In integrated water management, the issues are often complex by nature, they are capable of subjective interpretation, are difficult to express in standards and exhibit many uncertainties. For such issues, an equilibrium approach is not appropriate. A non-equilibrium approach has to be applied. This implies that the processes to which the integrated issue pertains, are regarded as “alive”’. Instead of applying a control system as the model for tackling the issue, a network is used as the model. In this network, several “agents”’ are involved in the modification, revision and rearrangement of structures. It is therefore an on-going renewal process (perpetual novelty). In the planning process for the development of a groundwater policy for the municipality of Amsterdam, a non-equilibrium approach was adopted. In order to do justice to the integrated character of groundwater management, an approach was taken, containing the following features: (1) working from global to detailed, (2) taking account of the history of the system, (3) giving attention to communication, (4) building flexibility into the establishing of standards, and (5) combining reason and emotions. A middle course was sought, between static, rigid but reliable on the one hand; dynamic, flexible but vague on the other hand.

Where did the regulatory underpinnings for the global drug wars come from? This book is the first fully-focused history of the 1961 UN Single Convention on Narcotic Drugs, the bedrock of the modern multilateral drug control system and the focal point of global drug regulations and prohibitions. Although far from the propagator of the drug wars, the UN enabled the creation of a uniform global legal framework to effectively legalise, or regulate, their pursuit. This book thereby answers the question of where the international legal framework for drug control came from, what state interests informed its development and how complex diplomatic negotiations resulted in the current regulatory system, binding states into an element of global policy uniformity.

AbstractPermanent construction has evolved from the Palaeolithic age to today’s skyscrapers. Constructing the structure, which promises occupants safety, has become a concern because of the uncertainties in nature. Therefore in recent years, attention has been given to the development of structural protective devices that could take care of the external loads. Structural control against the wind and earthquake load has been seriously studied where the structure behaves differently for wind and earthquake load has been briefly discussed in this paper. Initially, paper discusses the history of the construction and the passive control system, which was used in structural control, is briefly discussed in this paper. Also, the implementation of active control has been discussed which was introduced later in the structural control for more effective control. But the limitations of the passive and active control system have introduced semi-active control and also the hybrid control strategy. The two mechanisms are put together in the semi-active and hybrid system to obtain all advantages of the algorithm along with overcoming their limitations. The review also briefs about stochastic vibrational control of the structure where randomness is considered in external loads, parameter of the system and also in the external devices which are implemented in the structural control. As construction sector is a complex system, big data analysis, a new field in structural control system is discussed and future scope is also mentioned.

This paper deals mainly with the development of a high-speed wind tunnel for the testing of turbine or compressor blade cascades under two-dimensional air flow at velocities up to that of sound. It includes a brief résumé of the early history of the technique, and goes on to enumerate the variables which must be brought under the operator's control. Reference is made to methods of presentation of results, including the use of optical systems for demonstration of shock phenomena. Finally, the control system evolved for operating the high-speed tunnel is described, and some notes are added on the protection of the operators from fatigue induced by monotony and noise.
