that the government of cities is the one conspicuous failure of the United States. The deficiencies of the National government tell but little for evil on the welfare of the people. The faults of the State governments are insignificant compared with the extravagance, corruption and mismanagement which mark the administration of most of the great cities'sangeetha.

The article examines how reconciliation is perceived at the individual level. This particular case study analyses what types of reconciliation practices exist in Musha village and whether or not the inhabitants see it as effective ones. In an attempt to investigate the reconciliation definition from the local people’s perspective and to observe their community-level experiences, ethnographic fieldwork in Rwanda has been conducted. This study reveals that locals understand reconciliation in the same way as the government authorities proclaim. Data gathered during this field trip indicate the significance of reconciliation as controlled by the national government. As a consequence, the people are not able, and at the same time, are not really concerned about rethinking reconciliation in other possible ways. Furthermore, this concludes the fact that the central authorities have become able to peacefully construct the narrative of forced reconciliation, while social exclusion in the country still robustly prevails.

THE handwriting is on the wall for all to see. The people of the country have elected a President who has repeatedly during his years in office and during his campaign speeches proclaimed his intention to extend social security and to establish a national health program based upon compulsory health insurance. Heretofore he has been obstructed by a Republican Congress: now, as Republican Speaker Joseph Martin has succinctly pointed out, it cannot be doubted that the President can get through any legislation he really wants. One of the President's close advisors is Mr. Oscar Ewing, Administrator of the large and powerful Federal Security Agency, which we can predict with reasonable assurance will soon be elevated to cabinet status. The creation of a cabinet department encompassing government activities in medicine and public health, education and social welfare gained considerable momentum in the 80th Congress. Furthermore, it is expected that the Hoover Commission created by the Republican 80th Congress will include in its report on organization of the government's executive branch the formation of such a department. A new name has already been suggested for this branch of the government: The Department of Human Resources. Mr. Ewing has, on many occasions, made his position very clear. In a speech delivered three days after the election he reviewed the recently published report entitled "The Nation's Health," a report which followed the National Health Assembly in point of view of time but did not in all respects follow the recommendations made by those attending the conference. In his November 5th address he stated:
