“It is a melancholly object to those, who walk through this great [country] or travel in the [world], when they see the Streets, the Roads and Cabbin-doors crowded with [would-be authors] importuning every Passenger for Alms.” Thus Jonathan Swift, but now I want to make my modest proposal to you. I propose that modesty be our guide. Once I sought to make my way in the world by publishing articles and books and teaching and thereby winning tenure, and my heart goes out to all those who crowd the aisles of the book exhibits at the MLA annual meeting and the corridors of the hotels where interviews are taking place. Those corridors, where you cannot make eye contact with anyone, I will never forget. But does the current system for granting tenure make sense, based as it is in large part on the imperative that those who would win tenure publish one and often two books? I think not, and I think the members of the MLA should rise up and insist that these expectations be demolished and that other, more modest expectations be erected in their place.

Allocating appointment slots is presented as a new application for market design. Online booking systems are commonly used by public authorities to allocate appointments for visa interviews, driver’s licenses, passport renewals, etc. We document that black markets for appointments have developed in many parts of the world. Scalpers book the appointments that are offered for free and sell the slots to appointment seekers. We model the existing first-come-first-served booking system and propose an alternative batch system. The batch system collects applications for slots over a certain time period and then randomly allocates slots to applicants. The theory predicts and lab experiments confirm that scalpers profitably book and sell slots under the current system with sufficiently high demand, but that they are not active in the proposed batch system. We discuss practical issues for the implementation of the batch system and its applicability to other markets with scalping. (JEL C92, D47)

As we know internet has become a very important factor in our day today life. It is a wide media for communication and exchange of ideas for people staying in any nook and corner of the world. We have proposed a system in which we are developing a speech interactive web application services. Our main aim is to provide these services to the special ones who are unable to make use of the current system so efficiently. In our proposed work we are mainly focusing on the WEB APPLICATIONS. Many a times the disabled people are unable to access internet, for them this system will help to download news, or even access their mails through speech. Our proposed system mainly deals with the ability to handle web applications along with the O.S, mouse and keyboard control through speech, so that they can be used by persons without the use of the hands to develop an interface between the computer and the user. In our proposal we have used SAPI .It provides commands to the main central application which is handled by the GUI. Thus we look forward to develop web application through speech interaction.

Draft Law to Create the Green CardThe following article is the translated text of the Green Card draft law endorsed by Member of Parliament Neematallah Abi Nasr and submitted to the Minister of Justice Ibrahim Najjar for review. Yet Another Modest ProposalWhen Jonathan Swift published his satirical essay “A Modest Proposal for Preventing the Children of Poor People in Ireland from Being a Burden to Their Parents or Country, and for Making Them Beneficial to the Public” in 1729, he little knew that he was starting a chain of events that would in time become a common pastime – the writing of “Modest Proposals” on a vast range of subjects. Member of Parliament Neematallah Abi Nasr recently offered his own “modest proposal” with regard to the issue of Nationality Law in Lebanon, to wit that the state should offer the families of Lebanese women a Green Card similarto the system normally practiced in the USA and elsewhere in the western world.

The article presents the main results of a study of cryptocurrency as a financial instrument of the future from the standpoint of various methodological approaches aimed at identifying trends in its functioning within the framework of the theory and practice of monetary circulation. The fundamental hypothesis of the study is the prospect of introducing cryptocurrency as a legitimate means of payment to replace the classical forms of money in the context of the transformation of the world economy. This study and its results will contribute to solving a global scientific problem – the formation of a scientifically grounded theoretical and statistical base in the context of the specifics of cryptocurrency’s functioning and the possibility of its functioning as a legitimate means of payment in the modern economy. The relevance of the article is determined by the need to reassess the existing monetary system along with financial mechanisms and operating institutions in view of the emerging crisis of confidence in the current system of state regulation of the economy. The scientific novelty of the article is determined by the development of modern economic theory from the standpoint of the functioning of cryptocurrency as a component of monetary circulation via approaches that study cryptocurrency as an alternative to outdated financial mechanisms. This work opens up an opportunity for further research in the field of cryptocurrency relations, its further improvement and implementation in the national financial system.
